This information is for systems programmers and system managers.

If you are not familiar with WHOIS/NICNAME service from the NIC, see
rfc:rfc954.txt for more details.  Basically the WHOIS/NICNAME server
provides a directory listing of MILNET/ARPANET users.  A user program
is needed at the site wishing to access this server.
