          PRESIDENT'S HEALTH - GOOD

          The  President   of  the  Republic  of  Macedonia  Kiro

Gligorov is  being treated in the Surgical clinics - central unit

for intensive  treatment  with  the  Clinic  for  Anesthesiology,

reanimatiology and intensive care.

          The President  is  in  a  good  health  condition.  The

hospital treatment  is continuing, is said in the announcement of

the medical team.



          MACEDONIA HAS LIVED THROUGH AN ATTACK OF VIOLENCE

          Parliamentary Speaker  Stojan Andov  emphasized, on the

occasion  of   the  50   year  anniversary   of   the   UN   that

"unfortunately, in  the wake  of this COMMEMORATION, the Republic

of  Macedonia   lived  through   an  attack   of  violence,   and

assassination  attempt  on  the  President  of  the  Republic  of

Macedonia Kiro  Gligorov. And,  on this occasion, I would like to

repeat the  unanimous assessment  and stance  of the  citizens of

Macedonia that  it was  a terrorist  act and  brutal  attempt  to

eliminate the  most prominent personality of our day and to deter

the course  of the Macedonian state towards its consolidation and

accession to  the European and world integrations. This appalling

attack was  an attack against the reason and peace in the region,

and against  the Europeization of the Balkans. President Gligorov

has survived the attack and is recovering. I has one this battle,

as many others before.

          However, these days have been trying for all of us. The

Republic of  Macedonia has  shown that there is no power that can

deter  it   from  the  path  it  has  set  for  itself  with  the

Constitution and  other acts, as an expression of the will of the

citizens. Furthermore,  it has also established its role as a key

factor of the peace in the south of the Balkans, it has confirmed

that it  has the strength, even under such criminal pressure, not

to back  down from  its lasting orientations and strategic goals:

to strengthen  the Macedonian state, its European orientation, to

get included  in the  European and world organizations as soon as

possible, to  develop good-neighborly  relations  and  an  active

policy of  equidistance with  all  neighbors,  to  stimulate  the

process of  Europeization of the Balkans, to strengthen the legal

state and  the civil society, to keep the inter-ethnic and inter-

religious peace, tolerance and mutual trust.

          Precisely for  these reasons,  we  all  wish  President

Gligorov a speedy recovery and return to his regular duties."



          ANDOV: "THE  UN WILL  ACCEPT MACEDONIA'S CONSTITUTIONAL

NAME"

          In  his   speech  on  the  significance  of  the  World

organization and  its humane and peace-keeping mission throughout

the world,  Andov said,  among the rest: "I would like to express

my conviction  that in the interest of its own Charter and in the

interest of  the peace,  stability and protection of the right to

self-orientation, the UN will accept our country's constitutional

name. Even  more so seeing it has proven to be utterly irrational

to think  it could disturb the security in the region. Patiently,

Macedonia has taken the place in the international community that

belongs to  it naturally,  and has never deviated from the policy

of dialogue,  tolerance and  understanding in  the relations with

its neighbors  and the  broader  international  community.  As  a

result, normal  relations have been restored with the Republic of

Greece, with the benevolent help of the UN. An Interim Accord has

been  signed   between  the  two  countries,  and  Macedonia  has

fulfilled its  obligations  from  that  accord  even  before  the

foreseen period.  It has  done that  in the  interest of  the two

countries and  peoples, and  in the  interest of  the  peace  and

stability in the south of the Balkans.



          REGULATION OF TRANSPORT, CONNECTIONS, CUSTOMS

          In  accordance   with  the  Memorandum  for  "Practical

measures," signed  on October 13th, 1995 in Skopje and related to

the Interim  Accord signed  in New  York by the foreign ministers

Stevo  Crvenkovski  and  Karolos  Papoulias,  several  groups  of

experts  from  a  couple  of  ministries,  public  companies  and

agencies  from   the  Republic   of  Macedonia  left  for  Athens

yesterday, for talks with their Greek colleagues.

          Over the  next couple  of days,  the  experts  will  be

working  on  the  details  surrounding  a  number  of  questions,

including   transport,    connections,   PTT   traffic,   customs

regulations, green  cards, the  visa  regime,  etc.  the  Foreign

Ministry of the Republic of Macedonia announced.



          MACEDONIA PROPOSING GAS LINE SKOPJE-SALONIKA

          The Macedonian  Assistant  Minister  of  Energy  Nikola

Cerepnalkovski proposed the building of a gas line linking Skopje

and Salonika,  at the  international seminar  that  was  held  in

Salonika yesterday  afternoon, on  the theme  "The links  for the

traffic with  natural gas,  petrol and  electric  energy  in  the

Balkans." The  gas line would be 400 km long, in both directions,

and could help in the development of the refineries that exist in

both towns.  This will  replace the  railroad  transport  of  the

petrol, and reduce travel costs.

          He  added  that  the  Macedonian  Government  has  been

considering such  a plan  for a  longer time already, in parallel

with the  former proposal  for the  gas line  Burgas -  Skopje  -

Duress. It  is considered  that the  Skopje-Salonika  alternative

would pay  off much  quicker, so  an official  proposal  to  this

effect will  be submitted  to the  Greek Government  during  next

year, the  Assistant Minister  of Energy  said. Under  conditions

when everyone  is pulling  on their  own side,  when there  is no

cooperation and  joint planning between the Balkan countries, and

Athens is  especially interested  in the  realization of  the gas

line Burgas-Aleksandropolis, Cerepnalkovski's proposal comes as a

complete surprise to many people in Athens.



          BORDER WITH FRY WITHOUT GREATER TRANSIT

          Following the  opening of the border with Greece, there

doesn't seem  to be  much traffic  on the border points along the

Macedonian-Yugoslav border  these past  three days. At the border

point Tabanovce, the flow of passenger and cargo vehicles in both

directions is  as usual.  Over the  last  24  hours,  some  1,200

vehicles with  some 5,500 passengers have been noticed waiting 15

to 30  min. to  enter or  exit Macedonia, which is even less than

one month  ago. The  number of  Greek vehicles transiting through

this border  point is  still at the same level as in the previous

days.



          PETROL THROUGH DEVE BAIR BY END OF YEAR

          According to  the valid  agreements, the  convoys  with

petrol and  oil derivatives for Macedonia will continue coming in

through the  border point  Deve Bair in Bulgaria until the end of

this year.

          Under  the   conditions  of   the  Greek  blockade  and

sanctions against  FRY, this  border point was the only link with

the world,  especially for  the import of strategic raw materials

and import-export activities of the economy.

          The frequency  at this border point is expected to drop

some 30%  after the  opening of  the border with Greece. However,

the intensity  of the shopping tours toward Sofia and Istanbul is

expected to  remain the  same. It  is estimated  that due  to the

established economic  and other  links, and the cheaper market in

these countries,  people from  Macedonia  have  in  Bulgaria  and

Turkey, this type of transit will not decline.



          ILLEGAL UNIVERSITY STARTS WORKING

          The illegal  university in  Tetovo started its academic

year yesterday  in the  object in  the village  Mala  Rechica  in

Tetovo, where  clashes broke  out between the police and Albanian

citizens on February 17, this year.

          At the  formal  ceremony  which  was  attended  by  the

professors Milaim  Fejzi, Safedein  Haruni,  Rahmi  Tuda,  Ismail

Hodza, Masar Kodra, as well as representatives from UNPREDEP, the

president of  the university  Fadil Sulejmani informed that 1,254

students have  been enrolled,  of which  half are girls. He added

that 150  professors have  been engaged  to hold  classes  in  17

lecture halls.

          Otherwise, Fadil  Sulejmani was  tried  on  charges  of

inciting citizens  to resistance  and was  sentenced to two and a

half years in prison. Sulejmani was released on a bail of 100,000

DEM.

          Today, "Nova  Makedonija" comments  that  Sulejmani  is

carrying on  with  his  illegal  activities  and  is  encouraging

Albanian young  people to  study at  this University which is not

recognized by  anyone, and where they can easily acquire diplomas

that have no validity.

mirot i stabilnosta na jugot na Balkanot.



          REGULIRANJE NA TRANSPORTOT, VRSKITE, CARINATA

          Soglasno Memorandumot  za "Prakticni merki" vo vrska so

Privremenata soglasnost  potpisana vo  Njujork od  ministrite  za

nadvoresni raboti  Stevo  Crvenkovski  i  Karolos  Papuljas,  sto

delegaciite na ministerstvata za nadvoresni raboti na dvete zemji

go potpisaa  na 13.  10 1995  godina vo  Skopje, vcera  za  Atina

zaminaa nekolku  grupi eksperti  od oddelni  ministerstva,  javni

pretprijatija i  agencii od  Republika Makedonija na razgovori so

svoite grcki kolegi.

          Vo tekot na narednite dva dena ekspertite ke rabotat na

dopreciziranje na  povekje prasanja,  megju koi  za transportot i

vrskite, postensk-telegrafskiot  soobrakjaj,  carinski  prasanja,

zeleni kartoni,  vizniot rezim i drugo, soopsti Ministerstvoto za

nadvoresni raboti na Republika Makedonija.



          MAKEDONIJA PREDLAGA NAFOTOVOD SKOPJE-SOLUN

          Makedonskiot  pomosnik   minister  za  energija  Nikola

Cerepnalkovski vcera  popladne od  govornicata na  megjunarodniot

seminari na  tema "Vrskite  za promet  so priroden  gas, nafta  i

elektricna energija  na Balkanot", sto se odrzuva vo Solun, megju

drugoto, predlozi  izgradba  na  naftovod  od  Skopje  do  Solun.

nafotovodot bi  bil dolg  400 kilometrni  vo dvata  pravca, i  bi

mozel da  pomogne vo  razvivanjeto na rafineriite koi postojat vo

dvata grada.  So toa   ke  bide  zamenet  dosegasniot  zeleznicki

transport na naftata i ke bidat namaleni patnite trosoci.

          Isto taka,  toj navede  deka takviot  plan makedonskata

vlada goi  razgleduva  podolgo  vreme  paralelno  so  poranesniot

predlog za  nafotovod Burgas   Skopje  -  Drac.  Resenieto  okolu

izgradbata na  nafotovodot Skopje-Solun  moze mnogu  brzo  da  se

isplati, pa  zatoa oficijalen  predlog do  grckata vlada  ke bide

podnesen vo tekot na idnata godina, naglasi makedonskiot pomosnik

minister za energija. Vo uslovi koga sekoj vlece na svoja strana,

koga ne  postoi nikakva  sorabotka i  zaednicko planiranje  megju

balkanskite  zemji,   a  Atina   e  posebno   zainteresirana   za

realizacija na  naftovodoto Burgas-Aleksandropolis,  predlogot na

Cerepnalkovski za  mnogumina vo Atina predstavuva "bomba od vedro

nebo".



          GRANICATA KON SRJ BEZ ZGOLEMEN TRANZIT

          Po  otvoranjeto   na  granicata   sprema   Grcija,   na

granicnite  premini   na  makedonsko-jugoslovenskata  granica  vo

izminatite  tri   dena  nema   pozabelezitelno  zgolemuvanje   na

frekvencijata.  Na   preminot  Tabanovce  kako  i  na  avtopatot,

protokot na  patnickite i  tovarnite vozila  vo  dvata  pravca  e

voobicaen kako  i vo prethodnite denovi. Vo poslednite 24 casa na

vlez ina izlez od Makedonija se registrirani okolu 1200 vozila so

okolu 5500  patnici. Se ceka okolku 15 do 30 minuti, sto e duri i

pomalku vo  sporedba so  sostojbite od pred eden mesec. Brojot na

grackite vozila  sto tranzitiraat  niz ovoj  premina zasega  ne e

pogome od onoj vo izminatite denovi.



          NAFTATA PREKU DEVE BAIR DO KRAJOT NA GODINATA

          LOKALNA SAMOUPORAVA UTRE PRED SOBRANIETO

          Sobranieto  na   Republika  Makedonija   utre   ke   go

razgleduva predlog  zakonot za  lokalna samouprava. Ova e eden od

klucnite zakoni  od oblasta  na politickiot sistem so koj konecno

treba da se konstituira lokalnata vlast vo zemjata.

          Ovoj zakon  minatiot mesec  uspesno ja mina komisiskata

rasprava vo Sobranieto od kade sto dobi zeleno svetlo.

          Vo tekot  na raspravata  po komisiite  vo Sobranieto po

ovoj zakon  bea  podsneseni  brojn  amandmani.  Ti  predstavuvaat

voglavnom dopreciziranje  na zakonskiot tekst. Sepka izvesen broj

amandmani  se   odnesuvaa  na  sustinski  dopolnuvanja,  ili  pak

izmenuna ponudenite resenija. Izrvseno e usoglasuvanje so zakonot

za  osnovno  obrazovanie,  konkretizirani  se  ovlastuvanjata  na

gradonacalnikot i  vo  odredena  merka  e  reducirana  vlasta  na

glavniot gradski  arhitekt. Osven  toa izvrseni  se  korekcii  vo

delot na  dvojazicnosta so  zgolemuvanje na upotrebata na jazikot

na nacionalnosta, sto vo mnozinstvo zivee vo odredena opstina.



          ILEGALNIOT UNIVERZITET ZAPOCNA SO RABOTA

          Ilegalniot  univerzitet  vo  Tetovo  vcera  ja  zapocna

skolskata godina  vo objektot  vo seloto  Mala recica  do Tetovo,

kade godinava  na 17 fveruari dojde do sudir pomegju policijata i

nasobranite gragjani (Albanci).

          Rektorot na univerzitetot Fadil Sulejmani na svecenosta

na  koja   prisustvuvale,  spored  makedonskite  glasila,  pokraj

profesorite Milaim  Fejzi, Safedin  Haruni.  Rahmi  Tuda,  Ismail

          Za predavanjata  angazirani se 150 profesori vo 17 sali

za predavanja.

          Kako sto  e poznato  Fadil Sulejmani  bese suden poradi

krivicno delo  povukuvanje na  gragjanite  na  otpor  i  mu  bese

izrecena kazna  od dve i pol godini zatvor. Sulejmani e pusten so

kaucija od 100 000 DM da se brani od sloboda.

          "NOva  Makedonija"   denes  komentira   deka  Sulejmani

prodolzuva  so   ilegalnata  dejnost  i  gi  zaveduva  albanskite

maldinsci da  studiraat na Univerzitet koj nikoj ne go priznava i

da se zdobivaat lesno so diplomi bez nikakva vaznost.

          PRESIDENT SENT HOME LAST NIGHT

          The  President   of  the  Republic  of  Macedonia  Kiro

Gligorov was  sent home last night, Makpress reports from medical

sources.

          According to the latest health bulletins of the medical

team, the  President's health  has been  good the  last couple of

days, however, he will stay under constant medical supervision.

          The assassination  attempt on  President Gligorov  took

place on  October 3,  in Skopje. The initial medical examinations

determined that  he was  heavily injured  in the  attack. All the

operations, including  the operation  on the right eye, have been

successful.



          JASUSHI AKASHI IN SKOPJE

          The special  envoy of  the UN Secretary-General Jasushi

Akashi will be arriving in Skopje today.

          Beside the  planned meetings with Parliamentary Speaker

Stojan Andov, Prime Minister Branko Crvenkovski, Defence Minister

Blagoya Handziski  and Foreign Minister Stevo Crvenkovski, Akashi

will also visit President Gligorov and his family.



          RESTORING FAMILY TIES

          The association of the Macedonians from the Aegean part

of Macedonia,  taking part  in the  second meeting  of the  OSCE,

which started  on October  2 in  Warwaw, and  is scheduled to end

today, addressed  the organization  with a  couple  of  requests.

Their requests  are contained  in nine  items, in  the  so-called

White Document.  At yesterday's  news conference, the participant

in the meeting Georgi Dimirovski briefly explained the requests.

          The basic  request is  to allow  free visits  of  their

birth places.  Then, they are insisting on paying visits to their

Greek relatives  in Macedonia.  Greece is  requested to  open the

state  archives   on  the   estate  holdings  of  such  families,

especially prior to the wars in this century. One of the requests

is also the right to inherit property in Greece and to return the

confiscated estate.  They also  underlined,  as  their  spiritual

right, the  right for  Macedonians from  the Aegean  part  to  be

buried in  their birth places in Macedonia. One of the key points

is to  give them  back their Greek citizenships, which were taken

away by  the Greek  authorities, of course, this applies to those

who express a wish for that. At the end, the final request was to

reestablish the  family ties,  following  examples  and  ways  of

handling this in other countries.



          END OF BOYCOTT OF CLASSES IN OGNJANCI

          The boycott  of the  classes in  Macedonian language in

the regional school "Kocho Racin," in the Skopje village Ognjanci

ended yesterday, and the Macedonian and Serbian children returned

to their  classrooms. The  boycott started  almost one month ago,

after  the   classes  in   Albanian  language,  which  were  held

previously in  the local army barracks, were added to the school,

following a  decision of  the Ministry  of Education and Physical

Culture. The  Macedonians and  Serbs in  the village  immediately

opposed this decision, and have been demanding that the competent

ministry withdraw  its decision  for the past month, during which

they haven't been allowing their children to go to school.

          From yesterday,  all 52  pupils are back in school, and

the first shift started without problems.

          Yesterday was  also the day from when those parents who

were not  allowing their  children to go to school would have had

to deal  with sanctions. According to the law, the Ministry files

charges against  such parents  when the  children do  not  attend

classes for  more than  30 days, and the parents pay fines, which

are much higher with the new law that the previous symbolic ones.

It is also new that the fine can be pronounced several times.

          The  president   of  the   Parents'  committee   Sreten

Paunovich, who  is behind this boycott, stated that they were not

backing down  from their  demands for  the Macedonian and Serbian

children not to study in the same building with the Albanians.



          EMILIJA SIMOSKA:  "CLASSES IN  PRIVATE HOUSES NOT UNDER

MINISTRY'S JURISDICTION"

          On the  occasion of  the start  of the academic year of

the illegal University in Tetovo, at which classes are to be held

in  some  15  halls  in  private  houses  in  the  town  and  the

surrounding villages,  the Minister  of  Education  and  Physical

Culture Emilija  Simoska said:  "I repeat  what I  have said many

times so  far: the  so-called Tetovo  University is not under the

jurisdiction of  the Ministry  of Education and Physical Culture.

We simply  don't have  any  authority  to  follow  some  kind  of

activities that  go on in private houses, even if they are called

educational by some."

          Today's "Nova  Makedonija" writes that the president of

the illegal  University Fadil Sulejmani categorically claims that

the state  institutions  have  allegedly  started  accepting  the

certificates issued  by the  "University," and  as he underlined,

the freshmen  that have  enrolled have had their military service

postponed.

AKASHI VISITS MACEDONIA

The Macedonian Parliament President, Stojan Andov, met

the special envoy of the UN Secretary General, Yassushi

Akashi, who was accompanied by the Chief of UNPREDEP in

Macedonia, Henryk Sokalski, yesterday. With great

respect, Akashi stressed the peaceful policy of President

Gligorov and the presence of the UN forces for preserving

the peace in the region.

President Andov expressed the strong determination of

Macedonia to continue its policy of cooperation with all

countries and thanked the mediator in the Macedonian-

Greek relations, Cyrus Vance, as well as other

representatives of UN who supported the peaceful policy

of Macedonia.

Akashi and Andov agreed that the mandate of the UN forces

in Macedonia should continue under autonomous command and

administration in Skopje.

Mr. Akashi had a farewell meeting with the Prime Minister

, Branko Crvenkovski and the Defense Minister, Blagoj

Handziski.

The special envoy visited the President Gligorov's wife,

Mrs. Nada Gligorova and expressed the wishes of the

Secretary General, Boutros Ghali, for a quick and full

recovery of the President.



THE TREATMENT OF GLIGOROV CONTINUES AT HOME

The state of health of President Gligorov is good and he

was released yesterday from the hospital. The medical

treatment will continue at home with continual care and

rehabilitation, the bulletin of the medical team says.



THE POSITION OF THE PARTIES ARE HIGHLY COORDINATED

The expert groups of Macedonia and Greece resumed talks

in Athens. According to the Macedonian Radio, the parties

achieved high coordination in their positions, concerning

the traffic and the automobile insurance. Representatives

of insurance companies also met to discuss the

international trafic insurance. It is expected that the

Parties will sign a uniform agreement which will put an

end to problems of automobile insurance between the two

countries. The agreement will encourage other members of

the EU to arrange similar agreements regarding the

insurance. Today several protocols  will be signed on the

issues concerned.



NEW ATMOSPHERE ON THE MACEDONIAN -GREEK BORDER

The last couple of days hundreds of Macedonian citizens

entered Greece without any problems. The Greek

authorities were polite with Macedonians which was not

the case in the past, while the Greek citizens entered

Macedonia even easier as they were not retained at the

crossing. Unfortunately, only  Macedonians from the

Aegean part are prohibited to enter Greece who,

apparently are not welcomed in the country as it was the

case when Macedonia was in the Yugoslav Federation.

However, the transport traffic is already established in

both ways. The Greek transporters will not pay travel

taxes and green cards for insurance which will lower

transport costs for 200 DM. The railway has not started

to function yet, but it is expected that this problem

will be solved on the meeting of the Macedonian Transport

Under-Secretary Causevski and the Greek Transport

Minister, Veniselos.



YUGOSLAVIA WILL RECOGNIZE MACEDONIA

According to information from officials close to the

Yugoslav diplomacy, 'Makpres' reports that Yugoslavia

will soo recognize Macedonia. This will hapen either

before or after the meeting of the Contact Group and the

Presidents of Serbia, Croatia and Bosnia- Herzegovina in

Ohio, USA on October 31, 1995.



PARLIAMENTARY SESSION ON THE LOCAL SELF-MANAGEMENT LAW

The Macedonian Parliament had a session yesterday on the

law proposal for local self-management .The Justice

Minister, Vlado Popovski, said that the Law's concept is

to bring a real local self-management that will be

efficient and close to the citizens. The draft has gone

through the expert opinion of the Council of Europe which

proves that the Ministry considered European standards.

The Minister stressed that the draft includes autonomous

financing , and the units of Local Government will have

judicial protection for possible limitations from state

authorities. Popovski said that other complementary laws

will determine the local self-management such as the Law

for territorial division and the Law for local elections.

The Albanian deputies in the Parliament expressed their

opinion emphasizing that the Law will bring a greater

centralization of the Government and demanded a wider

usage of the languages of nationalities (minorities).

Dzeladin Murati demanded a special Law on the languages.

According to Zekir Cadriu-PDP the proposed centralization

is supported by the Constitution and has a purpose of

limitation of wider and efficient management of Albanians

in Macedonia. Hismen Ramadani-PDP demanded strict

regulation of the usage of languages saying that the

Albanian language in the communities where Albanians live

should be official.According to Ismet Ramadani-PDP this

Law means that there will be equal, less equal and least

equal citizens. Kenan Kasipi- Turkish Democratic Party,

stated that the law does not provide decentralization and

demanded a special law on the usage of the languages. On

the other hand, Gjorgji Atanasovski-SDSM stated that the

law brings jurisdiction in the local management and it is

already in practice. Tome Stojanovski-DPM supported the

draft saying that it introduces modern solutions but he

proposed a change in the percentage of regulation for the

nationality status- 40 % for significant number and 70%

for majority status. However Marajan Kotlar from LP had a

different opinion and he proposed another solution about

the city architect. Namely, the city architect should not

be chosen by the City Mayor but the City Council should

vote with two-thirds of the votes and elect the

architect. There were many other discussion on the Law

with various opinions. The session will continue today.



MACEDONIANS IN ALBANIA WILL BE TAUGHT IN THEIR MOTHER

TONGUE

The chief of the Department for elementary education in

the Albanian Ministry of Education, Baskim Berisha,

announced that the Albanian Pedagogical Institute

prepares programs for books on mother tongue for the

Macedonians in Albania.

There are about 5 000 ethnic Macedonians in Albania of

which 600 are students in elementary schools. They are

taught by 60 teachers of Albanian origin. As 'Makpres'

reports, the teaching in elementary schools will be in

their mother tongue while the teaching from 5 to 8 grade

will be  in Macedonian and Albanian language.

As Berisha says, the Macedonian government is helping

with the realization of the program.



A TURKISH CONSULATE IN BITOLA SOON

The Ambassador of Turkey, Unau Marsli, stayed in Bitola

yesterday. He met the Mayor of the city of Bitola, Dejan

Ristevski, the Rector of the University St. Kliment

Ohridski, Dimko Kokarevski, and the commander of the

Bitola corps of the Macedonian Army. During the talks an

initiative has been proposed about opening a Turkish

Consulate in Bitola. As it was said, this initiative is

accepted by Ankara, but there are certain things to be

completed before its opening.

d) Bank Exchanges

The banking institutions of the two Parties, upon receipt

of electronic messages, will continue to communicate in

accordance with the already established practice.

A meeting between representatives of banking institutions

should take place as promptly as possible in order to

promote bilateral cooperation in this field.

e)The Party of the First Part will not return trade

documents (bills of lading, invoices, etc.) of the Party

of the Second Part on which this Party is designated by a

name which the Party of the First Part does not

recognize. The Party of the First Part will process them

only after its appropriate authorities have affixed on

them, beside the existing seal, a seal bearing the

provisional designation by which the Party of the Second

Part is referred to in the UN Security Council Resolution

817/93. Accordingly, the Party of the Second Part will

not return trade documents (bills of lading, invoices,

etc.) of the Party of the First Part on which this party

is designated by the provisional designation by which the

Party of the Second Part is referred to in the UN

Security Council Resolution 817/93. The Party of the

Second Part will process them only after its appropriate

authorities have affixed on them beside the existing

seal, a seal bearing a name which the Party of the First

Part does not recognize.

As far as maritime bills of lading are concerned, the

above-mentioned seals will be affixed on a separate paper

stapled on them.

The above-mentioned arrangements apply only in cases of

bilateral trade.

f) Referring to documents pertaining to bilateral road

and railway transport, these will not be returned by the

authorities of the respective Parties of the Two Parts

and will be processed by them only after the seal

mentioned in par. e is affixed on them.

g) As far as documents of transit transports are

concerned, the authorities of the respective Parties of

the Two Parts will staple on them a separate paper

bearing the seal as the one described in par, e above.

h) Representatives of the appropriate authorities of both

Parties shall meet as promptly as possible( no later than

within 7 days) in order to arrange, in a more detailed

way, the bilateral cooperation in the fields mentioned in

par. e to g.

i) As far as international green cards of insurance of

vehicles are concerned, both Parties agreed that a

Uniform Bilateral Agreement, between the competent

agencies for green card insurance of the two Parties,

shall be signed a soon as possible.

j) Transport and Communications

Meeting between representatives of the Ministries of

Transport and Communications, railway authorities. post

and telecommunication offices, civil aviation

directorates, customs authorities and the national green

cards bureaus of the Parties of the two Parts will be

held within seven days in order to examine and determine,

on the basis of reciprocity, the relations between the

Parties of the Two Parts in the respective fields in

compliance with the Interim Accord of September 13, 1995

and the relative provisions of this document.

Pending bilateral regulations in the field of transport

and communications, to be determined by the end of the

year, and with a view to facilitating unimpeded

implementation of the Interim Accord, the Parties of the

Two Parts have agreed as follows:

- road transport: freight trucks of the Parties of the

Two Parts, loaded or unloaded, should enter the

territories of the Two Parties, for bilateral and transit

transports, without licenses and without paying transport

fees, except in cases of transports to and from third

countries.

- "Closed Doors" circle bus transport, within the

framework of the ASOR Convention or the EU Regulation

684/92, will be conducted without licenses, with verified

lists of passengers and without paying transport fees.

- Railway freight transport will be conducted on the

basis of reciprocity and taking due account of the

provisions of the Agreement between the former SFRY and

the Republic of Greece of 1976.

- During the foreseen meeting of the competent

representatives, the question of transports to and from

ports of the Party of the First Part, will be examined.

Each Party accepts that there will be no discriminatory

treatment of the transporters of the other Party in favor

of its own transporters.

k) Regarding products of the Party of the Second Part

exported to the Party of the First Part and bearing a

name not recognized by the Party of the First Part, the

Party of the First Part's importers, before the products'

customs clearance by the Party of the First Part, shall

cover this name with a sticker bearing the provisional

designation by which the Party of the Second Part is

referred to in the UN Security Council Resolution 817/93.

It is understood that the transit of products produced in

the Party of the Second Part shall be conducted without

impediments by the Party of the First Part and the Party

of the First Part and treated in the manner described in

par. g.

1) The use of the designation sign "MK" on the vehicles

with a registration plate of the Party of the First Part,

does not imply recognition of its validity by the Party

of the First Part, pursuant to the reservation deposited

by this Party with the UN Secretariat acting as

depository of the Convention on Road Traffic (Vienna,

November 8, 1968).

Consequently, upon entry of private vehicles with an "MK"

sign into the territory of the Party of the First Part,

the officials of this Part will place, on a free space,

on the back wing-shield of those vehicles a self -

adhesive sticker, not bigger than the distinguishing

signs used in international transport, stating the above

reservation. This sticker will remain on the vehicles

throughout their circulation

in the territory of the Part of the First Part. Vehicles

without sticker will not be able to circulate in the

territory of the Party of the First Part. The same

applies to buses and trucks with an "MK" sign. The said

sticker will be put on the front or on the rear of these

vehicles.

Accordingly, concerning the code "65 MZ", appearing on

the sides of the railway cars of the Party of the Second

Part, upon their entry into the territory of the Party of

the First Part and as long as they circulate therein,

beside the code, a self-adhesive sticker as above

containing the objection of the Party of the First Part

in respect of this code will be placed.

m) Issues arising out of the designation of air carries

of the Party of the Second Part, such as traffic rights,

handling etc. will be examined within 7 days.

n) If a citizen of either of the Parties of the Two Parts

during his/her stay in the territory of the other Party

should sign any document, form or alike which contains a

name or the provisional designation not accepted by

either of the Parties, his/her signature on this

document, form or alike does not imply in any case any

position as to the name of the Party of the Second Part.

In case of dispute of difficulties arising from the

implementation of the provisions of this Memorandum,

expert delegations of the two Ministries of the Foreign

Affairs or of other competent Ministries of the Parties

of the Two Parts shall meet as soon as possible to

resolve disputable issues.

Insofar as the confirmation of this Memorandum with the

obligations of the Party of the First Part deriving from

its membership in the EU is concerned, the relevant

articles of the Interim Accord shall apply.

THE NEW MACEDONIAN FLAG IN FRONT OF THE UN BUILDING

On Saturday the new Macedonian flag has been hung up in

front of the UN building in New York. The Macedonian

delegation led by the Macedonian Parliament President,

Stojan Andov, was present at the ceremony. Other guests at

the ceremony were the Macedonian Ambassador in the UN, Denko

Maleski, and the members of the Macedonian mission as well

as Secretary-General Boutros Ghali, the UN mediator in the

Macedonian-Greek negotiations, Cyrus Vance, and the envoy of

President Clinton, Matthew Nimitz.

The ceremony was opened by the Secretary -General who

stressed:" There are not so many images that express such a

collective strength as the flags near the UN building. We

are proud today that the flag of FYROM is joining them. It

completes the membership beginning in April, 1993 when this

new country joined the UN. On this occasion we would like to

stress that under the sponsorship of the UN, the Interim

accord had been signed. It is an important step toward

peaceful solution of all unsolved questions in the region.

The act of hanging up the Macedonian flag symbolizes the

truth and understanding, the friendship in the region and in

the international community  because its colors are among

those of other flags." In conclusion , Boutros Ghali wished

to Macedonia "to live in peace as a full member of the

family of nations. "

The Macedonian Parliament President, Stojan Andov, ended the

ceremony wishing best regards to all the citizens of

Macedonia. In that manner, he stressed that the moment of

introducing the Macedonian flag to UN expressed the pride of

Macedonians. " I would like to stress again that Macedonia

is a responsible member of the UN, and it will make efforts

to promote peace. We are grateful to the officials of the UN

who helped in this event", President Andov said. The

Macedonian delegation will participate at the ceremonial

session of the UN General Assembly on the occasion of the

50th jubilee.



ANDOV ADDRESSES THE GENERAL ASSEMBLY

President Andov spoke yesterday in the General Assembly. In

the beginning he stated that President Gligorov should have

talked in the Assembly. "His presence is prevented because

of the terrorist attempt on his life. The UN with a special

statement of the Security Council President, the General

Secretary as well as statements of many world leaders

condemned the terrorist act against the leading person of

the modern Macedonian state, the peace-keeper in the Balkans

and a person who opened a new history page of the Balkans.

Fortunately, he survived the assassination and his condition

is good. We expect that he will return to his duties. The

assassination attempt fulfilled neither the political de

stabilization, nor did it change the democratic course and

its role of playing the main factor of stability in the

Balkans". President Andov also talked about the need for

reforms in the UN. As he said, that means increasing the

efficiency i.e. strengthening its role in preserving the

world peace, developing collective security, harmonizing the

global economical development and political cooperation.

During his talk, Andov mentioned that Macedonia is a

founding member as a part of the former Yugoslav Federation.

He stressed the peaceful and legitimate way of establishing

the Macedonian Independence. He added that the UN help is

appreciated as it helped to preserve the peace and the

normalization of the relations with Greece.

In conclusion, Andov expressed the hope that according to

the UN Charter, Macedonia will gain its right to be called

its constitutional name.



LETTER OF PRESIDENT CLINTON TO ANDOV

The USA President, Bill Clinton, addressed last Friday the

Macedonian Parliament President, Stojan Andov, saying: 'I

appreciate your letter of October 6, and I am very glad that

our medical assistance was helpful after the assassination

attempt on President Gligorov. Please, inform  President

Gligorov of my best wishes for a full recovery. You are

right when you evaluate the assassination as a brutal

terrorist act. I hope that the US help in the investigation

will help your country to find the assassins and get them to

court. The belief of your people in the constitution after

this criminal event proves that your country greatly

contributes to achieving stability and progress in the

Balkans. You showed other Balkan states how to solve

conflicts. Also I would like to thank your government and

your people for not letting this criminal event influence

the peaceful solution of the problems with your neighbors. I

am happy to have a chance to cooperate with you during the

recovery of President Gligorov.'



THE TALKS IN ATHENS - SUCCESSFUL

The announcement of the Macedonian Ministry of Foreign

Affairs says that the talks in Athens ended with signing the

protocols for the Liaison Offices in Athens and Skopje, the

protocols for visa policy as well as protocols for railway

and aviation traffic, the mail and telecommunications, and

the custom and green-card issues.

According to the Macedonian TV, the Macedonian Assistant-

Minister of Foreign Affairs, Ljupco Arsovski,stated that the

finalizing of the protocols means a very successful

beginning. He stressed that there is much more work to be

done in other fields such as justice, science, health, etc.

According to the memorandum in Athens, the Liaison Offices

are to be opened  at the end of this year.

The daily magazine 'Nova Makedonija', according to a

statement by Lupco Arsovski, says that the disputed issue

about the name in front of the Macedonian Liaison office in

Athens has been solved. The Greek authorities will place

near the Office a sign with the reference FYROM. On the

fence there will be a sign saying 'Liaison Office' and the

main door or the entrance will be designated with the

constitutional name Republic of Macedonia.



SEVERE CRITICISM ON THE LAW ON DENATIONALIZATION

The Association for protecting the rights of the

nationalized property owners evaluated the proposed Law for

denationalization as too  restrictive. Its articles, as it

reported,  refer to not returning  the once nationalized

properties.

The Association says that the issue of confiscation is not

solved well and supports the position of those who intend to

legally return the confiscated properties. Also, it was said

that there is a discrimination of the former owners, and the

Law does not allow the return of the nationalized land,

buildings and apartments. The Law only allows the return of

nationalized urban land.

The rights of the former owners, as it was said, are less

than symbolic. In that sense, 'Prilepska Pivara' was

mentioned as an example. Namely, the former owners were

given only 400,000 DM. The Association has not been

supported, especially by the Government and the Minister

Jane Miljovski. As a result, it will demand respect for its

rights from the Government and it will contact financial

institutions in the world.

DECLARATION SIGNED IN NEW YORK

ON THE PROJECT EAST-WEST

The Macedonian Parliament President, Stojan Andov, the

Bulgarian President Zhelju Zhelev, the Albanian President,

Sali Berisha, and the President of Turkey, Sulejman Demirel,

have signed an accord on the project East-West Corridor, in

New York yesterday. At the meeting, the European

commissioner, Hans van den Broek, acknowledged the signing

in the name of the EU. After the agreement, President Andov

stated that the document expresses cooperation which may

change the whole Balkan region.

The Albanian President, Berisha, said that the project was

"a corridor for integration in the long term". According to

the Bulgarian President, Zhelev, the Balkan conflicts cannot

be solved without modern links. The Turkish President

Demiral said the project is a part of the new Europe which

will connect the Black and Adriatic sea.

The Macedonian delegation had bilateral meetings with the

Albanian President, Sali Berisha and the commissioner of the

EU, Hans van den Broek. The delegation plans to meet the

Croatian President, Franjo Tudjman, the Czech President,

Vaclav Havel and the Indonesian President, Sukharto.



DIPLOMATIC RELATIONS ESTABLISHED BETWEEN AUSTRALIA AND

MACEDONIA

The Macedonian Ministry of Foreign Affairs and the

Australian Ministry of Foreign Affairs and Trade exchanged

credentials yesterday to establish diplomatic relations

between the two countries. Temporarily, the ambassadors of

both countries will have non-residential status, Macedonian

media reports.

The decision was announced by the Australian Assistant

Minister of Foreign Affairs, Bob MacMallan. The

establishment of diplomatic relations between Macedonia and

Australia will enable, as he said, direct international

cooperation between both countries. Yet, the diplomatic

representatives will not have permanent missions until the

name problem between Macedonia and Greece is  solved,

Macedonian radio reports from Australia.



DIPLOMATIC RELATIONS BETWEEN MACEDONIA AND THE EU SOON

The EU will soon establish diplomatic relations with

Macedonia.  'Makfaks' reports that according to a statement

of the European Commissioner, Hans van den Broek, the

European Union will expand economic and trade cooperation

with Macedonia.



THE FIRST OIL TANKER FOR MACEDONIA UNLOADED

After a long period of stagnation, 60.000 tons of oil for

the Skopje oil refinery were unloaded at the Salonica port

according to the agreement for delivery to the end of the

year. As A1 TV reports, this will be the beginning of a

continual delivery of oil for Macedonia through the port of

Salonica.



TALKS ABOUT THE NAME OF MACEDONIA

The mediator, Cyrus Vance, and the Greek ambassador for the

UN will start today with the preliminary talks on the name

of the Republic of Macedonia, 'Makpres' reports according to

statements in the Greek media. The Greek daily 'Ta Nea'

reports that Cyrus Vance will meet the Macedonian side ( the

Foreign Minister, Stevo Crvenkovski, and the Ambassador at

the UN Denko Maleski). The meeting between the two parties

is expected to be next week. The newspaper mentions that the

last proposal in 1993, according to the plan of Vance and

Owen, was the name "New Macedonia". It says that " Skopje

under American influence is ready to accept a compromise for

the first time".

Athens News Agency reports from New York that the Greek

President, Kostis Stephanopoulos, speaking before the

American Hellenic Council, said: 'If the state (Macedonia)

stops creating issues with Greece, through the name and

other annoyances, it is we who will, more than anyone else,

guarantee its (FYROM's) integrity'. Meanwhile, the Greek

extremist leader Andonis Samaras, in an interview for 'Ta

Nea' called for division and cantonization of Macedonia,

using Bosnia as an example.






