
                         League 94 Net Games Policy
                                  Zone 94

            -=*Please note this if you are planning to join!*=-

    We do not to reset the game more than once every six months. Is that
      fair to New BBS's joining? I don't think so. What we do here is
    every 2 weeks we up the years of protection by 5. This gives new BBS's
       a chance without resetting the game every time someone joins.
     Also note that this is a new League and a friendly one. Nobody gets
      Pissed if they get hit. But excessive battering IS frowned upon.
      The following is a set of guidelines taken from the Mail Net that
       the League originated on. We have attempted to adapt it to the
      gaming realm and there may be inconsistencies. Updates will follow
                           as they come about.

                        League 94! Come Get Some!


                                 Article I

                                  Voting

     1. All Sysops with active BBS's (an active BBS shall be one which
        is in the current nodelist and connected to at least one of the
        net Games, BRE or FE) in the league shall be the ones able to 
        vote when the games are to be reset. 
     2. Votes are sent to the zone system (or local hub) to be tallied.
        The League Coordinator and Net Director shall be appointed as 
        election judges to oversee the election. The League Coordinator
        will determine the results of the election.
     3. Any Sysop or Co-Sysop active or inactive shall be allowed to 
        bring to a vote, any topic that they deem is necessary to bring
        to the attention of all the League Sysops/Co-Sysops. The requests
        may be sent to the League Coordinator or Net Director.
     4. Any vote will be considered successful when a true Majority of
        (50.1%) the total points are cast in favor of the topic voted. 
        All results will be released and posted in the Net Games
        as soon as the last vote is in and counted.
     5. Sysops or Co-Sysops who wish not to vote may assign their votes 
        to another Sysop or Co-Sysop in the league. The Sysop or Co-Sysop
        who receives the assigned vote may cast it in in any Manner as
        he/she would cast thier own vote.
     6. The League Coordinator will set a deadline for when the last vote 
        will be accepted. No votes will be accepted that are later than 
        the time 23:59 on the pre-set voting deadline.
     7. Any topic can be re-voted on only once. If the topic fails to 
        pass the re-vote, then it will not be considered for voting 
        again. However if the topic passes the re-vote with a true 
        majority of (50.1%) the total points cast, the topic will be 
        considered final and uncontested. No other votes will be made on 
        that topic.

                                  Article II
                                Node Management

     1. Boards which are listed as DOWN on the nodelist for longer than
        4 weeks (28 days) will be deleted off at that time to clear up
        room for new additions, unless the sysop of the down node informs
        the League Coordinator(LC) or Net Director(ND) the circumstances
        of his/her down time and expresses his desire to stay with the net
        games.
     2. All Sysops must inform the League Coordinator or Net Director of
        any changes in the status of their board (node) that is longer
        than 24 hours. If no notice is given and the LC/ND has not been
        able to contact the node for 5 calendar days, the LC/ND may
        disconnect that node from all games to keep the packets from
        collecting. If the LC/ND is still unable to contact the node
        within 14 days, the LC may at his discretion mark that node as
        DOWN. At this time the sysop must contact the LC/ND and inform
        them that they want to be connected back into the net games again
        and marked active in the nodelist again.
     3. The Hub will make the newest nodelist available for download, no 
        later than 72 hours before it is to be implemented. The nodes may 
        request to have the hub upload new nodelist via Front Door's file 
        transfer or they can download the nodelist themselves. The method 
        of transfer will be left up to the sysop of the node. 
     4. The LC/ND will inform all the nodes of any changes in the league.
        Any time a hub will be down for longer than 6 hours, The LC will 
        send a message to all nodes informing them of how long the hub 
        will be down and when it will be up again.
     5. The Hub will also inform the nodes of the additions and deletions 
        of games in the league. The Nodes are welcome to make suggestions
        on new games or the deletion of old ones.
     6. All Sysops wishing to join League 94 must download the newest 
        LEAGUE94.ZIP and fill out the application and return it to a hub
        in their area to be processed. All applications will be forwarded
        up to the League Coordinator(LC) where approval/disapproval shall
        be made. Approved boards will be added to the nodelist and informa-
        tion will be passed down to the net level. All New applicants 
        must wait 7 days to be added to the nodelist. Once on the node-
        list they have and additional 7 days to be fully active.
     7. The LC/ND may recommend any Sysop in Leaugue 94 for Expulsion, 
        if there is just cause to do so. The League 94 Sysops will then 
        put the matter to a vote. Upon a successful vote that sysop and 
        his board will be immediately marked as down and removed from 
        the net games. The Expelled sysop may request a re-vote.
     8. Any Sysop wishing to leave League 94, may do so at any time in 
        writing or verbally. If the message was received earlier than 4 
        days before the next nodelist is implemented, that node will be 
        placed in the down position for the next 7 days until the next 
        nodelist is out. That node will remain up until the next nodelist 
        is out. Then it will be placed down for 7 days, after which it 
        will be deleted from the list altogether.
     9. Any sysop NOT leaving a verbal message to the LC/ND will face
        possibility of never returning to the net games of this league.
        Kinda like quitting your job without notice. <G>


                                 Article III
                                   Offices

    1. The office of the Net Director is held by Midnight Ranger and
       all decisions made by that office concerning the games are final.
       All decisons that will effect players will be put before a vote
       as stated above. If at such time Midnight Ranger decides to abdicate
       The office will default to Van Palmer and a vote will be put to
       the net as to who shall become the new Permanent Director.
    2. Because of the stucture of the game the League Coordinator
       Position is permanent unless a change is requested by the Net
       Director or by vote of the nodes. Please understand that the LC's
       BBS is where ALL game packets go to be redistributed and that
       changing LC's frequently may result in lost game info and possibly
       total confusion. If any Sysop feels that the LC is inadequate then
       they may bring a vote before the net for a new LC.
    3. The Leauge Coordinator(LC) and the Net Director(ND) are responsible
       for setting policies within League 94. Any problems with voting or
       policies will be brought before the Net Director. The League
       Coordinator will oversee any voting which occurs within League 94.
       The League Coordinator is responsible for approving all new bbs's
       wanting to join League 94. The Applications will then be forwarded
       to the League Coordinator or Net Director who will edit the new
       nodelist and pass it on to the BBS's under him/her. The League
       Coordinator is responsible for reviewing the reasons why any bbs
       whishes to quit League 94.
    4. The Net Director is responsible for keeping the nodelist up to date. 
       He/she is responsible for the Upkeep of the games in League 94
       (Creation and Deletion of Games). The Director shall control the
       status of all BBS's within League 94. The League Coordinator will
       make the final decisions on which BBS's are down and which ones
       will be brought up online within the net. They shall inform the
       League Coordinator of any bbs's wishing to leave or join the net
       games in League 94. The League Coordinator will be responsible for
       helping lower level sysops get their systems up and running.
    5. Hubs will be selected by appontment by the League Coordinator.
       Volunteers will recieve first consideration. If there are no 
       volunteers then the selections will be made from the list of
       Sysops within League 94. You may refuse this appointment. There
       is no time limit on this office. Hubs may be relieved of duty
       without a vote by the League Coordinator for non-performance or
       at his/her own request.
    6. Hubs are responsible for the maintenence of each BBS under them, 
       including rules, regulations (not in context, foul/abusive 
       language, flaming, etc), and notifing users or Sysops of such
       violations.
        
                          
                                 Article IV
                                  General

    1. The League Coordinator will always have the final say in matters of 
       dispute; which are not voted on.
    2. Disputes which can not be settled at the lower levels of League 94, 
       will be forwarded to the next highest level until the dispute is 
       settled.
    3. Lower levels of League 94 shall be allowed to make their own BBS
       policies, add to, but not take away from these policies of League 94.
    4. All sysops of League 94 are responsible for moderating all games on
       their boards. They will give initial warnings to users who post
       bad launguage or use foul language in the net games.
       Upon the second offense the Net Director will send a
       message to the BBS and request that the user be locked out of the net
       games.  Once the LC has approved the action, he will end a message in
       the net games requesting the same. If the problem persists, then the
       ND will request to the League Coordinator that the BBS be permanently
       barred from League 94. Removal of the BBS will be Voted on.
    5. Hubs will also be selected within League 94. They will be League 94
       Sysops only. Each Hub will have the responsibility of taking care of
       the BBS's under him/her. They will also insure that proper language
       is used in the games and on the boards they were assigned to.
    6  Any Hub who has an active board that wants to join League 94 may
       recommend the addition the new board to the net. This request will
       be forwarded to the League Coordinator along with the new boards
       application. Once the new board has been approved, it will then be
       left up to the Hub to set up the new BBS and give them a new node
       number under the assigned hub in the nodelist. The Hub MUST send the
       new nodelist information to the Net Director to be added to the
       new updated nodelist.
    7. League 94 is essentialy a free NET. Sysops who wish to charge users
       will not be allowed in the net games. Anyone found in violation of
       this policy will be warned. If they continue to charge for access
       they will be suspended for 7 days. If after the suspension the
       activity continues they will be permanently removed from the Net.
                          
                                 Article V
                                   Users

   1. All users shall be allowed the privilege of playing the games in
      League 94 as long as they adhere to the guidelines within these
      policies.
   2. The Users will follow any rules or regulations for each game that 
      they play on and any instructions that the sysops of the league
      BBS's shall request them to follow.
   3. Any user who does not obey the rules or regulations for each game 
      will receive a warning from the sysop of the board that they have
      played on. If the user still does not obey the rules or regulations
      then appropriate action will be taken.
   4. If a user has been suspended or barred from using League 94, and 
      they feel that they have been wronged; They may go to the sysop 
      of a League 94 bbs that they frequent and ask him to bring it 
      before the League Coordinator or Net Director for a vote.
