The CONSTITUTION Notebook (TCN) Program has been updated to version 3.3.

The DOS and Windows versions were released 3/20, although major
distribution was delayed until Monday. The Windows version is now posted
in the AOL software library. Use "TCNbP" as a search key on the Quickfind
(recent keyword) screen.

The DOS and Windows versions 3.3 are as nearly identical as is practical.

The changes made in this release are in response to user and reviewer
comments regarding forced screens (the number of) and the daunting nature
of the tutorials. My thanks to my users and to the folks at ZDI for taking
the time to make me aware of their opinions.

The Tutorials menu has been replaced by an Evaluation menu.

The new Evaluation menu has three options:

    Easy QT
    Quick Tutor
    Topic Review

Easy QT is the default tutorial automatically offered the first time TCN is
started following installation. It proceeeds in a logical order, first
spending 4 pages telling the user about Easy QT and how to use it. Then it
spends a few pages on basic study of the Constitution and using the TCN
program to that end. Following this the major screens are displayed and
identified. Then the features of the two most important screens are
discussed in detail and exercises are offered.

The total volume of all this material is approximately 20 pages of hard
copy. It is presented in 86 pages (or segments) of the on-screen tutorial.
About a half dozen of the 86 segments suggest the user take a break. These
breaks are suggested at logical breakpoints. The user can break at any
time - Easy QT automatically saves the user's place and offers to resume
there the next time if is accessed. The user can resume or start over.

Since Easy QT presents slightly less information on slightly more screens,
each page is easier to absorb and the whole thing seems to go by much more
easily than earlier tutorials.

The information covered in Easy QT is limited to the more basic TCN program
features. Advanced features are covered in Quick Tutor. Use of Quick Tutor
is facilitated by a 2-page outline which the user can print using the TCN
program. The user can review segments of Easy QT by using the outline and
Quick Tutor. Or the user can access information about TCN program advanced
features. By the time a user has completed Easy QT, he or she should be
familiar enough with the program to use Quick Tutor.

Access of Topic Review is more straightforward than in earlier releases of
the TCN program. Also, the user is provided with an indication of progress
when Topic Review is clicked. A message to the effect "You are now
reviewing topic ### of 225." is presented. The user can resume where they
left off or start over with topic number 1.

The number of forced screens before access of the Interactive Registration
Screens has been reduced from 6 to 2. The force exit screen was
eliminated. The number of registration screens were reduced from 10 to 6.
It is hoped that this abbreviated registration screen will increase its
use! Of course, the blank hard copy of a registration form is still
available.

The basic features of the TCN program most directly related to study of the
Constitution (Browse Screen, INTERACTIVE SEARCH and INTERACTIVE INDEXING
with comments editor) remain unchanged. Version 3.3 changes relate to
documentation and packaging.
