This is a 1.1b patch for JM.  It fixes the following problems:

  * JM used to crash upon startup if the "AREXX_PORT" parameter was set
    to "off".

  * The log file feature was broken in 1.1 and 1.1a.  This has been
    fixed.

  * The "jm" command used to have trouble parsing negative numbers.
    This has been fixed.
