They ruled that equipment that failed to meet the new technical requirements(radios without the type acceptance tag on the back, all 23ch. radios) could not be sold after Jan 1,1978. (read part 95 of the FCC rules) It stated that you can continue to operate 23ch.equipment,but could not sell it even if it was a private sale. There are ways around this ruling. More so for a business then a Individuals. You don't think they are going to be giving N.A.L.'s to the thousands of people that break this ruling. But a business can be a different story. A company I deal with puts in a blown fuse to disable the radio, so it can be sold as a non working radio for parts. They tell you what's wrong with the units. Put in a new fuse & your Browning or Tram radio (they rebuilt before selling) works great!
