These tools didn't have any documents when I downloaded them from the Microsoft
BBS.  But fortunately I recognized them from having worked at MS in the past.
Here are the very quick docs:

Installation:
    Place both files together anywhere in your path or in the Windows or System
directories.
    Edit the system.ini file to add a new device line to the [386enh] section
that points to the executor.386 file.  (Remember to specify the complete path
if you didn't put the files in the system directory.)
	Restart Windows and you are all set.
	Optionally(probably) you will want to open the Executor icon that appears
and select "Hide window on startup".

What do you get?
    You can now run Windows apps from the DOS prompt transparently.  Just type
the name like any other executable.
    When ever you run a DOS application in a windowed or iconic dos box the 
caption of will be changed to the base name of the executable file you are
running.
