Telecommunications Bill Bans Distribution of Obscenities over the Internet

Congressman Markey Cites CYBER PATROL as "The V-chip for the Internet"

FEBRUARY 2, 1996, FRAMINGHAM, MA -- Congress has rewritten the nation's
communications laws today by passing the Telecommunications Bill. The new
law prohibits distribution of pornographic material to minors over
computer networks and imposes penalties for violators.

ACCORDING TO NIGEL SPICER, PRESIDENT AND COO OF MICROSYSTEMS, a leading
provider of Internet screening products, the new law highlights the need
for parents to be directly involved. "It is the responsibility of parents
and educators to self-regulate what comes into their homes and schools.
Cyber Patrol is an Internet access management solution that enables them
to enforce responsible Internet use while protecting an individual's
rights to freedom of expression."

Section 502, 5,A of the Communications Decency Act of 1995 outlines a
specific defense to prosecutions for people who have taken good faith
efforts to restrict Internet access by minors through any feasible
technology.

CONGRESSMAN EDWARD MARKEY, a ranking Democrat of the Telecommunications
committee and author of the original Telecommunications Bill, described
Cyber Patrol as the "V-chip for the Internet" in comments published late
last year in The Boston Globe.

CYBER PATROL

Cyber Patrol allows parents to implement their preferences by seizing
control over Internet access and on-line services and use of local
applications. Cumulative duration of Internet and other application use is
captured, allowing daily, weekly and monthly reporting. In addition to
providing a useful overview of computer usage, these reports can also be
used as independent verification of on-line service provider and telephone
