MISUNDERSTANDINGS ON THE NAME ISSUE

Macedonian delegation led by Prime Minister Branko

Crvenkovski and defense Minister Blagoj Handziski, has

departed to Brussels yesterday in the occasion of the

admittance of Macedonia in 'Partnership for Peace'

project.

Macedonian Radio reports that there was a misunderstanding

on the name which will present Macedonia in this project.

Macedonian delegation demanded to be accepted under the

constitutional name of the country and refused the

reference FYROM.  According to informal sources, it was

proposed that Macedonian Prime Minister signs the accord

with the constitutional name and NATO signs the text with

the reference FYROM. According to the same information,

there is an optimism that the problem will be resolved and

the ceremony of signing will be held today.



BASIC PRINCIPLES OF SECURITY POLICY FULFILLED

The Security Council of the Republic of Macedonia had a

session yesterday on the Government documents on the

membership in 'Partnership for Peace'

It is said that the documents fully express the main

principles of the security policy and defense of

Macedonia. The session was headed by Macedonian Parliament

President, Stojan Andov, acting on behalf of President

Gligorov as a President of the Council.



THE LAW ON DENATIONALIZATION ADOPTED

At the 29th session yesterday, the Parliament adopted the

Law on denationalization with 73 votes for. After the

adoption, the 25th session on the proposed Law on High

Education continued. There was a severe dispute on the

issue and the Albanian deputies threatened with withdrawal

from the Parliament if the Law is adopted, A1 TV reports.



THREE LAWS IN PARLIAMENT PROCEDURE

At the session the day before yesterday, the Government

proposed to Parliament the proposed Law on

telecommunications, the proposed Law on Highways and the

proposed Law on Encumber of Macedonia after the approved

loan for the reconstruction of the Skopje Airport from the

European Bank.

Considering the Law on Telecommunications, Minister

Buzlevski at the press conference yesterday stated that

the Law introduces directing of telecommunication links

and radio broadcasting by a domicile legal entity as a

public corporation. The Law also provides participation of

legal entities "that have serious intentions to develop

this field" by granting concessions.

Minister Buzlevski explained the concept of the Law on

Highways which will provide development of highways. 65%

of the finances will be aimed for highways, 15% for local

ways and 20% for streets. He pointed out that this Law

also introduces concessions and establishing a new Fund

and public corporation.

With the loan of 17.800 million DM the Skopje Airport will

be reconstructed and meet the standards of those in the

developed countries.



MILS SUPPLEMENT:

Albanians want the legalization of the "Tetovo University"

(Nova Makedonija, 15 November '95)

Macedonian Parliament deputies had a session yesterday on

the proposed Law on Higher Education (Universities) which

was several times postponed. This Law has expectedly

attracted the attention of deputies. Many disputes arose

on the articles and proposals. For instance, Abdurauf

Prusi from the PDP said the Law reminded of the statute of

the University St. Cyril and Methodius. He added that the

Law has many 'Balkan' nationalistic articles such as the

9th on the language use.

Sali Ramadani from PDPA evaluated the proposed Law as

better than the other two laws on education, yet, he said,

he could not support it as many important things were

missing. He added that the prohibition on religious and

political organizations in Universities was a Marxist-

communist attitude and that the 9th article on the

language use was a pure discrimination, suicide and

catastrophe. The law needs to be brought back at the

beginning procedure, and legalize the "Tetovo University",

he suggested.

Hisni Shaqiri from PDPA said the law was one of the

possible ways to resolve national problems in the country.

The Government has a bad policy on the 'Tetovo

University'. Albanians have shown patience and tolerance,

so there is a need of Law regulations in favor of the

Albanians in Macedonia, that will regulate the 'Tetovo

University' and include it in the Macedonian education

system, otherwise the gap between Macedonians and

Albanians will be greater, and the responsibility will be

on the ruling coalition, he added.

Dzheladin Murati also stated that the 'University' should

be legalized, which may be done if the Constitution is

read democratically and extensively. Finances are not

problem, there are political, economic, national and

strategic reasons and interests on the issue, he stressed.

The Parliament is to pass the exam, said Rami Tuda from

PDP, and if it does not pass it Albanians originality will

be jeopardized which will cause unpredictable

consequences. Albanians are deprived of their natural

right of mother-tongue education, said Tuda, and requested

the legalization of the 'University' that will function

within the education system of Macedonia. Independent

deputy, Mersel Biliali, asked whether the law was meant to

establish a minimum political compromise. Albanians have a

right of a higher education which is confirmed by the

Constitution and international accords, he pointed out.

Abdulali Veiseli, independent deputy, stated it was an

utopia to form a uni-language state that has over 40% of

population differing from the majority. Hisen Ramadani

asked why only part of Parliament deputies support the

legalization of the 'University' when everyone should

insist on resolving the great educational disproportion.

Rufi Osmani from PDPA expressed his disappointment on the

proposed Law and elaborated the need of legalization of

the 'University'. He said Western Macedonia is not West

Europe and the Government does not pay attention to real

interests. He stressed that no one can be against the

'University' since there are two Macedonian language

Universities, and asked why in the most settled area of

the country there is not such an institution.

Pance Minov from the Liberal Party said the proposed Law

has good solutions about development of higher education.

Ismet Ramadani from PDP said the Law has a good concept

but it does not reflect relations between the great

minority and small majority. He added that "Tetovo

University" is not a birthday party anymore, and must be

institutionalized.

Sefedin Hairuni from PDP elaborated the history of the

'University' and said the Law does not bring new and

acceptable solutions.

Nano Ruzhin from SDSM stated that the Law will be a

polygon for inter ethnic disagreements. Atanas Vangelov

from the same party talked about the present system of

education and its incompleteness saying that there is no

need of competition between parallel systems but a

competition within the system itself.

MACEDONIA OFFICIALLY ADMITTED IN PARTNERSHIP FOR PEACE

Yesterday Macedonia was officially accepted in 'Partnership

for Peace' as its 27th member state. Prime Minister Branko

Crvenkovski signed the document with the name 'Republic of

Macedonia', while the Italian Ambassador, the Acting

Secretary General of NATO, Sergio Balanzino, signed the

document with the temporal reference FYROM.

Ambassador Balanzino addressed to the present officials

saying that Macedonia develops its independence through

relating to international institutions. Pointing out the

conflict in Bosnia which threats the whole region, Balanzino

stressed the role of NATO in the attempt to put an end to

the war, and added that the presence of the Macedonian Prime

Minister at the ceremony is a true sign of hope for the

region. Considering Macedonia's partnership in the

organization, Balanzino stated he was certain that the

membership will be strong and efficient based on the

individual program for Macedonia.

Prime Minister Crvenkovski reiterated the Macedonian support

to the 'Partnership for Peace' once supported by a special

declaration in the Macedonian Parliament. Crvenkovski

supported the NATO strategy which is in expansion through

the program 'Partnership for Peace'.

The importance of Macedonian membership in the organization

was stressed by Prime Minister Crvenkovski for the

statements for MTV and A1 TV. "I do not doubt that it is a

very important event for Macedonia and I think that this

membership will eventually lead to wider cooperation with

NATO. If we remind of our political course on reforms,

integration in European institutions, established a few

years ago, now we can be certain that the course comes to

its realization. We had much to go through to prove that our

intentions are real, and the last few weeks there were many

pleasant moments for Macedonia such as the admittance in

OSCE, in the Council of Europe, and today, the admittance in

'Partnership for Peace'. Collective security systems are

much more important for smaller countries. We will fulfill

all obligations for the partnership and we will have active

participation in initiatives in the framework of the

program," stated Crvenkovski.

In conclusion Crvenkovski announced soon dialogue between

Macedonia and the EU for association of Macedonia in EU

structures.



PENTAGON GREETS MACEDONIAN MEMBERSHIP

The admittance of Macedonia in 'Partnership for Peace' was

highly evaluated at the talks between the Macedonian

Parliament Internal Commission President, Ljupco Popovski,

and the General Rupert Osterhaver in Pentagon. They both

expressed satisfaction on the development of defense

relations between Macedonia and the US. They also talked on

the present political and security situation in Macedonia

and the region.



PRESIDENT GLIGOROV WILL SOON RETURN TO HIS DUTIES

President Gligorov will soon be able to fulfill his duties.

The announcement of President's office says President

Gligorov has successfully recovered after the assassination

attempt and  has begun to fulfill some of the usual duties.

The public will be informed about the come-back, the

announcement says, while A1 TV stated that President will be

back in ten days.

Meantime Macedonian TV reported that President's first

meeting will be with the US Defense Secretary, William Perry

who will soon visit Macedonia.



MACEDONIANS ARE PRO-WESTERN

According to the telephone poll of 1200 persons done by

'Data Pres' for 'Nova Makedonija', on whether Macedonia is

closer to Eastern or Western Europe, 49,83% of the polled

answered they already see Macedonia in Europe, while 42,83%

stated that the future of Macedonia is in West Europe.

29,67% of the polled stated that Macedonia is closer to

Eastern Europe.

On the question whether Macedonia should join NATO, 60%

answered Macedonia should be a member of the Alliance, while

23,50% were against. 16,50% had no opinion on the issue.

49% of the polled consider Macedonia ready to join the EU.

The Macedonian foreign policy was evaluated as independent

by 28,33%.25,67% consider it pro-American, 13,33% pro-

European, 8,67 Balkan and 18,67% have no opinion.

Considering the social structure of the polled 33,17% are

employees in state sector while private owners are only

2,83%. The national structure is the following: 73,17% of

the polled are Macedonians, 20,50% Albanians, 3,00% Serbs,

0,50% Turks and Vlachs, 0,83% Roms and 1,50% others.



THE DEADLINE ON THE START OF THE GAS LINE AGAIN POSTPONED

The deadline on the start of the gas line expired yesterday.

The project has been constructed for several years.

According to information from 'Makpetrol' the gas line is

technically ready to start, yet the procedure on the

approval of the line is still going on.

Most of the plants and factories are not yet ready to

connect with the line except 'Evropa' from Skopje, since the

credits from the European Bank and finances from the

national budget have not arrived.

It is not clear why the line has not started considering

that 'Makpetrol' and the Government have invested over 50

million$ for the project.

It is expected that the State Commission will approve the

line, yet it will be able to start after 3 or 4 months.



MILS SUPPLEMENT:

The Union against the Union

(DELO, 10 November 1995)

The day after the assassination attempt, when it was still

not clear whether the President would survive, Stojan Andov

"settled" in Gligorov's office. The Montenegrin magazine

'Monitor' reported that Stojan Andov had called Defense

Minister, Blagoj Handziski to submit a report which was

refused by the latter. 'Delo' could not find out whether

this information is correct, yet it found out that Andov

immediately demanded keys from Gligorov's desk where

practically all documentation is kept, but he did not get

it. Also, Andov scheduled a meeting with Prime Minister,

Branko Crvenkovski in President's office, but Crvenkovski

refused to meet Andov since the President is still on his

duties.

All of that mentioned above shows the differences between

the coalition partners and the forthcoming  disaster of the

coalition, especially now when the non-parliamentary

opposition is not coordinated.

The last few years there is a silent dispute between the

Social-democratic Union (SDSM) and the Liberal Party (LP).

They struggle on domination of ministries, especially in the

one for Internal Affairs, domination in public corporations

and wealthy private firms and finally a struggle on

domination in state media, the Macedonian TV and "Nova

Makedonija". They almost had disputes about the President's

place, yet the struggle calmed down since President Gligorov

announced he would soon return to his duties.

Stojan Andov, according to foreign and domicile analysts, is

probably the most shrewd politician in the country. Step by

step he got almost to the top, and maybe he will get to it,

certainly without any support by SDSM. Nevertheless, nothing

is predictable in politics.

Andov practically got to the position of Parliament

President quite easily after he "cleaned" the Liberal Party

of possible competitors. After the first parliamentary

elections, Andov got to the position of Parliament President

and left SDSM and VMRO-DPMNE to fight on President's place

and the Government. While SDSM and VMRO-DPMNE had disputes

which continued after the inauguration of President and

Government, Andov formed a strong lobby of directors of the

most profitable Macedonian companies.

Andov got the two most important Ministries, the Foreign one

and the Economy.

The last two years everything was about these two

ministries. The Foreign Ministry led by the Liberal Stevo

Crvenkovski did everything but foreign politics, since

international affairs of Macedonia were handled by others

while the Minister was there when a signature was needed. He

then goes to Parliament to have a speech and a self-praise.

The Foreign and the Economy Ministries were actually bases

for Macedonian business. They issued permits for import,

made decisions on who would get contingents, etc., and

nothing could be resolved by legal means.

Many companies had to become 'Liberal' in order to get

certain import permits such as the 'Mitkomerc' which

imported oil with personal permission of the Economy

Minister Risto Ivanov. The owner of the company is the

deputy and the Liberal Dragan Mitevski.

It is well known that Macedonian economy has collapsed.

Despite that, some companies make huge profits with not

always legal transactions. This mainly refers to business

with tobacco, oil, Coca-Cola, beer, coffee and the gambling.

All of these businesses are conducted by people from the

Liberal Party or close to them. Most of these people have

interests in politics in order to gain more profits. Media

is also dependent on these people as it cannot survive

without financial support an donations of the companies.

Now we can be certain that Liberals rule with the state

media since the Government decided not to finance

publications of "Nova Makedonija". The Macedonian Radio and

TV is led by a person very close to Andov who actually has

the information monopoly in the country. This monopoly will

be used to eliminate competition by SDSM and probably a

penetration into SDSM structures through SDSM party members

who are closer to Andov than to Crvenkovski.

Crvenkovski at the moment hopes for the quick recovery of

President Gligorov who may consolidate relations between the

coalition partners.

For the amateur observer there is one thing that is still

not clear; the political options of both parties considering

Macedonian position as an independent state. Is it true that

Andov and his colleagues are 'pro-Yugoslav' while

Crvenkovski and his social-democrats are really 'pro-

Macedonian' ? Do they care about the future of Macedonia or

they care about the profits and personal power? Are they in

connection with those who tried to restructure the

Government (not change it ) after the assassination attempt

on President Gligorov?

It is not less important that Macedonia as a society faces

disturbance of the political balance. After the elections,

the unstable balance between position and opposition was

additionally disturbed. Now the balance between coalition

partners created by Gligorov is quite violated. If the

political balance is a condition for a democratic and calm

development of Macedonia, then it is quite easy that the

balance be disturbed by absolute domination of one party. In

long terms, it is a disaster.

          25 LOSS-MAKERS: SOME PRIVATIZED, SOME TERMINATED

          Out of 115 legal subjects, created with the dissolution

of 23  greatest loss-makers  in the state, by Government decision

76 companies  will be  privatized. The  measure prescribed for 31

firm is  to monitor  their work  till the  middle of  next month,

while seven of them are recommended for termination as one of the

methods of  transformation of  property. This  is the solution of

one of  the key  projects of large scale economic policy for this

year, pointed  out Economy  Minister Risto  Ivanov at yesterday's

press conference.  The final  realization of  the project  should

take place by the end of this year.

          For the  realization of  the project about 15,2 million

dollars were  used in  the form  of  Government  guarantees,  9.1

million in  the form  of guarantees  issued by the Commission for

Restructuring of  loss-makers, the  ECHO program  has provided 59

million dollars,  the PHARE  foundation has  provided 4.5 million

EQI, consulting  aid of  about  2.2  million  dollars,  while  by

selling of  redundant assets  of loss-makers additional 5,000,000

denars have  been provided.  Thereby  a  financial  solution  was

offered of  a better  part of  the technological surplus in loss-

making enterprises.  1,772 billion  denars  have  been  spent  on

paying off  belated salaries  and severance pays to 13,915 out of

total 15,776 redundant workers in loss-making firms.

          In the  first half of this year loss-makers have made a

profit of  total 14.3  billion denars,  but in  the  same  period

expenses have  been made of total 15,5 billion denars. Out of 115

legal subjects,  in the  first six  months only 41 firm have made

profit compared  to the other 74 which only reported losses. This

means that loss-makers take part in total Macedonian deficit with

a percentage of 14.9%.



          GREECE: "NEGOTIATIONS OVER THE NAME SOON"?

          Negotiations  over   the  name   of  Macedonia  between

Macedonia and  Greece  are  expected  to  begin  by  the  end  of

November, latest beginning of December.

          This  statement   was  yesterday   published  by   pro-

government newspaper  "Ta Nea",  adding that the health condition

of President  Kiro Gligorov  is constantly  improving and that he

will take up his duties again very soon.

          "Ta Nea",  as reported by MAKFAKS, implies that despite

the urging  by mediator Cyrus Vance for the immediate solution of

the question  of the name, no one in Skopje is willing to pay the

"political price"  of such  negotiations. The return of President

Gligorov  will   fill  the  political  gap,  concludes  the  pro-

government newspaper.

          Other newspapers in Athens did not discuss the question

of  the   name  yesterday.   Certain  writings   imply  that  the

implementation of  the Macedonian-Greek  agreement  is  advancing

swiftly. Newspaper  "Elefterotipia" assesses that the better part

of the  economic exchange  between the  two neighboring countries

has been very quickly reestablished.



          INTERIOR MINISTRY:  "THE INVESTIGATION  IS IN THE HANDS

OF THE COURT"

          Regarding public  opinions of  not having  informed  or

summoned an  investigating judge  for the  investigation  of  the

assassination  attempt   at  the   President,  as   well  as  the

accusations of  taking part  of court  authorizations in  its own

hands,  the   Interior  Ministry  informed  the  public  that  in

accordance to  Criminal Law  the District  Court  in  Skopje  was

informed on the spot of the event. The Court was in charge of the

investigation from  the very  beginning, said  Interior  Minister

Ljubomir Frckovski.

          All  further  measures  and  activities  taken  by  the

Ministry were  approved or  ordered by  the investigative  judge.

This cooperation  between the Ministry and the District Court was

accomplished within legal parameters.

          AGREEMENT BETWEEN MACEDONIA AND EU IN FINAL PHASE

          The draft-text  of the  future agreement on cooperation

and trade,  that is to be signed between Macedonia and the EU, is

entering  its   final  phase,   "Nova  Makedonija"  reports  from

Brussels. The  agreement will  regulate the  trade  exchange  and

technical-financial  cooperation   on  the   line   EU-Macedonia,

foreseeing a loan of 150 million ECU from the European Investment

Bank, with interest rates of up to 20 million ECU.

          This  agreement  should  strengthen  relations  between

Macedonia and the Union, in all spheres of life.



          WILLIAM PERRY IN MACEDONIA ON NOVEMBER 23

          The U.S.  Defence Secretary  William Perry will discuss

Bosnia and security in Europe during his seven-day European tour,

which will  also include  paying a visit to the U.S. peacekeepers

in Macedonia  on Thanksgiving  day, a  high-ranking U.S. military

official said.

          Perry will  visit the  Baltic states,  Denmark, Austria

and Macedonia.

          AFP reports  that Perry  will be  arriving in Skopje on

November 23,  to discuss the future of the UN peacekeeping forces

in Macedonia  with  the  Macedonian  leaders,  provided  a  peace

agreement on Bosnia is reached. Further on, AFP comments that the

Macedonians want  the UN  peacekeeping forces  to remain in their

country.

          A high  U.S. representative  stated that  although that

decision is  up to  the UN,  the  conditions  that  lead  to  the

deployment of the peacekeepers in the first place, have still not

changed.



          FRCKOVSKI REMAINS INTERIOR MINISTER

          The  Macedonian   Prime  Minister   Branko  Crvenkovski

reviewed on Friday the resignation submitted by Interior Minister

Ljubomir Frckovski, the President's cabinet announced.

          Prime  Minister   Branko   Crvenkovski   assessed   the

resignation, primarily,  as a democratic and highly moral act, as

an expression  of the  feeling of  responsibility of the Interior

Minister, who  is in  charge  of  the  overall  security  of  the

Republic of  Macedonia, as  well as  the personal security of the

President of  the Republic,  as the  highest institution  in  the

state.

          Considering the  complex circumstances  surrounding the

terrorist attack  on the  Macedonian President,  as well  as  the

importance and  priorities  of  the  tasks  that  are  to  follow

precisely on  this plan, the Prime Minister decided not to accept

the resignation  and asked  Ljubomir Frchkovski  to  continue  to

carry out  his duties  as Interior  Minister  in  the  Macedonian

Government, to his maximum efforts.



          GLIGOROV MEETS WITH ANDOV AND CRVENKOVSKI

          The  President   of  the  Republic  of  Macedonia  Kiro

Gligorov received  Parliamentary  Speaker  Stojan  Andov  in  his

residence on  Friday, who briefed him on the current situation in

the country and its international position.

          President Gligorov  also met  with the president of the

Macedonian Government  Branko Crvenkovski, who informed him about

the activities  of the Government, is said in the announcement of

the cabinet of the President of the Republic of Macedonia.

          Otherwise, President  Gligorov, who  is still  on house

treatment, is  continuing to  receive a large number of telegrams

and letters of support from citizens, organizations, associations

organizations  of   the  Macedonian   immigration  and   numerous

statesmen.

          On this  occasion,  President  Gligorov  is  expressing

gratitude to all of them for their concern and support.



          MACEDONIAN RESOLUTION ADOPTED IN UN

          The UN Political Committee adopted the draft-resolution

of the Republic of Macedonia on good-neighborly relations between

the Balkan  countries on  Thursday,  ambassador  Naste  Chalovski

stated for Radio Skopje from New York.

          Co-authors of this Resolution are the Balkan countries,

the  member-states  of  the  EU  and  other  European  countries.

Ambassador Chalovski  emphasized that  the Resolution  encourages

the normalization  of relations  between all Balkan states, which

underlines the  general UN  policy on  good-neighborly relations.

The  Resolution,  as  ambassador  Chalovski  told  Radio  Skopje,

verifies the policy of the Macedonian President Kiro Gligorov and

the Macedonian  Government  for  successful  integration  of  the

Balkans into Europe.



          BORDER INSURANCE WITH GREECE ABOLISHED

          Starting  from   this  Friday,   the  green  "security"

insurance cards for vehicles entering either Macedonia or Greece,

are recognized on the border between the two countries.

          From midnight, the Greek border officials abolished the

border insurance  for  Macedonian  vehicles,  in  line  with  the

recognition of  the Macedonian  insurance card  by all EU member-

states, and  the protocol on car insurace, signed between the two

countries.

          NEGOTIATIONS STARTING SOON

          The   European   Commission   accepted   the   proposal

yesterday, with  which the  EU Commissioner  for foreign  affairs

Hans Van  Den Broek  gives the basis for the negotiations between

the Republic of Macedonia and the European Union.

          Makpress reports that the negotiations are set to start

shortly, and  their final  goal will  be signing  an Agreement on

cooperation and trade between the two parties.

          The short  document, drawn  up  by  the  Commissioners'

team, provides  the guidelines on which the EU Council of foreign

ministers was briefed yesterday.

          The ministers  are to present the text to their working

groups, and after a positive assessment, the Council of ministers

will be  able to  give the EU a mandate to start off negotiations

with the Republic of Macedonia.

          The document  of the  European Commission says that the

future Agreement  on cooperation  and trade comes together with a

financial protocol  that  promises  Macedonia  a  credit  of  150

million ECU,  which will  be allocated by the European Investment

Bank.

          In the  same protocol,  the European  Union promises to

reduce the  interest rates on the credit for 20 million ECU, from

its own  budget. The Agreement itself is accompanied by a special

agreement on  transportation, which will regulate the circulation

of goods  in the  Republic of  Macedonia and the countries of the

Union.



          STRENGTHENING THE "PARTNERSHIP"

          "Macedonia, in  view of the fact that it has become the

27th member  of the  'Partnership for  peace' programme,  will be

interested in discussing ways of crossing from the implementation

of the  general  agreement  on  membership  in  'Partnership  for

peace,' to  real inclusion  in the  activities of the programme,"

the U.S.  Secretary of  Defence William  Perry stated in the U.S.

Defence Department, explaining the goals of his upcoming visit to

the Republic of Macedonia.

          "The Macedonians  will undoubtedly be interested in the

future of  the embargo on arms imports and the future presence of

the United States in Macedonia, upon passing to the next level of

our engagement in the region," Perry said.

          The U.S.  Defence Secretary  also  expressed  the  hope

that, provided  the circumstances  allow it, he will hold a brief

meeting with  the President  of the  Republic of  Macedonia  Kiro

Gligorov.

          Asked about  the future  of the U.S. and UN soldiers in

Macedonia, seeing  that following  an eventual peace agreement on

former Yugoslavia  the UN troops will be replaced by NATO forces,

Perry said that, for the time being, no decision has been made to

this effect.



          GREEK PRESIDENT AGAINST MILITARY ALLIANCES

          In  yesterday's   interview   for   the   Sofia   daily

"Standard," the  Greek President Constantinos Stefanopoulos said,

in answering  the question whether the normalization of relations

between Skopje  and Athens  goes to Sofia's disadvantage, that he

"can't understand  some people's  concern over  the fact that the

climate in the Balkans is improving."

          The development  of the situation in former Yugoslavia,

in the  background of  the negotiations in Dayton, will be one of

the unavoidable topics, Makpress reports.

          In the  interview for  "Standard," the  Greek President

expressed hope  that the problem can be solved under the auspices

of the  UN, emphasizing  that it is high time not only for former

Yugoslavia, but  the neighboring  Balkan countries,  as well,  to

prove that they are for peace.

          In the  interview, Stefanopoulos  also said that he was

against "triangles,  alliances and  other  schemes  that  provoke

military structures" in the Balkans, and that he was in favour of

the creation  of a  "zone of  peaceful  cooperation  between  the

Balkan states,"  whose expansion,  in the future, could cover the

whole region of the Balkans.



          DEFENCE MINISTERS TO VISIT RM

          The Ministers  of Defence of troop-contributing nations

of the  United Nations  Preventive Deployment  Force  (UNPREDEP),

will visit  the Republic  of Macedonia  and the Force on November

23, 1995.  The visitors  will include: Minister Hans Haekkerup of

Denmark, Minister  Anneli Taina  of Finland,  Minister  Thage  G.

Peterson  of   Sweden,  Minister  Joergen  Kosmo  of  Norway  and

Secretary of Defence William Perry of the U.S.A..

          During their  visit to  Skopje, the ministers will have

meetings with  the Macedonian  authorities and  spend  time  with

national battalions serving with UNPREDEP.



          TRANSFORMATION OF 217 AGRICULTURAL ORGANIZATIONS

          At yesterday's  session, chaired by Branko Crvenkovski,

the Macedonian  Government determined  and reviewed  the Proposal

for the  adoption of a Law on transformation of the companies and

other  organizations   with  state-owned  capital,  dealing  with

agricultural land.  The process of transformation is to include a

total   of    217    organizations,    including:    agricultural

organizations, as  a whole,  agricultural cooperatives  and their

economies. This  Law excludes  water supply,  fishing  and  other

organizations from the transformation.

          Furthermore,   at   yesterday's   50th   session,   the

Government reviewed and accepted the Information on the readiness

and  possibilities   for  the  construction  of  the  Hydrosystem

Zletovica-Probishtip. According  to the  Information, the  system

will be  used for  a number  of purposes,  for supplying drinking

water for  four municipalities,  for irrigation, and in the third

and final phase, for the production of electric energy.

          In addition,  the Government determined the text of the

Draft-decision for amendments and supplements to the Decision for

the determination  of highways and regional roads in the Republic

of Macedonia.  In effect,  this draft-decision  precisely defines

the start and end of every highway and regional road route.



          EXPORTS TOTALLING 7.2 MILLION DEM

          The industry for car parts "Ruen" from Kochani, despite

the extraordinarily  difficult economic  conditions, is still one

of the  most successful  firms in the Kochani economy and a major

exporter. In  the first  nine months  of this  year, it  exported

finished products  to the Western European and Near East markets,

to the  amount of  7.2 million  DEM. This  presents  48%  of  the

overall revenue. A fact that particularly encourages is that over

70% of  the realized  exports are  on the basis of cash payments,

which provides  the basic  balance and stability of the firm. The

other part  is covered  with compensation  deals,  although  that

applies mainly  to the exports realized with the Federal Republic

of Yugoslavia.

          However,  although   all  these  indicators  seem  very

important, recently  there is a realistic danger of disruption of

the production-financial  courses. This  is evidenced by the fact

that the  use of  the capacities  is constantly  dropping and has

fallen to the lowest 35 to 40%, which is an alarm in itself. This

threatens the  liquidity of the firm, and there are also frequent

cases of  blockage of  the  firms'  account.  In  view  of  these

circumstances, the  employees in  "Ruen" are  coming  across  the

problem of  receiving their  pay cheques  on time, which is going

with more and more difficulty every month.

construction of the

<Body Text>hydro-system "Zletovica," which, after the end of the
first phase

<Body Text>(by the  end of  1998) will  resolve the  problem
with  the water

<Body Text>supply in the four most endangered municipalities -
Sveti Nikole,

<Body Text>Shtip, Probishtip  and Kratovo.  By the  year 2025, 
on the other

<Body Text>hand, with  the full  realization of  this project, 
the problems

<Body Text>with the  shortage  of  drinking  water  and 
irrigation  of  the

<Body Text>existing farming  land, are  expected to  be
resolved.  The whole

<Body Text>project costs  a total  of US$  100 million,  and in 
the  coming

<Body Text>period, the  Macedonian Government will address the
international

<Body Text>institutions with a request for a credit of up to US$
60 million,

<Body Text>i.e. 60%  of the  value of  the project,  which,
among  the rest,

<Body Text>foresees the  construction of  three hydroelectric 
power plants,

the leaders of

<Body Text>          CITIZENS OF MACEDONIA - 1.5 MILLION ADULT
CITIZENS

<Body Text>          There are 1,648,208 adult citizens living
in Macedonia,

<Body Text>of which  1,527,202 or  92.65% are  adult citizens
with regulated

<Body Text>citizenship documents,  whereas 121,006  are not 
listed  in  the

<Body Text>register of citizens of the Republic of Macedonia.
These figures,

<Body Text>presented in  the information  of the  Interior
Ministry  on  the

<Body Text>regulated citizenship  status to  the  present 
moment,  and  the

<Body Text>results from  the survey conducted by the Interior
Ministry, date

<Body Text>back from October 20.

<Body Text>          On  the   basis  of   acceptance,  
determination   and

<Body Text>statement, 90,578 citizens have regulated their
citizens' status,

<Body Text>of which  24,916 are  Bulgarians, 968  are
Montenegrins,  931 are

<Body Text>Rhomas, 301  Slovenians, 651  Turks and other
nationalities, such

<Body Text>as  Czechs,  Jews,  Hungarians,  Italians,  Vlachs, 
etc.  16,673

<Body Text>children have also had their citizenship regulated.

<Body Text>          During this  September, the Interior
Ministry conducted

<Body Text>a poll  of 1,788  randomly selected  persons out of
those 121,006

<Body Text>citizens with  unregulated  citizenship,  from  the 
five  Skopje

<Body Text>municipalities. It  was determined that most of the
people polled

<Body Text>came from  the rural  areas. The  results also showed
that out of

<Body Text>the total  number of persons with unregulated
citizenship status,

<Body Text>39.6% live  outside the  country, i.e.  moved out  of
FRY and the

<Body Text>other former  YU republics,  or are  on temporary
work abroad, or

<Body Text>that 2.23%  of them do not live at their given
address, and moved

<Body Text>out without reporting it to the authorities.

<Body Text>          "SKOPJE" REFINERY WITH ITS OWN PRODUCTION

<Body Text>          Starting from  next year,  the "Skopje" 
Refinery  will

<Body Text>start with  the distribution  of its  own petrol 
with  certified

<Body Text>quality. Following the lifting of the Greek embargo,
the Refinery

<Body Text>is prepared  to start  1996 with  one million  tones 
of  primary

<Body Text>petrol, which will satisfy the county's needs for
bitumen and all

<Body Text>other types  of oil.  The "Skopje"  Refinery also
plans to expand

<Body Text>its production plants in the sense of completing its
refinery and

<Body Text>the financing of its own oil pipeline. This
investment cycle will

<Body Text>require between US$ 180 and 300 million.
