Militia Captain Gegan Keeters - Gegan is about thirty years old, a career
	Militiaman. He is in charge of the Blackhawk Guard barracks, which
	have jurisdiction over the docks areas west of the canals. He is
	jovial and efficient, an expert in manipulating people. He is on
	good terms with a couple Inquisitors (quite a feat in itself), and
	has spoken with the Baron often. They hunt together east of the city
	a few times each spring and autumn.
	He stands at an imposing six foot four, hair cut short for comfort
	in his guard helmet. He keeps a close-cropped beard and moustache.
	His hair is jet black and his eyes deep red-brown.
	Keeters is not above 'gifts' from citizens in his district, but has
	established a line that he will not cross. For example, he will 
	accept free food and spirits for himself and his men from wherever
	the happen to end up in the evening. And he will look more favorably
	on tavern-owners who are friends to him. But if anyone tries to get
	him to blatantly look the other way, he'll just reply, 
		"And we had such a good relationship going <name>. Too
		bad you had to turn out to be criminal."
