            League 140 Rules for Barren Realms Elite InterBBS
            ~~~~~~ ~~~ ~~~~~ ~~~ ~~~~~~ ~~~~~~ ~~~~~ ~~~~~~~~

 #1 NO FLAMING!!! Do not attack another player's or BBS's based upon
    their nationality, position in life, beliefs, or any other standard
    that has nothing to do with the game. The use of profanity or obscen-
    ities is also not allowed.  You will not call anyone names of any sort
    in your messages.

 #2 NO CHEATING!! This includes discussions of cheating in the game's
    message areas, either local or interbbs. If you don't know what
    that means, you are better off not finding out.  If you feel cheating
    is going on, notify your sysop who will then advise the league
    coordinator.

 #3 CEASE FIRES. Cease fires will not apply until one or both of the com-
    batants have less than 2000 regions. At that point the cease fire rule
    can apply. This is how it works:

        If a realm is being attacked, it can send a cease fire message
        to the attacking realm(s). Broadcast the message to ALL, so that
        there is no queston that the message was sent. The cease fire
        must be honored by the attacking realms if these conditions apply:

        a) The requesting realm has 2000, or less, regions; AND
        b) The realm has requested a cease fire; AND
        c) The requesting realm has stopped attacking.

    All conditions must apply for a cease fire to be enforcable against
    the attacking realm(s). If the requesting realm still attacks then
    this rule does not apply till all of the above is met. Total destruction
    is permitted under these conditions.

                   "No quarter asked, none given."

    Exceptions:

       First 30 days of a new game. Anything goes.

       Realm Networth is one of the top 10 in the league. Once the realm
       moves out of the top 10 spot then the rule can go into effect. This
       is to prevent someone strong in forces to take this rule to their
       advantage.

       If the realm continues attacking despite a request for cease fire.

 #4 NEW REALM PROTECTION. For about the first 100 turns of a new game, New
    Realm Protection shall be set to 30 turns. This will allow the planets
    to get organized, and establish trade routes. After 100 turns, the
    league coordinator will modify the NRP to be 100 turns, to protect
    new realms from deletion by the established realms while they are still
    too small to adequately protect themselves.

 #5 DELETING A PLAYER. The only time a realm or realms shall be allowed to
    kill off another realm is during the "free-for-all" period that will be
    announced by the league coordinator. This will be issued at least 15 days
    before a reset. At that time, rule #3 is suspended, and all interbbs
    treaties are nullified. AT NO OTHER TIME will any realm(s) be allowed
    to cause another realm to be deleted from the game (see Exceptions to
    rule 3).

    Any player found breaking any of the above rules will be deleted from
    the game by their sysop. If a sysop refuses to delete the offending
    player from the game, the BBS will be removed from the league.

    The decision of the coordinator may be appealed one time, through
    the sysop of your system. After that, all decisions are final. If
    the BBS is removed, there is no appeal.  The BBS may join again upon
    the next reset.

    The intent of these rules is to ensure that everybody has the chance to
    have fun and enjoy the game. It's no fun to play if you get thwacked
    within the first two weeks of joining the game. Let's all keep this in
    mind.

 #6 FTA playing is not allowed in this league.

 #7 NO PROFANITY allowed in any of the messages areas.  Players will be
    deleted.

 Sysop Rules:

 #1 Each BBS is required to send and pickup packets at least once a day.
    If system is down during the time frame of your call, then call again
    once the system is up to get your game packets. Hubs for other BBS are
    required to run BRE planetary at least 3 times a day (every 8 hrs). All
    others must run BRE Planetary at least twice a day (every 12hrs). This
    is to ensure packets are sent to your hubs at least twice a day. The
    reason for this to keep down the travel times.  You will only send game
    packets to your assigned HUB.

 #2 If any SYSOP will be gone for longer than 24hrs from his system he must
    notify the League Coordinator.

 #3 Missing In Transits will be reported to the league coordinator on the
    2nd MIT to the same BBS. This way he can determine the problem. MIT's
    can effect the game for a player. We need to watch this carefully. Look
    at your problems.log at least once a week to make sure problems are not
    happening to your game.

 #4 All suggestions will be submitted in the InterBBS Games Net Chat area or
    to your sysop for forwarding to me.  We are always looking to improve the
    game. Let's keep the messages in the game related to playing the game.

 #5 No BBS will carry a player (Dummy Player) for the purpose of killing off
    gooies.  Each player on a BBS must show progression in the game.
    Inactive players will be deleted after 7 days.

 #6 The following will be added or changed in your resource.dat file.
