To use the NOTICE.TXT feature, simply type a text file with
any text editor, save it as NOTICE.TXT in your SEE game folder.
Don't put asterisks or other markers at the begining or end to
draw attention to the text -- SEE automatically puts a bar of
asterisks at the begining and end of the text and puts a blank
line after the bar at the begining and before the bar at the
end.  Your text entry can be just as you see here.
