DELL LAUDS PROCUREMENT REFORM INITIATIVES

AUSTIN, TEXAS, APRIL 2, 1996 -- In FOSE Keynote, Says Recent Changes in
Purchasing Reform May Have Dramatic Effect on Efficiency of the Federal
Government Austin, Texas, April 2, 1996-- Dell Computer Corporation
chairman and CEO Michael Dell, today strongly supported procurement reform
measures that will go into effect in August, saying that streamlined
processes could help push the public sector to "the front of the
technology curve."

In his keynote address at the Federal Office Systems Exposition (FOSE)`96,
Mr. Dell, the longest tenured CEO in the personal computer industry and
chairman of the world's leading direct marketer of computer systems, said,
"Recent improvements in the procurement process could have dramatic
effects on improving the efficiency with which the federal government
purchases technology, with accompanying cost savings."

Mr. Dell cited recent improvements by the General Services Administration
(GSA) as an example of the type of advancements that help reduce the
complexity of federal purchasing. Under the new Blanket Purchase
Agreement, for example, individual agencies can now negotiate their own
contracts with vendors on the GSA schedule, allowing them to take
advantage of volume discount purchases much like corporations do today.

In commenting on the role of the government information manager, Mr. Dell
said, "Historically, the federal government purchasing process has been
hampered by cumbersome procurement regulations. The information technology
manager's job is a tough job already, and is made even more burdensome by
these regulations. The changes we see emerging today will make a difficult
task a bit easier."

Mr. Dell also counselled federal government decision makers to capitalize
quickly on relevant technology advances and to avoid the temptation to
"compare the computer on your desk to the phone on your desk and expect to
use it until it wears out. The contract process, which can take months to
implement, slows down access to the latest technologies. Just the opposite
is needed for those who want to take advantage of the gains in
productivity and effectiveness that current information technology can
provide.

"There are several important technology transitions coming this year that
can drive increased performance and productivity in the federal sector.
The most important of these transitions is the move to Windows NT(TM) and
the migration of the Pentium Pro processor to mainstream price points by
the end of the year. With the proposed improvements in procurement, for
the first time federal customers can take advantage of the latest
technologies as quickly as the private sector.

"The latest relevant technologies must be acquired, deployed and integrated
as quickly and as transparently as possible," Mr. Dell said.

"Information technology provides the tools for managing operations in this
world of constant change," Mr. Dell continued. "With the implementation of
the latest relevant technologies, there is an unprecedented opportunity to
improve the delivery of services, lower the cost to government, empower
those who serve our citizens and demonstrate effective stewardship of
taxpayer dollars."
