              HICKS TO HEAD AFRICA BUREAU AT A.I.D.

     President Clinton announced his intention today to nominate 
career Foreign Service Officer John F. Hicks to be Assistant 
Administrator of the Agency for International Development, and 
Director of A.I.D.'s Africa Bureau.  

     "John Hicks is a dedicated and capable professional who is 
one of the Foreign Service's leading experts on African 
development," said the President.  "I expect him to do an 
outstanding job in this position."

     Hicks, a 19 year veteran of the Foreign Service, has been 
the Senior Deputy Assistant Administrator of the Bureau for 
Africa since 1991.  In that role he was the Bureau's senior 
career officer.  He had spent the previous six months as Acting 
Assistant Administrator for the Bureau for Food and Nutrition 
Assistance, and a year before that as Director of the South and 
West African Affairs Office.  From 1983-90, Hicks served in 
Africa, at the U.S. missions in Zimbabwe, Malawi, and Liberia.  
He also has served at various times in Zambia, Ethiopia, and the 
Sinai Peninsula, as well as at a secession of Africa-related 
posts in Washington.  He holds a B.A. from Morehouse College and 
an M.A. from the School of Advanced International Studies at 
Johns Hopkins University.

      PRESIDENT NAMES ROBINSON TO HEAD MORTGAGE ASSOCIATION

     The President announced today that he intends to nominate 
Dwight P. Robinson to be the President of the National Government 
Mortgage Association in the Department of Housing and Urban 
Development.  

     "Throughout his career in Michigan and here in Washington, 
D.C., Dwight Robinson has distinguished himself as a leader in 
the housing field.  I am grateful for his service," said the 
President.

     Robinson has been with the Federal Home Loan Mortgage 
Corporation since 1991, serving as Director and Acting Department 
Head of the Affordable Housing Initiatives Department.  Before 
coming to Washington, he was an official of the Michigan State 
Housing Development Authority for almost 15 years.  From 1986-90, 
he was the Authority's Deputy Director, and during 1988 he was 
its Acting Executive Director.    He began working for the state 
as a housing management and development officer in 1976, after 
having served in positions with the cities of Flint and Ann 
Arbor.  Robinson holds a B.S. in Urban Planning and Community 
Development, and attended graduate school at Central Michigan 
University.
