Tickle Me Technical

Many organizations use "Tickler Systems" to handle important internal communication in a company management chain.  This program is used to model that system, adding automation and database technology to the handling of this important information.  Many engineering groups and technical information companies refer to this as a "Technical Tickler System, " thus the name "Tickle Me Technical."

Program Purpose

Tickle Me Technical is a management information tool designed to track semi-official questions through an organization.  It was written to ensure that the flow of requested information in an organization goes unimpeded throughout the chain of management without being lost, deleted, or mis-routed.


Difference from Email

Many organizations use email to track this type of information.  There are three problems with using email for this purpose:

(1)  Email can be deleted or forgotten without ever being answered   Managers have to search and read through piles of sent email to make sure they received an answer.  With deadline dates that are several weeks or months off,  the likelihood of remembering that you even asked a question in a busy business environment goes down (seemingly) exponentially.

(2)  The other problem is that email is point to point, that is, the visibility is determined by the writer, who has to explicitly pick the recipients.  You may not even know when a subordinate responds to an email.  
Not knowing what was said can leave you in a very precarious situation with higher level management.

(3)  Most managers receive volumes of informational email, sent to standard lists, that don't require any action.  It is common to lose, or forget the important ones contained within the list of useless ones.


Tickle Me Technical differs from the email format by maintaining a management chain and using rules to determine what is allowed.  The management chain is created by the program after personnel are put into the system.  While inputting personnel information, you input a person's supervisor's user identification.  The program sorts through this information to come up with a digital version of  an organizational chart.  This chart is used to determine visibility of questions and answers.  

As a manager, this allows you to see questions asked of you, as well as your subordinates.  It allows you to have prior knowledge of upper management questions to your subordinates, so you can make sure they are answered without deadline day panic situations.  It also allows you to obtain information form subordinates over long time frames, without forgetting what you asked.

It also warns you of approaching deadlines when you run it.


Program Design

It is designed with two major modes:
(1)  An informal mode- anyone connected to the system can ask anyone else anything.  This can be used as extremely inexpensive email or in small organizations.  
(2)  A formal mode- where the management chain is strictly adhered to.  Managers can ask subordinates or peers official questions.  Personnel can pass questions down the management chain, or across to peers at the same level in the chain.  The transfers are documented within the text of the question. 

Installation

1.  Unzip files into directory of your choice.
2.  Run setup.exe from that directory.

Initial setup

1.  As the program manager, the first thing you have to do, after installation, is to get in the program.  Use the User Id  "MANAGER" and the initial Password "MANAGER".   

2.  Your second task is to log in and use the "Set Password" option to change it.  Make sure you remember it.  The "MANAGER" User ID is the only one that can add personnel or delete personnel from the system. 
This is a good time to play with the system to get familier with the options.

3.  You should then try to consider who will use the system  (At that time, you should try to obtain an organizational chart to make adding personnel easier).  Assign User Id's to each person that will use the system.  When doing the original setup, you only need to enter  the User Id field and the Supervisor's Id field.  You can add and delete personnel from the system at any time.

4.  When finished adding the personnel, pick the Order Personnel option.  This will establish relations used for the management chain and must be run following any additions to or deletions from the personnel database.

5.  To use the system in its informal mode (default is formal), which allows questions to flow outside the management chain to everyone in the system, you should set that now from the menu option.
