INTERVIEW WITH  GLIGOROV  FOR  MRTV:  "THE  EMBARGO  IS

LEGALLY DEAD"

          The  President   of  the  Republic  of  Macedonia  Kiro

Gligorov gave  an interview  for  the  Macedonian  television  on

Saturday, on  the occasion  of the  signing of the INTERIM ACCORD

between the  Republic of  Macedonia and  the Republic  of Greece.

Among the  rest, the  President said:  "It must be said that this

dispute is the dispute of the century. Back from the Balkan wars,

then  the  First  World  War,  when  it  was  believed  that  the

Macedonian question  was definitely resolved. However, the Second

World War  took place then, and our nation succeeded in realizing

one of  its ideals, to create the Republic of Macedonia, although

within the framework of a federation, a joint state, but with the

status of  a separate  state. That is that turning point, which a

number of  countries tried  to dispute even back then, but it was

also a  done deal,  we were  on  the  right  side.  We  liberated

ourselves and  created our  own state  at the  session  of  ASNOM

(tran. note  Anti-Fascist Assembly  of the National Liberation of

Macedonia) and those who eventually disputed this were left with,

to put  it this  way, the consolation that it was still a part of

another state, so it had no international legal significance.

          After the  break up of Yugoslavia, when we declared our

independence with  the referendum,  which was  also disputed, and

when the  Buddinter commission  said Macedonia  fulfilled all the

conditions for  recognition, it  became apparent  that this state

was definitely  being born  and all  forms of opposition could be

expected. Then  there's nothing else left, not only in this case,

but also  in any  other case when two countries are in a dispute,

than to seek for a reasonable compromise, to find that line where

the interests  of both  sides meet,  and the dispute can be taken

off the daily agenda.

          One day,  of course,  all the  documents will  be  made

public and  people will  be able to see, from a historic point of

view, that there was never any secret diplomacy in this case.

          On the  other hand, the embargo was legally lifted with

the signing  of the  agreement and  with Cyrus Vance's statement,

who said  he was  authorized by  the Greek  side and  our side to

announce that  the signing of the agreement signifies the lifting

of the embargo.

          I must say we didn't come across any understanding over

the flag. Not because of reasons like whose the flag is, and that

then  they  decided  it  belonged  to  the  Greeks,  but  from  a

completely different  aspect on things. Are wegoing to fight over

something from  2,300 years  ago now,  and turn  it into a Cyprus

question which  can't be solved for twenty years already. We will

wage a  battle for  that symbol,  and the  following  thing  will

happen to us: now, all our young people who are 20 years old will

have to  be 40  years old in order to come to a situation to live

normally, to  have access  to the world, and for us to be able to

start the process of accession to the European Union. Should that

be the  price of  our insistence that it's our symbol. The symbol

is nice,  the flag is nice, and I personally felt it as such, but

when all  these matters  are viewed  from both aspects, I believe

that without understanding, practically from nobody in the world,

we would  have waged  a Don Quixote war over something which used

to be  the cause  of  the  Balkan  wars  in  history,"  President

Gligorov said.



          SECURITY COUNCIL: "STRENGTHENING THE STABILITY"

          The special  envoy of  the UN  Secretary-General in the

Macedonian-Greek  dispute   Cyrus  Vance  informed  the  Security

Council yesterday  evening  about  the  recently  signed  interim

accord between Macedonia and Greece.

          The Security  Council applauded  this act,  saying that

now it  expected the  establishment of  new relations between the

two sides,  based on  international  law  and  peaceful  friendly

relations, as  well as  the strengthening of the stability in the

region. Furthermore,  the Council  called on the parties to fully

implement the Accord.



          LIAISON OFFICES SHORTLY

          Greek Foreign  Minister  Karolos  Papoulias  stated  in

Athens on Thursday that expert commissions were scheduled to meet

in the  following days to review the necessary measures that have

to be  taken for  normalization of  the relations between the two

countries.

          According to  "Ta nea,"  priority should  be  given  to

opening up  liaison offices  "accredited by  the former  Yugoslav

Republic of Macedonia."

          The same  source says  that after the negotiations over

the name  are over,  the office  should  grow  into  an  embassy,

analogously in Skopje and Athens.

          The crossing  of the  border is  also a  priority issue

which will  be negotiated by the commissions. The entrance visas,

according to  "Ta nea,"  both for Macedonian and Greece citizens,

would be  issued on  the basis of form. A similar procedure would

be applied for the flow of goods.

          In the  next 30  days, Greece will have to regulate the

legal and  other procedures in relation to the embargo, since the

Accord foresees  trade with  third countries  not to  be  impeded

because of the name differences.



          MATTHEW NIMETZ: "AN OLD PROBLEM"

          The special  envoy  of  U.S.  President  Bill  Clinton,

Matthew Nimetz  held a  news  conference  on  the  issue  of  the

Macedonian-Greek dispute  as well,  at which  he said: "That is a

problem that has been present for decades, from the demise of the

Ottoman empire,  right to  the formation  of  independent  Balkan

states." He  added that  following the  break up  of  the  second

Yugoslavia, its  to-date republics,  including  the  Republic  of

Macedonia, gained the right to proclaim their independence.

          In response  to the question as to how the problem with

the name  would be  solved, Matthew  Nimetz said "the country has

the constitutional  name the  Republic of Macedonia. And, despite

opposition from  Greece, Macedonia  was accepted  to the UN under

the reference  'former Yugoslav  Republic of Macedonia,' but that

is only  a reference,  and not  the name.  Like, for example, the

U.S. is  a former  British colony,  but that's  not the country's

name," Matthew  Nimetz said among the rest, and, according to the

Macedonian media,  quite relieved  after the end of his mediating

mission.



COUNCIL  OF   EUROPE:  "DEBATE   OVER   ACCEPTANCE   OF

MACEDONIA"

          The president  of the  Parliamentary  Assembly  of  the

Council of  Europe Miguel  Angel Martinez stated on Thursday that

Greece and  FYR Macedonia  have "shown great political wisdom and

responsibility" by  accepting the  accord  for  normalization  of

relations. Martinez  announced that  the  Parliamentary  Assembly

will review  the possibility  of  Macedonia's  accession  to  the

Council of  Europe at  its next  session,  scheduled  from  25-29

September.

          "That accord  will contribute  to the  stabilization of

the situation  in the  Balkans, it is an important element in the

process of  resolution of  the conflicts in the regions of former

Yugoslavia," Martinez assessed.



EVANGELOS KOFOS: "OPENING UP A SECOND PACKET"

          The former  official in  the Greek Government Evangelos

Kofos stated  in yesterday's  interview for "Katimerini" that the

Accord should  also have  included the  name of  the Republic  of

Macedonia.

          He said  that "before  the  question  of  the  name  is

reviewed, a  so-called 'second  packet' will  have to be opened,"

adding that  "the issues  of the  recognition of  the  Macedonian

minority in  Greece, for  which Macedonia  has already prepared a

file, the  return of  the estate  to  the  refugees  from  Aegean

Macedonia and  the question  of free repatriation, are all in the

game." Kofos  says that  it is not known how many of the refugees

will want to return to Greece.

          Furthermore, he  emphasized: "I  believe that  a nation

has been  formed over  the past 40-50 years, and it is clear that

the people  don't feel  neither as  Bulgarians,  nor  Serbs,  nor

Albanians, but Slavs."

          Kofos believes  that the  problem is  that this  nation

takes the name of the country where it comes from, and that there

are many such examples in the world.

          In the interview for "Katimerini," Evangelos Kofos says

that "the  geographic name  is the name that can be used by every

inhabitant of  that area.... and Greece has not allowed the Greek

people to understand these clear differences."



MILOSEVICH WANTS ACCESS TO THE AEGEAN

          According to  the Belgrade  newspaper "Nasa Borba," the

President of  Serbia Slobodan  Milosevich asked  the  U.S.  envoy

Richard Holbrook  to urgently  procure  a  normalization  of  the

Greek-Macedonian relations  and hence  provide the  FR Yugoslavia

with access to the Aegean."

          Calling upon  reliable sources,  the  newspaper  claims

that Milosevich's requests in the talks with Holbrook had more to

do with  the regions  south of  Serbia, than  those lying  across

Drina and  the Danube.  Milosevich asked  the  Americans  for  an

urgent normalization  of the relations between Skopje and Athens,

not only  in order  to make  the situation  in his  southern wing

"more safe,"  but also to provide FR Yugoslavia with some sort of

access to  the Aegean,  i.e. permanent zones in Salonika, similar

to those in-between the two World wars.

          To an extent, the recent visit to Athens and Skopje can

be taken  as some  sort of  confirmation of  these theses,  "Nasa

Borba" claims,  "coupled  with  the  expressly  signed  agreement

between the  two neighbors  for normalization  of the  relations.

That should  enable Milosevich  a  speedy  normalization  of  the

relations with  Macedonia, and  with that,  easier  communication

with Greece," "Nasa Borba" claims.



MOVEMENTS ON MACEDONIAN-GREEK BORDER

          In expectation  of the  lifting of the Greek embargo on

Macedonia, there  seems to  be much  more commotion on the border

crossings near  Evzoni, among  the customs  organs of both sides,

the Macedonia media report.

          Several compositions  of wagon-cisterns  are  patiently

waiting at  the railway station in Gevgelija, to transport petrol

from the  Salonika port.  According to  unofficial information, a

monthly quota  of 100,000  tones of  petrol is planned. The first

Greek composition  of 21  wagon-cisterns, which  stood in Idomeni

for months, is expected to arrive in Gevgelija at any moment.

 PRESIDENT GLIGOROV IN A STABLE CONDITION

 According to the latest bulletin issued at 18.30 hours

last night, the health condition of the President of the Republic

of Macedonia Kiro Gligorov is stable, with orderly clinical

parameters. Yesterday, ophthalmologic examinations were carried

out after a team of ophthalmologists from France came to Skopje

and held consultations with the medical team treating the

President, on the planned operation of President Gligorov's right

eye.

 The bulletin of the medical team monitoring the

President's health condition following the assassination attempt

on October 3 in Skopje, says that the intensive care is

continuing.

 Considering the President's stable health condition,

the medical team has announced that starting from today, the

health bulletin will be released once per day.



 PHOTO-FIT OF CAR BOMB BUYER RELEASED

 The Interior Ministry announced the preliminary details

connected with the possible identity of the participants in the

assassination attempt on President Gligorov that took place on

October 3. As we were told yesterday by Assistant Minister Stojan

Trenevski, a photo-fit was made of the buyer of the car bomb

"Citroen Ami 8," manufactured in 1975, with licence plates no. KU

240 MB. He described the man as being around 30 years old, medium

built, blond, without any specific features, around 170 cm high.

 According to Trenevski, the man fitting this

description showed up at the used-car market "Fershped" in Skopje

on September 24, at 11.00 hours, nine days before the attempted

assassination on Gligorov, and bought the car in which the bomb

was planted.

 In order to shed some light on the activities preceding

the assassination attempt on Gligorov, the Interior Ministry sent

out a call yesterday to any citizens of the Republic of Macedonia

who may have some information regarding the buyer of the car or

the movements of the "Ami" in the period from September 24 to

October 3, to inform their nearest police station.

 "Nova Makedonija" unofficially informs that the owner

of the "Citroen Ami 8," who is from Kriva Palanka, made the

transaction with the anonymous customer very quickly that day.

According to this information, the buyer immediately agreed to

the price of 650 DEM, paying enormous interest to the bodywork of

the car, explaining that he would use the car for car parts.

 However, the did not show the owner of the "Ami" any

documents, saying that they would make the transfer of the

documents in a couple of days. What intrigues the public the

most, (according to unofficial sources) is that this suspect

allegedly spoke with a Serbo-Croatian accent, with a Kajkav

dialect. This information was neither confirmed, nor denied

yesterday.

 However, the fact that the buyer of the car was

especially interested in its bodyparts is very indicative, since

it points to the conclusion that the would-be assassins simply

did not want to leave anything to chance.

 Unofficial, however, well-informed police sources claim

that this vehicle was not chosen accidentally. Namely, "Ami 8" is

made of very thin metal, with bodyparts merely screwed together,

ensuring a huge blast would be created in the explosion.



 RATIFICATION OF INTERIM ACCORD WITH GREECE

 The Macedonian Parliament is due to ratify the interim

accord today, signed on September 13 in New York by the foreign

ministers of Macedonia and the Republic of Greece.

 It will come into effect on October 13, the thirtieth

day from the signing.

 Judging by the debate in the competent Commission, the

ratification of this documents, which introduces a new climate in

the relations between Macedonia and Greece, should pass without

any greater difficulties.



 GREEK EXPERT TEAM IN SKOPJE

 The Greek expert team led by the chief of the

department A-3 in the Foreign Ministry, ambassador Dimitras

Kipreos, will arrive in Skopje today to clear up all questions

related to the practical realization of the New York Interim

Accord.

 Ambassador Kipreos will be arriving together with the

chief of the section for Macedonia Dimitrios Iliopoulos.

 Otherwise, reports say that the Macedonian delegation

spoke Macedonian at the recent meeting of the representatives of

the two countries, in Athens, with a simultaneous translation.



 GREECE: "GLIGOROV'S POSSIBLE SUCCESSORS"

 Following the unsuccessful attempted assassination on

the Macedonian President Gligorov, the Athens media are focusing

on the situation in Macedonia, as well as the character of the

President.

 Most of the press notes that the Greek politicians have

started recognizing that the Macedonian President presents an

imperative factor for the peace and stability in the Balkans only

after the attempted assassination.

 According to the majority Athens newspapers, despite

the improvement in Gligorov's health condition, still, he will

not be able to return to his duties. "In this political vacuum,"

today's "To Vima" writes, "the race for the presidential place

has started."

 The Athens press mentions Stojan Andov as the likely

and most serious candidate for President, not excluding Vasil

Tupurkovski, Branko Crvenkovski, Ljubomir Frckovski and Blagoja

Handziski.



 THE ALBANIANS' VOTES ARE WITH PRICE TAGS

 "If the car bomb, which injured the Macedonian

President Kiro Gligorov leads to new presidential elections, the

ethnic Albanians in the country will play a very important role.

Full political equality will be their price for giving support to

any candidate," Menduh Tachi, vice-president of the Party for

Democratic Prosperity of the Albanians stated.

 "Whenever the elections are held, the new president

will need the votes of the Albanians," Tachi said. "We want

Macedonia to be a state of all its citizens, however, at the

moment, we are treated as second-rate citizens," he stated in an

interview.

 Tachi said he felt great relief because not one ethnic

group or political party in Macedonia tried to scapegoat the

ethnic Albanians for the attack on Gligorov. "That would mean a

real destabilization in the country. I feel the attack was an act

of political terrorism, incited from abroad," Tachi said.



 HELP FOR RENEWAL

 The representatives of Macedonia and Romania have

announced that both countries have suffered enormous losses due

to the conflict in former Yugoslavia, and should therefore

receive a part of the financial help intended for the war-torn

regions.

 "The sanctions have caused our economy more than US$ 5

billion in losses, and we hope that the financial assistance will

also expand to Macedonia and the other countries that have

suffered losses," minister Ljupcho Trpevski stated at the news

conference held after the two-day summit of the Central European

Initiative in Warsaw.



 MACEDONIA FOR THE FURTHER DEVELOPMENT OF CEI

 The Summit of the Central European Initiative, with the

participation of the prime ministers of the member states and

associated members of the CEI, finished in Warsaw two days ago.

 Among the more important decisions made at the Summit

was the decision to open a Center for Information and

Documentation of the CEI in Trieste, to ensure better

coordination of the execution of the CEI projects. The prime

ministers of the CEI have decided to authorize their foreign

ministers to positively assess the membership applications of

Albania, Bulgaria, Belarus, Romania and Ukraine in the CEI, at

the next meeting scheduled for the Spring of 1996 in Vienna,

Austria.

 The Macedonian delegation at the CEI Summit was led by

the minister in the Macedonian Government Ljube Trpeski, who had

a number of meetings with the present prime ministers and foreign

ministers. Macedonia placed an emphasis on its stances for the

further development of the Central European Initiative, as well

as its intention to take steps to ensure the membership of the

Republic in CEFTA.

 All the delegations at the Summit expressed their

sympathies and condemnation of the attempted assassination on

Kiro Gligorov, as well as wished for his speedy recovery.



 NACHEV DEMANDED TO RESIGN

 The statements of the Bulgarian Interior Minister

Ljubomir Nachev regarding the operations performed on the

Macedonian President, their outcome and their possible fatal end,

are regarded in Sofia as a serious gaffe, in light of which the

minister should submit his resignation, Makpress reports.

 Minister Nachev stated for the private radio station

"Express" that his statements were based on unofficial

information from people who had crossed the border in the

meantime, including medical persons.

 Reactions in Bulgaria say that minister Nachev and some

statements following the assassination attempt on Gligorov,

provide the basic source of suspicions that there are Bulgarian

links in the assassination attempt.

 The fact that minister Nachev immediately offered to

cooperate in the capture of the would-be assassins, and his

suggestions to tighten control on the border, has been

interpreted in the Bulgarian media as a signal of "Bulgarian

links."



 "NEW YORK TIMES": RELIEF OVER CALMNESS IN THE COUNTRY

 "Assassination attempt has increased fears of war," is

the heading of the text on Macedonia, which came out in the "New

York Times" today, as part of the weekly review of events.

 "After the outbreak of the blood-shed in former

Yugoslavia, the analysts and the Western capital were convinced

that even the smallest spark could start a war in Macedonia," the

author of the text Ramond Boner says. "That's why they were

shocked, and of course, relieved to hear about the calmness in

the country following the attempted assassination on President

Kiro Gligorov, who the doctors believe will survive, but will not

be able to return to his duties for a longer time year," the "New

York Times" writes.

 Informing that Parliamentary Speaker Stojan Andov took

over as acting president, and that the Macedonian Parliament has

made a decision to adopt a new flag, the newspaper adds that

teams from the FBI, Scotland Yard and from Germany are currently

in the country, trying to discover the would-be assassins. "The

list of suspects is long," the "New York Times" writes,

mentioning the Macedonian nationalists - angry over the accord

with Greece, the ethnic Albanians who are demanding greater

autonomy, and the Bulgarians and Serbs.

 "The tranquility might not last," the "New York Times"

writes at the end, quoting the words of the "Macedonian political

analysts who are already talking about a possible eruption if

Andov makes a bid to hold on to the presidential position."

          GREEK-MACEDONIAN ACCORD RATIFIED

          With 102  votes "for,"  1  "against"  and  2  abstained

votes, the  Parliament of  the Republic  of Macedonia adopted the

Law on  the ratification  of the  Accord between  the Republic of

Macedonia and the Republic of Greece yesterday.

          The adoption of the law was followed with applause, and

Parliamentary Speaker  Stojan Andov,  in  recalling  the  act  of

voting and  the discussions  on this  law, in  general,  said  it

presented a great accomplishment of the Macedonian people and the

beginning of the 21st century in the Balkans.

          Furthermore, this  act pays respects to the politics of

the Republic  of Macedonia,  led by  President Gligorov.  The MPs

expressed wishes  for his  speedy recovery  and  return  to  this

duties.

          In  his  address,  Prime  Minister  Branko  Crvenkovski

emphasized  that   with  the   Accord,  the  Republic  of  Greece

recognizes the  independence and  territorial  integrity  of  the

Republic of  Macedonia. The  contents of  the Accord are the best

way  to   deny  speculations   that  this   Accord  changes   the

constitutional name of Macedonia, and it becomes apparent that it

never presented a topic of discussion.

          Crvenkovski assessed  the adoption  of the  Law on  the

flag as  the expression  of an honest desire on the behalf of our

side to  implement the  Accord, and  to restore normal neighborly

relations.

          According to  Crvenkovski's opinion, the document paves

the way to a full normalization of relations with Serbia.



          STEVO CRVENKOVSKI: "THE EQUIDISTANCE HAS BEEN FRUITFUL"

          The Foreign Minister of the Republic of Macedonia Stevo

Crvenkovski emphasized  at yesterday's parliamentary session that

the basis  for this Accord is actually the policy of equidistance

with the neighbors. Crvenkovski paid more attention to explaining

this policy.  Precisely this principle of equidistance came under

strongest attack from the opposition, he explained.

          The  second   principle  is   the  Macedonian  European

orientation, which also came under attack, and the third starting

position  of   Macedonia's  foreign   policy  is   the   Atlantic

orientation and  the connection  with the  security systems. This

policy  of   openness  and   full  cooperation   with  the  world

institutions, Crvenkovski said, has given results.

          Crvenkovski also  emphasized that  the  alternative  to

this policy,  which has  managed to peacefully pull Macedonia out

of the  crisis and  is winning the battle for the Macedonian name

after the  Lisbon declaration,  is only war, blood and going back

to the ghosts from the past.



          PRESIDENT IN A STABLE CONDITION

          The bulletins  on the  health of President Gligorov are

optimistic these  last two  days, and indicate an improvement and

stabilization of his condition.

          As part  of  efforts  to  improve  the  intensive  care

conditions, a  special bed  equipped with  a  computer  has  been

provided for  the Surgical  clinics, which  enables  a  continued

monitoring of  all parameters  connected with the patient's vital

functions.

          The  special   apparatus  necessary   for  the  further

treatment of the President was delivered yesterday evening at the

Skopje airport  Petrovec, in  a German  plane. The apparatus is a

computerized tomographiam,  a latest SIEMENS model, which will be

installed  in  the  surgical  block  with  the  Medical  faculty.

Thereby, there  will be no more need to keep taking the President

to the Institute of Radiology for additional X-rays.



          GREEK DELEGATION IN SKOPJE

          The talks  between the  delegations of  the  Greek  and

Macedonian foreign  ministries  on  the  practical  measures  for

application of  the Interim  Accord signed on September 13 in New

York, will  continue at the Macedonian Foreign Ministry today and

tomorrow. The  delegations are  led by Assistant Minister Ljupcho

Arsovski, from  the Macedonian  side,  and  Ambassador  Dimitreos

Kipreos, Director  of the  Department on  the Balkans,  from  the

Greek side.

          Yesterday evening, after landing at the Skopje airport,

the head  of the  Greek delegation Ambassador Kipreos stated that

he hoped "the same spirit of good will and constructiveness which

was shown in Athens, will prevail here as well."

          In the brief meeting with the press, Ambassador Kipreos

reiterated his  condemnation of  the terrorist  act on  President

Gligorov, which  was also  expressed in  the  messages  from  the

president and prime minister of the Greek Republic.

          A number of questions and measures for opening liaisons

offices of the two countries are expected to be worked out at the

two-day talks,  as well as for enabling the unobstructed movement

of citizens  and goods, the Macedonian Foreign Ministry announced

yesterday.



          POSSIBLE INVOLVEMENT OF ORGANIZED CRIME

          The Reuters  agency from  Skopje reports  from reliable

police sources  that the  inspectors in  the investigation do not

rule out the possibility that international organized crime might

be behind the attempted assassination on the President.

          Reuters says  Macedonia presents  an important  link in

the European  chain of  drugs trafficking  and money  laundering,

quoting sources  which feel the would-be assassins' intention was

to stop President Gligorov's campaign to stamp out crime.

          It is  believed  that  Macedonia's  acceptance  to  the

Council of  Europe and the pressure from the IMF will result with

tighter legislation against crime.

          The modernization  of out-dated  laws  will  close  the

loopholes in  the law,  which have  made various illegal dealings

possible.

          However, western  diplomats  in  Skopje  are  skeptical

about this  link, saying  that extremist nationalists are opposed

to Macedonia's  rapprochement with  Greece and  Serbia, and  that

they are still the most obvious candidates.

          The Government  launched an  attack against  corruption

and organized  crime before  the  summer,  sacking  a  number  of

officials in  a couple of ministries - internal affairs, finance,

transport and economy. However, this has given negligible effects

so far.

          MACEDONIA ADMITTED TO THE OSCE

          On the  occasion of  Macedonia's admittance  as a  full

member of  the Organization  for  Security  and  Co-operation  in

Europe, the  head of OSCE mission in Skopje, Ambassador Tore Bogh

made the following statement: "It is with great satisfaction that

I can  today announce that Macedonia has been admitted as a fully

participating member of the organization which I represent.

          While Macedonia  has already for some time had observer

status in  the organization, the formalization of membership is a

sign that  the situation  in this part of the Balkans is becoming

normalized.

          The Government  of Macedonia has shown much patience in

this matter. I am confident that the international community will

reward the  country through  increased efforts  to assist  in its

development as a modern, democratic state.

          I wish  to add  that the shock absorbing capacity which

life of  its Head  of State has won the admiration of all neutral

observers."



          PRESIDENT GLIGOROV: STABLE AND GETTING BETTER

          The health  condition of  President  Kiro  Gligorov  is

stable and  improving. The  findings of  the laboratory and other

examinations are all satisfactory.

          The local findings of the operated eye are satisfactory

and within expectations.

          No additional examinations are planned for the moment.

          The  rehabilitation   measures  are   continuing   more

intensively, whereby  the president  is taking an active part and

cooperation.

          The President  has  started  eating  normally,  and  is

taking part in his choice of food personally.

          The intensive care measures are continuing, however, to

a reduced extent, is said in the bulletin on the health condition

of the  President of  the Republic  of Macedonia  Kiro  Gligorov,

which was released by the Medical team at 11.00 hours.



          SIGNING OF DOCUMENT - TODAY

          The delegations  of the foreign ministries of Macedonia

and Greece,  led by  the Assistant Minister of Foreign Affairs of

Macedonia Ljupcho  Arsovski  and  the  director  of  the  Balkans

Department  in  the  Greek  Foreign  Ministry  Dimitros  Kipreos,

yesterday continued the talks on the practical application of the

measures for  the realization  of  the  New  York  document  from

September 13.

          The Foreign Ministry announced that "practical measures

for resolving  most of  the questions  have  been  reached  in  a

working and  constructive atmosphere."  The talks  will  continue

today, when,  according to the Foreign Ministry, a joint document

on the talks between the two delegations held in Athens last week

and in Skopje these past two days, is expected to be coordinated.

          Also   participating    in    the    delegations    are

representatives of  the  ministries  of  transport  and  interior

affairs,  as   well  as   the  Customs  Administration.  The  two

delegations also have an expert on international law.

          According to  the preliminary predictions, the document

was expected  to be coordinated yesterday evening, when the heads

of delegations  were supposed  to hold  a joint  news conference.

However, by  the time  the newspaper was closed, the talks in the

Foreign Ministry  were still  going on.  During the  day, several

short breaks  and consultations  were made,  while the members of

the Greek delegation could be noticed going to their hotel "Grand

Hotel -  Skopje" from  the building  of the Foreign Ministry, and

back. Despite  all  our  efforts,  not  one  member  of  the  two

delegations wanted  to contact the press yesterday, and the talks

were held behind strictly closed doors.

          Sources in  the Foreign  Ministry informed "Vecer" that

the talks  yesterday did  not go so smooth. As could be presumed,

the most attention was paid to the questions which appeared to be

controversial at  last week's meeting in Athens, as well. Namely,

about the  inscription that has to stand at the future Macedonian

Liaisons office  in Athens  and the  way in  which the Macedonian

citizens will  travel to  Greece. In addition, some details still

had to  be worked  out regarding  the transportation of goods and

trade, i.e.  the TIR  carnettes and  the international  car  sign

"MK." The  Greek delegation also insisted that the goods crossing

the border bear the sign "Made in FYROM," in English language.

          We have  learned that  it has been agreed for the visas

to Macedonian  and Greek  citizens to  be issued  in the liaisons

offices in Skopje and Athens. Special forms with photographs will

be  issued  when  entering  Greece,  as  a  replacement  for  the

Macedonian  passport,  which  Greece  will  not  recognize  as  a

travelling document.  Yesterday's talks also brought up the issue

of the  outline of the form and whether it will contain the graph

"nationality."

          Yesterday, the  speculation could  also be  heard  that

seeing unresolved  questions were  still left,  there would  be a

third round of talks in Athens. However, yesterday's announcement

of the Foreign Ministry in a way denied this speculation. Anyway,

the Interim  Accord that  was signed by the ministers Crvenkovski

and Papoulias is to come into effect in a month, i.e. tomorrow.



          SHALIKASHVILLI IN SKOPJE

          The Chief  of the  General Staff  of the  Army  of  the

United States  of America John Shalikashvilli will pay a visit to

the Republic  of  Macedonia  tomorrow,  according  to  unofficial

sources.

          The visit  is aimed  at  setting  the  ground  for  the

planned visit  of the  U.S. Secretary  of State  William Perry to

Macedonia. Reportedly,  Shalikashvilli's visit was scheduled even

before the  attack on  Gligorov, i.e.  during  the  stay  of  the

Defence Minister Blagoy Handziski to the U.S..

          Shalikashvilli  is   expected  to  meet  with  minister

Handziski and  the Chief  of the  General Staff of the Macedonian

Army Dragoljub Bocinov. As part of his visit, Shalikashvilli will

also pay  a visit to the U.S. soldiers serving with UNPREDEP. The

focal topic  of discussion  will be  the political  and  security

situation in Macedonia, as well as the specification of the plans

for military  cooperation between  the U.S.A.  and  our  country.

Otherwise,  this   will  be   Shalikashvilli's  second  visit  to

Macedonia.

          Because of  the national holiday, yesterday no one from

Macedonia's Defence  Ministry could  officially confirm  the news

about Shalikashvilli's visit.



          WAS BULGARIAN EXPLOSIVE USED?

          At  yesterday's   news  conference  held  in  the  U.S.

Information Service  with the Under Secretary for Public Security

of the  Interior Ministry  Dime Gjurev,  it  was  said  that  the

amonal, the explosive which was used in the assassination attempt

on Kiro Gligorov, actually has wide application for civil use and

as such,  is used  quite extensively by some Macedonian companies

who deal with such business.

          We have  learned  unofficially  that  among  those  who

massively use  this type  of explosive  is also  the Nickel  mine

Rzhanovo of  FENIMAK in  Kavadarci. Therefore, allegedly, samples

of this  explosive  have  already  been  taken  these  days,  for

testing.  However,   in  the   discussion  with  people  who  are

considered experts  in this  field,  and  due  to  understandable

reasons, wish  to remain anonymous, we have learned that over the

past three  years, the  amonal supplies  have  come  mainly  from

Bulgaria, and  rarely from  Serbia. Therefore, according to their

opinion, it  is quite  realistic that the would-be assassins used

Bulgarian explosive.  In support of their views, they say that it

would have  been much  more realistic  for the  explosive  to  be

supplied in  the country,  than for  the  would-be  assassins  to

expose themselves  to the risk to bring it in from abroad. On the

other hand,  unofficially,  the  police  have  information  about

enormous stocks of explosive in some domestic warehouses.



          COMPLICATIONS BECAUSE OF NAME

          The  continuation  of  the  Macedonian-Greek  talks  in

Skopje in  a good  atmosphere, is  assessed in  Athens  as  being

particularly positive,  whereby no  one has  any doubts that they

will end  with the  resolution of  all technical  issues for  the

practical realization  of the  Interim Accord  from New York. For

now, it  is emphasized  that there are still difficulties because

of the complications with the "double name."

          According to  the  pro-government  "Ta  Nea,"  the  two

delegations have agreed for the goods coming into Greece from the

Republic  of   Macedonia  to  bear  the  sign  "Made  in  FYROM."

Furthermore, it  is claimed  that the temporary name will also be

written on the railway wagons. According to more information, the

head of  the Greek office in Skopje will be ambassador Aleksandar

Malias.

          The practical  realization of the accord is expected to

start from  the 15th  of this  month, which, among the rest, also

signifies the  opening of  the 20  month-long closed  border,  of

which there  are not  doubts here. It is announced that Macedonia

will become  a regular  member of  the OSCE next Thursday, at the

proposal of  the Hungarian  chairman, and for the first time, the

(mis)use of  the Greek  veto is  not  foreseen.  However,  it  is

immediately noted  in Athens  that the  only problem  that  could

arise  is   if  Macedonia   asks  to   be  admitted   under   its

constitutional, and not under its provisional name.



          "PALAIR" CAUSES A QUARREL

          The landing  of the plane of "Palair-Macedonian" at the

airport in  Larnaka, Cyprus,  on Tuesday  evening, caused a great

deal of commotion in the political circles in Athens.

          Therefore, the  Foreign Ministry  of  the  Republic  of

Cyprus had  to release an announcement yesterday, explaining that

"the fact  that a  plane carrying  the soccer  representation  of

Macedonia  landed   at  the   airport  in  Larnaka,  can  not  be

comprehended in  any way  as the recognition of the name Republic

of Macedonia."

THE GREEK-MACEDONIAN INTERIM ACCORD OPERATIONAL?

Unoficially, MILS finds out that in the prolonged second

round of talks Foreign Ministries of Macedonia and Greece

the Memorandum on the implementation of the Interim Accord

will be signed today. Macedonian TV, calling to source  from

the Foreign Ministry, announced that until the opening of

the liaison offices of both countries, visas will be issued

at the border crossings. The Greek Foreign Ministry has

already given directions to its border officials which are

in accordance with the Memorandum. It is announced that the

embargo will officially be lifted on Saturday evening. Still

the work of the experts teams of the Ministries for Traffic,

Interior and Custom Administration will continue in order to

finalize some details.



REPUBLIC OF MACEDONIA ADMITTED TO OSCE

Republic of Macedonia is admitted as a member in the OSCE.

This was decided yesterday at the session of the Standing

Committee of the Organization held in Wien. The decision,

which will come in force on Saturday, 10 a.m., was cordially

greeted by all the member states. They also sent greetings

to the President Gligorov and best wishes for his speedy

recovery and return to his office.



JOHN SHALIKASHVILI ARRIVES TODAY IN SKOPJE

Chief-of-Staff of the US Army, General John Shalikashvili is

to arrive today in an official visit to Macedonia. This will

be his second visit to Macedonia, and as it was confirmed he

will meet with the Acting President and Parliament President

Stojan Andov, the Prime Minister Branko Crvenkovski, the

Defense Minister Blagoja Handziski, and Chief-of-Staff of

the Macedonian Army, General Colonel Dragoljub Bocinov. The

theme of the talks will be the bilateral cooperation on a

military  plan as well as the forthcoming admittance of

Macedonia in the initiative "Partnership for Peace"



CONDITION OF THE PRESIDENT WITHOUT ANY CHANGES

Condition of the President Gligorov remains the same.

Ordinary laboratory and medical check-up are conveyed. The

result are good and within normal parametars. The intensive

care will continue.



MEDIA CAMPAIGN OF THE BULGARIAN NATIONALISTS

Activities taken by the Macedonian police regarding the

assassination attempt on President Gligorov, caused great

publicity in the Sofia pres. Today's Vecer cites, that in

the information  released these days in Bulgaria is reported

that the Macedonian police has arrested all the politicians

with the "pro-Bulgarian orientation". On the top of the list

of arrested is the name of Dimitar Crnomarov, leader of the

VMRO-Fatherland Party. According to Bulgarian press,

Crnomarov was arrested 'due to his connections with the

Bulgarian politicians and suspicious visits and relations

with the Bulgarian Ambassador in Skopje'. This media

campaign in Bulgaria, Vecer referes, was initiated by the

party VMRO-SMD. Bulgarian nationalists have caused media

fire with their claims that Skopje is useing the current

situation to clear up the matters with its political

opponents, addes the newspaper.



LARGER PART OF THE MACEDONIAN ECONOMY PRIVATIZED

Macedonian Agency for Privatization of the Enterprises with

Social Capital informed on a press conference heald

yestrday, that by now in Macedonia there have been

transformed 423 enterprises. 34 are  big companies, while

the rest are medium or small, with total 108.954 workers.

The evaluated estate is amounting 817,73 million DM, while

their structure has evidenced  stock capital amounting

413,73 million DM. 47,5 million DM has been transferred to

the  Pension and Handicap Security Fund, while the social

capital  engaged in these enterprises is amounting 267,649

million DM. The Agency  announced it will privatize

additional 368 enterprises, or total 791 enterprises will be

privatized by the end of 1995. Regarding the size and the

importance of already privatized enterprises, the Agency

estimates that the largest part of the Macedonian economy

has been transformed.

Refering to the recently signed Agreement on participation

of the workers in the privatization process of the

enterprises, between the Government and the Trade Union, it

was stressed that the agreement is also supported by the

Agency, which will speed up the process.

As part of the USAID program in Macedonia the Agency

promoted a guide for investors 'Doing Business in Macedonia'

prepared by the American expert Richard Draves.



MILS SPECIAL SUPPLEMENT:

EXTREMISTS AT THE FIRING RANGE

(Puls, 13 October)

From its own sources, Puls reveals the information that in

contrast to Macedonia,  in  Western Europe exist certain

forms of organized extremists organizations formed by

Macedonian emigrants, prepared for terrorist activities in

Macedonia.

Puls has no information whether some of those extremists are

in the closest circle of the suspects for  the assassination

attempt. If we exclude the arming of the so-called

paramilitary army and military activities held on the

mountain Pelister by the Macedonian "volunteers", during and

after Yugoslav army left Macedonia, the public has no

information on any forms of terrorist activities organized

by extreme Macedonian emigration and radical groups in

Macedonia. Revealing this information, Puls opens a taboo

theme, without any intention to identify or sugest the

perpetrators of this act.

According to some unofficial information, in 1993 an

assassination attempt on the President Gligorov was planned

but was not realized  Also, there are certain notions that

during the Wien Conference on Human Rights, another attempt

on the life of the President was planned. This assassination

attempt has been organized by an extremist organization in

cooperation with some political radicals  in and out of

Macedonia.

Those who are familiar with the Macedonian emigrants, know

that there is a Macedonian extremists organization which was

exercising in several firing ranges in Switzerland, Germany

and in Croatia, "to fight against all those who are against

the Macedonia and its nation". This organization, according

to these sources, was functioning on army principles, and

financed by its membership fee (100-200 DM per month). Its

members wore black uniforms, red berets and bullet-proof

vests, and their military training was conveyed mainly at

one firing range in Karlsrue. The German police was aware of

these activities, yet it did not undertake any steps.

Macedonian security services are familiar with the fact that

this same organization planned to enter Macedonia through

joined venture and foreign enterprise representative

offices. This organization focused its interest on and

followed the activities of the Albanian emigrants in

Germany. Meanwhile, the members of this organization,

dressed in their uniforms, were participating at protest

meeting held in Bonn, May 19, 1993, after admittance of

Macedonia in the UN.

Reportedly, this organization was shedowed for a while,

because the German police has change its attitude towards

the Macedonian extremists after one action of the German

terrorist organization RAF, in 1993. However, according to

Puls sources, in 1994 the same organization made three

terrorist actions in Rotterdam. There are notions that the

organization was preparing a terrorist action in Belgium

during the football match Macedonia-Belgium, but the whole

operation was canceled after the information on enforced

steps by the Belgium police. Allegedly, it was also planned

to take similar actions in Germany and other countries in

Western Europe.

There are notions that extremist nationalistic groups of

Macedonians living in Germany, have suggested to certain

persons in Macedonia, acknowledged as extremists and "weapon

admirers", to begin with terrorist activities in the

country. They were threatened, in case the activities are

not done,  that terrorist from Germany will be sent. Among

the other things, there are notions that this Macedonian

extreme organization has been cooperating with the

international terrorist organization "Medusa" - famous by

giving under lease its terrorists for the needs of others

extreme organizations!

Besides all this, our sources claim that in Macedonia has

been noticed an activity of one illegal group calling itself

"The Legion of Honor" which members are communicating

between themselves only through coded channels. Although

this group is working under the "shield" of a registrated

organization, it finds the terror as a method of "political"

fight.

POGOLEMIOT DEL OD MAKEDONSKOTO STOPANSTVO PRIVATIZIRAN

Na pres konferencijata ssto vccera ja odrzza makedonskata

Agencija za privatizacija besse soopssteno deka do deneska

vo Makedonija se transformirani 423 pretprijatija od koi 34

golemi, dodeka drugite se sredni i mali so 108.954

vraboteni. Nivnata predlozzena i usvoena proceneta vrednost

iznesuva 817 milioni i 713 iljadi germanski marki, a vo

nivnata struktura vekje e evidentiran akcionerski kapital vo

vrednost od 413 milioni i 180 iljadi marki. Na Fondot za

penzionersko i invalidsko osiguruvanje vekje mu se preneseni

47,5 milioni marki dodeka opsstestveniot kapital angazziran

vo ovie pretprijatija iznesuva 267 milioni i 649 iljadi

marki. Do krajot na 95 godina, kako ssto besse soopssteno,

ostanuva obvrskata da se transformiraat usste 368

pretprijatija so ssto kje se kompletira brojot od vkupno 791

pretprijatija ssto treba da se transformiraat vo

Republikata.

Vo vrska so neodamna potpissanata spogoba megju Vladata i

Sindikatot za uccestvo na rabotnicite vo privatizacijata na

svoite pretprijatija, besse istaknato deka soglasnosta e

podrzzana i vo Agencijata, a vo toj smisol se smeta i na

zabrzuvanje na procesot na privatizacijata. Na krajot na

pres konferencijata besse dadena i ocenkata deka so ogled na

goleminata i znaccenjeto na vekje privatiziranite

pretprijatija mozze da se smeta deka pogolemiot del od

Vccera vo prostoriite na Makedonskiot servis za informacii i

vrski (MILS) besse promovirana knigata 'Makedonska Agenda'

od Viktor Bivel, a vo izdanie na avstraliskata izdavaccka

kukja POLITEKON. Vo prisustvo na pretstavnicite na

makedonskite izdavaccki kukji, domassni i stranski novinari

i gosti za knigata zboruvaa, prof. dr. Vasil Tupurkovski i

Majkl Radin, federalen sudija od Avstralija. Knigata se

zanimava so sostjbite vo makedonskata zaednica vo Avstralija
