DELL ANNOUNCES NEW TOOLS TO RELIEVE THE "PURCHASING HEADACHE"

AUSTIN, TEXAS, APRIL 2, 1996 -- From IDIQs to MAS rules, purchasing
computer systems by the federal government is a complex process. Dell
Computer Corp. (Nasdaq: DELL), the world's leading direct marketer of
computer systems, today introduced new services and capabilities designed
to make it easier to choose and buy computer systems for the government.

Dell's enhanced GSA-on-disk software program, announced today, is the
latest version of a popular software program Dell designed for its federal
customers. The GSA-on-disk allows these customers to choose a
custom-configured Dell PC right at their desktop, obtain up-to-date GSA
pricing and send a completed order request to Dell, either via fax or
electronically. The GSA-on- disk eliminates the need for a customer to
page through a cumbersome GSA schedule catalogue, add up each component
and figure the total price on their own, never being sure whether the
price on the schedule is up-to-date.

Dell today also introduced the first in a series of electronic tools on its
worldwide web federal home page, including an on-line configuration tool,
GSA pricing, product information and ordering terms and conditions. For
example, government customers can log onto the Dell federal homepage and
enter the information for the system they are looking for. The GSA-on-disk
software automatically totals the GSA price and customers can print out a
copy of the information, along with the terms and conditions of the
purchase. Customers can even download the GSA-on-disk software and install
it on the hard drives of their systems.

As federal customers look for ways to meet President Clinton's 1993
executive order mandating government-wide electronic data interchange by
1997, customers and vendors are looking for advanced tools to enable
"paperless procurement" of technology products. Dell's direct model
enables customers to order custom-built systems to be shipped directly to
their offices, reducing the time and complexity often associated with
government PC procurement. The tools announced today bring government
customers closer to the era of paperless procurement.
