Buckball.tim contains a set of experiments designed to answer the question:
"How much lifing power does a balloon have conpared to a bucket or a
cage?" Pretty boring question except that the answer is: it depends on how
you attach it and how it's arranged. 

Apparently, if you put something ON a balloon, it lifts better than if
you tie a string to it. And I show a case in with a bucket WITH a cannon
ball is apparently lighter than a bucket without (actually, it has more
to do with the arrangement of the bucket -- I think the bucket is getting 
wedged against the pipe.
