(string-tail string integer) -> string
Returns a string taken from the given index (integer), until the end of the string.
Examples:
>> (string-tail "Eric Jordan" 5)
:: "Jordan"
>> (string-tail "Eric Jordan" 0)
:: "Eric Jordan"
>> (string-tail "Eric Jordan" 1)
:: "ric Jordan"
>> (string-tail "Eric Jordan" 15)
ERROR: bad-args -- index must be not exceed the string length

Note the contrast between this and string-head: while string-tail uses the indexing system, string-head uses length. These may be easily confused.
