assault <sector> <ship>
   Attempt to take over the sector with military from the ship. Costs
BTUs for each life taken/lost. The sector may fire back and may be defended.
The assaulting troops are at a disadvantage with the defenders. Also,
capitals and forts fight twice as hard against assault as other sectors.
