          DEVELOPMENT OF INDEPENDENT MACEDONIA



          On the  occasion of  the  4  year  anniversary  of  the

independence of  the Republic of Macedonia, Speaker of Parliament

Stojan  Andov  organized  a  reception  in  the  formal  hall  of

Parliament building.  Speaking in  front of  a  large  number  of

guests from the political, public, cultural and religious life in

the Republic,  as well as representatives of the diplomatic corps

in Skopje, Andov stressed the significance of the referendum from

September 8,  1991, which  signified the gaining of independence,

after centuries  of struggle  of the  Macedonian people for their

own state.

          "We can  already taste  the fruits  of  the  policy  we

declared and  led. These  days, there  is hope of a resolution of

the dispute  with neighboring Greece. This kind of development in

the  relations  with  our  neighbors  is  one  of  the  strongest

demonstrations of  the power  of our policy of equidistance. This

shows the  strength of that policy - the open offer for an equal,

open and  active policy  with all  neighbors, right  to the end,"

Andov emphasized.

          At  the  end  of  his  speech,  Andov  underlined  with

spirited optimism  "We are  celebrating the four-year anniversary

filled with  the hope  that a  new era  is starting, that all the

requirements have  been met  and that  we have taken on the right

course in our development. We will forget the temporary political

quarantine like  a  dream  and  develop  all  the  paths  towards

cooperation and  the incorporation of our country into the modern

world."



          TOMORROW, FIRST DIRECT NEGOTIATIONS WITH GREECE

          Calling upon diplomatic sources in New York, the Athens

media report  that the text of the agreement, which will probably

be  signed   by  the  foreign  ministers  of  the  two  countries

Crvenkovski and  Papoulias this  week, is  virtually finished and

the only  thing left  is for a couple of points to be cleared up,

which apply to some unfinished matters of a legal nature.

          The document  entitled "temporary agreement" is written

in English  language and  is five  pages long.  As it  seems, the

names of  the countries  will not be mentioned in it, and the two

countries will  be referred  to as  the "two sides." According to

information from  New York,  the differences surrounding the name

will  be   left  for  discussion  in  some  future  negotiations,

immediately after  the implementation of the temporary agreement,

i.e. 30 days.

          Otherwise, the  "temporary agreement," which will be in

effect 7  years, will  be signed  one or two days after the first

direct negotiations  between the  foreign ministers  of  the  two

countries, which, as expected, will take place next Tuesday, with

the participation of Vance and Nimetz.

          The head  of the  Greek  diplomacy  expressed  optimism

before leaving  for New  York in  relation to  the  negotiations,

stressing that  Skopje and  Athens will  sign an agreement on the

flag, borders, symbols, constitution and lifting of the embargo.



          COMMANDER OF ALBANIAN GENERAL STAFF IN MACEDONIA

          The Commander  of the  General Staff of the Army of the

Republic of  Albania Seme Kosova will arrive on an official visit

to Macedonia today.

          Sources  say  that  the  meeting  with  his  host,  the

Commander of  the General  Staff of  the Macedonian  Army Admiral

Dragoljub Bocinov  was requested  to days  ago, and  according to

well-informed sources in Tirana, the visit will be aimed at talks

in relation  to the  latest development  in the regions on former

Yugoslavia, as well as the situation in the region, at large.



          MACEDONIA'S FOREIGN DEBT COVERED

          Macedonia's foreign  debt for  1995 of  US$ 600 million

has  practically  been  covered  with  additional  bilateral  and

multilateral help,  the director  of the  sector for  Europe  and

Central Asia  Rachel Lomax,  who presided  over the meeting of 13

donor-countries  and   nine  multilateral  organizations  of  the

consultative group of the bank in Paris, stated on Friday.

          Lomax said  the foreign  financial debts  for this year

have been  reduced some  US$ 400  million, as  a  result  of  the

reprogramming of  the debt to the Paris club in July, in parallel

with the  postponement of  the pay-back  of the  trade debt,  the

Stand-by arrangement,  which Macedonia signed with the IMF in May

and the help from the World bank, for structural reforms.

          The group  of donors  stressed that Macedonia meets the

fiscal and  monetary goals,  determined in the agreement with the

IMF and  has taken  the structural measures, as prescribed by the

World bank.

          Lomax said there were some indications that Macedonia's

foreign debt  for next year would also be covered, in view of the

great  support   of  the   bilateral  donors   and   multilateral

institutions, adding  that the  group is  "very impressed  and is

strongly supporting Macedonia's reform program."

SIGNING OF THE ARRANGEMENT ON WEDNESDAY?

According to Macedonian government sources, the Macedonian-

Greek agreement will be signed in New York, September

13(Wednesday).The talks between Stevo Crvenkovski and

Karolos Papoulias will begin today, while on previous days

they had separate talks with the UN mediator Syrus Vance

regarding some details of the agreement. Macedonian TV cites

the pro governmental Greek newspaper Ta Nea, that the US

Assistant Secretary of State Richard Holbrooke will also

attend the meeting, and he is ready to offer his services in

case some impediment occurs.

Greek media informs that the White House is considering the

idea to organize a celebration on the occasion of signing of

the agreement between Athens and Skopje with the

participation of the two Foreign Ministers. Meantime, as A1

TV reported, Greek daily newspaper Ethnos has declared the

results of a poll conducted with 600 citizens of Greece.

More than 60% of those polled are against the forthcoming

arrangement; 32% think that the arrangement inevitably is

leading to recognition of Macedonia under the very name,

while 28% blame Government that with its acceptance to

negotiate, Greece has sold itself to America; 18,5% said

that the name is not important and it should be forgotten.



ARRANGEMENT HAS PRIORITY OVER THE CHARGE

European Court of Justice, which is conducting procedures

against the Greek embargo to Macedonia, will announce its

decision after signing of the agreement  in New York, A1 TV

reports. This was revealed by the newspaper Ta Nea, citing

the statement of the EU Commissioner for Foreign Questions,

Hans van der Brouk. He thinks that enforcement of the

arrangement between Athens and Skopje is more important than

the Court's decision on the embargo. The European Commission

which is a prosecuting attorney, according to Ta Nea could

go to the end of the procedure, or to retreat or to postpone

the decision and to use it against Greece if necessary.



MACEDONIA TO RECEIVE 25 MILLION ECU  FROM EU?

EU announces soon it will be signing  several arrangements

for financial aid and economic cooperation with Republic of

Macedonia after the stabilization of the relations between

Macedonia and Greece. As Mr. Benavides, Director of the Main

Directorate for Relations of the European Commission with

the countries  not members of the Union, stated for

Macedonian Radio, until EU recognize Macedonia as a full

time partner, there is no possibility for complete

cooperation. Until recently Macedonia received from EU

through program PHARE only humanitarian help due to the

Greek disapproval. The financial aid that EU could give to

Macedonia amounts to 25 million ECU, and this would be

realized by the end of September or middle of October.

Benavides stressed that soon it is expected to establish

regular diplomatic relations between Macedonia and EU in

which case all the funds for development and technical aid

could be used in a legal way.



KOSOVA VISITED BITOLA

A delegation of the Armed Forces of Albania led by Chief-of-

Staff, General Seme Kosova visited Bitola yesterday. The

guests visited the barracks in this town and were presented

part of military training and education of the soldiers of

ARM. Today General Kosova is to meet with Chief-of-Staff of

ARM, General Colonel Dragoljub Bocinov, as well as with

Defense Minister Blagoj Handziski.



REACTIONS ON GREEK-MACEDONIAN ARRANGEMENT

-Democratic Party of Turks in an announcement to the public

greeted the initiative for signing of the agreement for

resolving the dispute between Greece and Macedonia.

Establishment of the dialogue on an equal basis and mutual

respect are a guarantee that the reached agreement will

satisfy both sides and will have a positive effect on the

war resolvment in the region of former Yugoslavia. In this

sense, DPT voices full support to the state government and

is convinced that it will successfully finalize the started

negotiations.

-Macedonian World Congress sent a letter to the Macedonian

President Kiro Gligorov which says that no one has a right

to negotiate or to arrange about Macedonian national

interests, name, flag and Constitution. The Congress demands

from President Gligorov to stand in defense of these

interests.

DIRECT NEGOTIATIONS HAVE NOT YET STARTED

According to the latest information, the forthcoming signing

of the agreement between Greece and Macedonia has not yet

started. Nova Makedonija informs that the main reason for

the postponment is the disagreement regarding the moment of

lifting the embargo. Calling to news of the world press

agencies, the newspaper cites that during the consultation

with mediators Vance and Nimitz , the Macedonian side

insisted on lifting the embargo half an hour before the

signing, while the Greek side demanded first to sign the

agreement and  then to lift the embargo. As Macedonian TV

reports, still there is no announcement for the beginning of

the dialogue, but is expected that there will be another

meeting between the Macedonian Foreign Minister Stevo

Crvenkovski and mediators Vance and Nimitz. There is limited

information about the further development of the

negotiations.

Meantime, according to the Greek media, the signing of the

agreement is expected to be today, before noon American

time, and on Thursday is scheduled a celebration in

Washington, at the White House. The media reports  the

statement of Papoulias saying that the agreement will be

signed, stressing at the same time the major contribution of

US and UN in finding a solution for the dispute. According

to the Greek newspaper Katimerini, 99% of the arrangement is

already determined, and what is left is to find a formula

which should "satisfy the egotism of the both sides". As A1

TV informs, certain Greek media do not exclude the

possibility that during the direct meeting between the two

Foreign Ministers, Greek side will want to determine the

precise date for beginning of the negotiations regarding the

name issue.



CONVENTION AND PROTEST

VMRO-DPMNE, Macedonian World Congress, MAAK-Conservative

Party, Labor Party and Republic Community of Macedonian-

Muslims, at the press conference in Skopje yesterday,

evaluated the forthcoming signing as a defeat of Macedonian

national and state interests. According to Macedonian World

Congress, the current government, estimated  as illegal and

illegitimate, entirely exclude the non-parliamentarian

parties, non-governmental associations in Macedonia, and

Macedonians in the neighboring countries and worldwide, to

decide for the most important national and state question.

VMRO-DPMNE joins this activity, simply because they can not

keep silent for such a shameful act. MAAK-Conservative Party

considers that Macedonian government, which does not even

amount to 10 % of Macedonians in this state and worldwide,

has no right in name of 25 centuries of Macedonian

tradition, nor in the name of future generations to play

with national marks and national dignity of Macedonia. The

Labor Party is determined to talk with Greece about any

issue, but not national and state dignity which all

countries in the worldwide defend  no matter of the price.

Therefore, all these parties, as a protest, today in

Universal Hall at 18 p.m. announced the organizing of a

Macedonian All  National Convention, where a Declaration

will be adopted regarding the forthcoming act of

stabilization of Greek-Macedonian relations. They also call

for a protest to be held in front of Macedonian Parliament,

and several similar peaceful protests have also been

announced by Macedonian ethnic communities in European

countries, US, Canada and Australia.

Meantime, disagreement for the signing also expressed

Macedonian Church Communities and Organization of United

Macedonians of Toronto, Canada, Australian-Macedonian

Committee for Human Rights and  Council of Macedonia of West

Australia.



DIRECT UNDERMINING OF THE NEGOTIATION POSITION

Macedonian TV informs , that Secretaries of the SDSM and

Liberal Party, regarding the announcement of the non-

parliamentarian parties for Convention and peaceful protest

during today, commented this as following:

-Ljubomir Popovski - Secretary General of SDSM: organizing

protest by part of opposition parties in the Republic is a

direct undermining of the negotiation  position of RM,  and

it seems that these parties do not correspond with the

stabilization of the relations between the two countries.

Popovski called on the public to express higher ideas and

not to allow to be manipulated by political subjects which

have undefined political aims.

-Ace Kocevski- Secretary of Liberal Party : it is about a

political activity of opposition with purpose of turning the

citizens against our current policy,  which is obviously

respected in the world. This opposition activity is based on

wrong estimations and twisted facts and aims to

underestimate the negotiation position of RM. Kocevski also

appealed to the Macedonian citizens not to be lead by this

call of the opposition.



DIPLOMATIC BRIEFS

-Macedonian president Kiro Gligorov received yesterday the

credentials of the Ambassador of People's Republic of Korea

in Macedonia, Kim Von Ho. On this occasion Gligorov

expressed gratitude  for the support of Macedonia's

independence by Korea. The Ambassador Kim Von Ho was also

received by the Prime Minister Branko Crvenkovski, and

Parliamentarian President Stojan Andov.

-Macedonian Defense Minister Blagoj Handziski met with the

Chief - of- Staff of the Albanian Republic, Seme Kosova,

which conveyed to him messages of the Albanian Defense

Minister, Safet Zuljali, expressing interest for further

development of the cooperation in the field of defense. In a

statement given for Macedonian radio, Kosova stressed that

they talked about participation of Macedonian military

experts in the mutual American-Albanian military exercises

held in Albania. Kosova was received by the Chief- of -Staff

of ARM, General colonel Dragoljub Bocinov. The Albanian

delegation visited barracks Ilinden and Military Academy in

Skopje. Kosova is scheduled today  to visit the factory MZT

-Tito, and be introduced  to the specific production of this

factory.



HUMANITARIAN HELP

Red Cross of RM. sent yesterday humanitarian help for the

refugees effected by the war in former Yugoslavia. The help

includes 10 supply trucks amounting over 5.860.000 denars

(food, cloth, hygienic means, bed linen, etc.), and it was

given to the Yugoslavian Red Cross in Vranje,(SRYugoslavia)

. The humanitarian help was provided by donations of several

organizations, citizens and over 300 private producers.

Greece Yields On Macedonia



 UNITED NATIONS (AP) -- Greece signed an agreement Wednesday to
lift its

 economic blockade of Macedonia, and in exchange the former
Yugoslav republic

 affirmed that it has no claims on northern Greece.

 Under the U.N.-mediated agreement, which takes effect in 30
days, Greece

 would grant Macedonia diplomatic recognition and the two
countries will

 affirm their common border. Macedonia declared that its
constitution

 doesn't imply claims on Greek territory.

 Macedonia also will drop a Greek symbol, the 16-pointed star of
Vergina,

 from its flag.

 But the agreement doesn't end a central dispute over the use of
the name

 Macedonia. Greece contends the name belongs to a northern Greek
province,

 and that its use bythe former Yugoslav republic could stir up
nationalism

 among ethnic Macedonians in Greece.

 U.N. mediator Cyrus Vance said negotiations would continue on
the name

 dispute.

 The agreement, signed by Foreign Ministers Carolos Papoulias of
Greece

 and Stevo Crvenkovski of Macedonia, capped more than two years
of U.N.

 mediation and several days of talks in New York.

 The long-standing dispute had raised emotions on both sides.
The foreign

 ministers did not meet face-to-face until the signing,
requiring U.N.

 negotiators working on the deal to shuttle between delegations
staying

 at different hotels in New York City.

 "We and they are looking forward to a good neighbor policy to
this vital

 region," Vance said.

 Greece has been at odds with Macedonia since its independence
in 1991,

 and imposed an embargo in 1994. The Greek coastal city of
Salonica had

 been landlocked Macedonia's biggest port for trade and oil
imports.

 President Clinton applauded the accord, saying it would
"strengthen

 regional stability, while aiding our efforts to negotiate a
wider peace

 in the Balkans."

 About 500 American members of a U.N. force, the only U.S.
troops in the

 former Yugoslavia, are stationed on Macedonia's borders in an
attempt to

 prevent the spread of fighting in other former Yugoslav
republics.

STATEMENTS ON THE OCCASION OF SIGNING THE AGREEMENT



BILL CLINTON: He greeted the agreement between Republic

of Greece and Republic of Macedonia stressing that it is

of great interest for both countries and will

significantly enforce the international stability helping

the efforts of the Americans to reach wider peace in the

Balkans. "Both  Prime Minister Papandreu and President

Gligorov deserve congratulations for the courage shown

and the determination for reaching an agreement, which

was rightful for both sides", he added.



BOUTROS GHALI : " The agreement  provides both sides to

continue the negotiations under my mandate trusted by the

Security Council with the resolutions 845 and 817. On my

behalf I guarantee that I'll do my best to help in these

negotiations and I believe that they will successfully

conclude in the near future".



KAROLOS PAPOULIAS: " This is a very important agreement

and a step forward after long and hard negotiations and

the Greek government greets it. I believe that the Greek

foreign policy is freed from a difficult subject and with

the today's agreement, many questions which were a burden

to the Greek foreign policy are resolved. There is only

the name issue left. I predict extremely difficult

negotiations for the name issue, which are to begin right

after the termination of the thirty day term set forth in

the agreement. The embargo will be lifted the very day

when Macedonia will change the flag and give a statement

for the Constitution. There will be no change of the

Greek attitude for the name issue".



EVANGELOS VENIZELOS: " The Greek government is absolutely

satisfied. Positions which it formulated from the outset,

positions which it firmly stuck to, were accepted". Under

the agreement, Venizelos said," the other side undertakes

the obligation to change its flag which bears the Star of

Vergina and never again use national symbols linked to

Greece's cultural and historical heritage". He added that

Skopje also undertook the obligation to change its

Constitution in order "to appease all Greek opposition to

the Constitution's preamble and articles 2 and 49". "it

is also recognizes such interpretation ( of the

Constitution), binding under international law, which

will avert all possible misunderstandings, both now and

in the future. The undertaking of an international

commitment concerning the content and interpretation, and

consequently the legal value of certain constitutional

provisions, is a much stronger commitment than the

amendment of those provisions which theoretically could

in the future be replaced by a subsequent amendment, by

the restatement of previous formulations etc." Venizelos

said. Stressing  that Greece would not back down from its

position on the name, Venizelos clarified that the

interim agreement would not be annulled if the two sides

failed to reach agreement on the name. "Commitments have

been taken" Venizelos said, adding that Liaison offices

would be opened in both Athens and Skopje.



STEVO CRVENKOVSKI : "There will be no negotiations for

the name issue, although there are not excluded certain

meetings with the mediator Syrus Vance...The agreement

has unlimited validity until it is changed with the new

agreement. But, however in the first seven years this

agreement can not be terminated.  There is a mechanism to

be set in motion before the International Court  in a

case if this agreement is broken.



SYRUS VANCE: " At this period of thirty days the experts

will meet and they will talk over some measures which

will make easier the application of the agreement ".



MATTHEW NIMITZ : " I'm always an optimist but regarding

the name issue, it will not be easy. We should do all

that we can. The beginning of the negotiations for the

name issue is expected to start in the second half of

October, but the negotiations will not be easy. The Greek

prime Minister got everything he asked for. That is not

only the embargo but the very agreement which gives

possibilities for full economic and cultural relations

and cooperation in the region. FYROM will now be included

in the NATO program. It is good for Greece to have a

neighbor like the one which is friendly oriented. "



KIRO GLIGOROV: "I particularly greet the realistic

attitude that neighboring Greece have shown in the

signing of the agreement. Macedonian-Greek relations have

a perspective, in interest of both countries, peace and

good neighboring relations of all Balkans nations. It is

especially important now , in the implementation of the

agreement to show good will,  readiness and a fair

relationship for realizing of the agreement ,which is in

the interest of both sides. I'm deeply convinced that

this act can become a turning point for the future of the

Balkans.

In this sense also are sent written messages from

President Gligorov to Greek President Stephanopoulios and

Prime Minister Papandreu.



BRANKO CRVENKOVSKI: " Stabilization of the relations with

Greece is a major event and a great chance for the

relations between us and our southern  neighbor. I hope

that the agreement, in the forthcoming period, not only

will promote bilateral relations, but on the contrary

will enforce the total international position of Republic

of  Macedonia. It will also provide sooner stabilization

of the relations with our northern neighbor, because

only reason that Serbia cited for not regulating the

relations with Macedonia was the resolvement of the

dispute with Greece.



OFFICES OF "RAINBOW " BURNED

Unknown persons this morning, after yesterday's

unsuccessful attempt to tear down the plate of the office

of the party of Macedonian national minority in Greece

"Rainbow", have burned the offices of the party.

As a precedents to this event were two burglaries in the

offices of "Rainbow" in Lerin, when the party

documentation was stolen. Yesterday the Public Prosecutor

of Lerin brought charges against "Rainbow" on the basis

of causing " discord"  between the people.

After the yesterday's public announcement, "Rainbow"

supported the signing of the agreement between Greece and

Macedonia.

On the burning of the  offices of "Rainbow" The Helsinki

Committee for Human Rights of Macedonia in a today's

announcement qualifies this as a cruelest way of

violating the human rights.

"We believe that it will not be allowed that  we  become

prisoners of the retrograde dark Balkans instincts. We

are convinced that the national way of thinking and

acting does not lead to any resolvment, but only to

burning of nationalistic passions and using of violence

as a cruelest way of violating human rights"  is said in

the announcement of the Helsinki Committee for Human

Rights of Republic of Macedonia.

On the same occasion today also spoke the Helsinki

Committee for Protection of  Rights of the Minorities in

Greece, which is also denouncing the violations and

burning of the office of "Rainbow"

"This party includes Greek citizens which belong to the

Macedonian national minority, which is internationally

recognized everywhere but unfortunately not in Greece.

This event shows that Greece does not respect the

international principles for free expression and the

rights of the minorities. On the other hand, this shows

that the Macedonian national minority is significantly

numerous, and not "group of Skopje's agents" as some

Greek journalists and politicians named it" . It is said

in the announcement of the Helsinki Committee for Right

of the Minorities of Republic of Greece.



A LETTER OF CANADIAN HUMAN RIGHTS COMMITTEE

Canadian Macedonian Human rights Committee sent a letter

to the Macedonian President Kiro Gligorov, which says as

follows:



Dear Mr. President



We implore you to review those processes currently agreed

to. We consider it self-evident that no individual or

group can circumvent the democratic principles upon which

the Macedonian nation is founded. It is our reasoned

position that the latest acts undertaken by your

government are improper. Your decisions have been made in

isolation of the people and a result, the legality and

political ramifications of these deals must also be

evaluated.



You should not need to be reminded that our Macedonian

identity, in all of its forms and manifestations, is not

a possession for elected legislatures to barter. You are

attempting - should you be permitted to succeed - to

establish a precedent whereby the Macedonian identity, in

the form of its elements, becomes negotiable matter. Mr.

President, with all due respect, we believe that such

activities are not within the realm of your office. These

decisions are the estate of the people, directly and

inviolably and not the property of their agents to

determine in isolation. We are witnessing the

establishment of a fundamental conflict between citizens

and the state as to who is the rightful heir of the

Macedonian identity.



We strongly urge you to completely disengage the issue of

identity from the negotiating process. The commitments

you have allegedly signed in New York  vis-`a- vis the

Macedonian state symbol, and the Macedonian Constitution,

are inappropriate. The issue of identity impacts directly

upon the lives of those Macedonians living in the

neighboring states. With this questionable agreement you

have caused a strong negative reaction among the

Macedonian people and have set in motion a number of

mechanisms. Your willingness to negotiate elements of the

Macedonian identity is causing divisions amongst the

Macedonian people. This current agreement ask that the

Macedonian people be given the last word on any agreement

that are crafted.

MEET THE AUSTRALIAN - MACEDONIAN INTELLECTUALS :  JIM

THOMEV ( Part II)

Australia)

Question: It is said that the intelligentsia of the RM.

is under the control of the Government, and is therefore

too silent or too directed in its public behavior. To

what extent can the intelligentsia of Diaspora influence

this situation, or at least this impression? In point of

fact, does the intelligentsia in the Diaspora make enough

effort towards self-realization on the new lands?

Answer: I have already suggested a partial answer to the

first part of this question in my answer to the last

question. I seriously believe that the last thing that

the Macedonian intellectuals in the RM. want is to be

told how to run their affairs by citizens of another

country.

With regards to the intelligentsia in the Diaspora, I

think that for many professionals and business people of

Macedonian origin, the issue of their Macedonian

ethnicity, and that of ethnicity in general, is

completely irrelevant. This will become more so as time

marches on and people realize they are human beings first

before they are anything else. In any case, the

Macedonian communities in Australia are not led by an

organized 'intelligentsia'-this term strictly has no

application in Australia, for instance.

Question : What should be done to guarantee continuity of

the generations in the Diaspora? Many ethnic communities

have known the problem of establishing churches, social

and cultural centers and not having anyone to take them

over in the new generations. Such for example has been

the fate of the Bulgarian Macedonians centered on the MPO

and Yugoslav Macedonians and so forth. In the present

situations in Australia, USA, Canada and Western Europe,

have the Macedonians a better chance of self-affirmation

and preservation of their perennial traditions?

Answer: I think it is a serious mistake to legislate for

future generations and to tell them what they should or

should not be doing. I think that is part of the

patriarchal mentality from which we should be moving

away.

The values of the new generations will have to be

determined by their needs, and  no doubt, as in any

generation, these will be diverse and often

contradictory.

Whilst certain issues and themes preoccupied some members

of my own generation of Macedonians, it does not mean

that my own children will be interested in the same

themes. Indeed, I would be astonished if their interests

as citizens of the global village in the Computer age,

born in Australia, having their schooling in the world

(English), were not entirely different from mine and that

of people like myself who have had to bear the brunt of

the disadvantages that migration carried with it.

I think that new generations will negotiate their own

themes and interests. If the Macedonian Orthodox Church

is important to them, for example, then by all means they

will maintain it as a tradition. What this means in the

Computer Age is anybody's guess.

What will and should not happen is debate with

chauvinists from our neighbors about whether there is a

Macedonian ethnic identity. What more evidence do they

need? We often make the mistake that nationalists foaming

at the mouth who deny the Macedonian identity can be

convinced with rational debate. The Macedonians are

obviously a sizeable ethnic group in the world, and only

the perverse or politically motivated can deny this fact

and fail to recognize it.

In Australia, the real immediate issues concern the

welfare of our elderly who do not speak English and

therefore need services in Macedonian. For this and many

other reasons, we should teach our language to the new

generations. We have to minimize the suffering of people

who have already been traumatized enough.

Cultural diversity, which has now come to be the term

which has replaced "multiculturalism", implies more than

just 'ethnic' differences. People may want to be proud of

their differences, but ultimately we shall have to share

a world in which we must have peace and tolerance to

survive. I can only hope that future generations of

Macedonians use the wisdom gained from the historical

experience of their ancestors, characterized as it has

been by suffering and oppression, to promote the values

of respect, recognition and tolerance for all people in

the world.

ccestitki za pokazzanata hrabrost i ressenost za

postignuvanje spogodba ssto besse pravedna za dvete

strani', dodade toj.

BUTROS GALI: 'Spogodbata ovozmozzuva stranite da gi

prodolzzat pregovorite pod moj mandat doveren od Sovetot

za bezbednost so rezoluciite 845 i 817. Od svoja strana

davam garancii deka kje dadam se od sebe da pomognam vo

ovie pregovori i veruvam deka tie kje bidat uspessno

zavrsseni vo bliska idnina'.

KAROLOS PAPULJAS: 'Ova e mnogu vazzen dogovor i ccekor

napred po dolgi i tvrdi pregovori i grcckata vlada go

pozdravuva. Smetam deka grcckata nadvoressna politika se

ovrzuva od edna tema i so denessniot dogovor se ressavaat

mnogu prassanja koi i tezzea na grcckata nadvoressn

apolitika. Ostanuva prassanjeto na imeto. Predviduvam

iskluccitelno tesski pregovori za imeto koi kje zapoccnat

STEVO CRVENKOVSKI: 'Nema da ima nikvi pregovori okolu

imeto, iako ne se isklucceni nekoi sredbi so posrednikot

Sajrus Vens...Soglasnosta ima neogranicceno traenje

dodeka ne bide zameneta so nov dogovor. No vo prvite

sedum godini ovaa spogodba ne mozze da bide prekinata.

Predviden e mehanizam pred Megjunarodniot sud na pravdata

dokolku spogodbata se krssi'.

SAJRUS VENS: 'Vo ovoj period od trieset dena kje se

sretnat ekspertite i kje se prevzemat merki ssto kje ja

olesnuvaat primenata na spogodbata'.

METJU NIMIC: 'Sekogass sum optimist no vo vrska so imeto

nema da bide lesno. Treba da storime se ssto mozzeme.

Otpoccnuvanjeto na razgovorite okolu imeto se occekuva vo

naveduva deka vospostavuvanjeto na makedonsko-grcckite

faktor za vkupnoto stabiliziranje na situacijata na

Balkanot.

ZZELJU ZZELJEV: 'Makedonsko-grcckiot dogovor sozdava

povolna klima za ressavanje i na drugite problemi na

Balkanot'.

GEORGI PIRINSKI: 'Dogovorot e smel ccekor na dvete vladi

ssto kje pridonese za zacvrstuvanje na nezavisnosta i

suvetrenitetot na Makedonija'. Toj izrazi i podgotvenost

da se najde ressenie i za spornata formulacija so

Makedonskiot jazik, za vekje podgotvenite a nepotpissani

KIRO GLIGOROV:' Posebno go pozdravuvam realisticcniot

na spogodbata. Makedonsko-grcckite odnosi imaat

perspektiva, vo interes na dvata narodi, mirot i

dobrososedskite odnosi na site balkanski narodi. Sega e

posebno vazzno vo implementacijata na Spogodbata da se

pokazze dobra volja, podgotvenost i fer odnos za

ostvaruvanje na potpissanata spogodba, vo interss na

dvete strani. Dlaboko sum ubeden deka ovoj ccin mozze da

stane presvrten nastan za idninata na Balkanot'.

Vo ovoj duh se i upatenite pismeni poraki na

pretsedatelot Gligorov do grcckiot pretsedatel

Stefanopulos i premierot Papandreu.

obvrskata za nemessanje pod kakov bilo izgovor i vo kakva

bilo forma vo vnatressnite raboti na drugiot.

za razvojot na vzaemnite odnosi vrz stabilna i cvrsta

vo taa rezolucija i vo rezolucijata 817 od 1993 godina na

Sovetot za bezbednost.

        Priznavajkji ja razlikata ssto postoi megju niv vo

odnos na imeto na vtorata strana, sekoja strana gi

zadrzzuva site svoi prava koi se vo soglasnost so

obvrskite prevzemeni so ovaa Vremena soglasnost. Stranite

kje sorabotuvaat so namera da gi ovozmozzat nivnite

vzaemni odnosi i pokraj nivnite soodvetni pozicii po

odnos na imeto na vtorata strana. Vo toj kontekst

nekogass kje pretstavuva osnova za messanje na vtorata

strana vo vnatressnite raboti na druga strana so cel da

gi zasstiti statusot i pravata na koi bilo lica vo drugi

drzzavi koi ne se drzzavjani na vtorata strana.

        Ponatamu, vtorata strana svecceno izjavuva deka

tolkuvanjata dadeni vo stavovite 1 i 2 na ovoj cclen nema

da se zamenat so poinakvi tolkuvanja na nejziniot Ustav.



                ccl. 7

        Sekoja strana vednass kje prevzeme efektivni merki

za zabranuvanje na neprijatelskite aktivnosti ili

propaganda od  strana na agenciite pod drzzavna kontrola

i za obeshrabruvanje na aktivnostite od privatni subjekti

za koi e verojatno deka kje pottiknuvaat nasilstvo,

omraza i neprijatelstvo megju niv.

        Po vleguvanjeto na sila na ovaa Vremena soglasnost,

vtorata strana kje prestane na kakov bilo naccin da go

koristi simbolot vo site negovi formi ssto go

istaknuvasse na nejzinoto zname pred takvoto vleguvanje

vo sila.

        Ako koja bilo od stranite smeta deka eden ili

povekje simboli ssto soccinuvaat del od nejzinoto

istorisko kulturno nasledstvo nesoodvetno se koristat od

drugata strana, vakvoto navodno koristenje kje i go

        Vo izvrssuvanjeto na nivnite raboti stranite ke se

vodat od duhot i principite na demokratijata, osnovnite

slobodi, poccituvanjeto na ccovekovite prava i

dostoinstvo i vladeenjeto na pravoto vo soglasnost so

Povelbata na ON, Univerzalnata deklaracija za ccovekovite

prava, Evropskata konvencija za zasstita na ccovekovite

prava i osnovni slobodi, Megjunarodnata konvencija za

eliminacija na site formi na rasna diskriminacija,

Konvencijata za pravata na decata, Finalniot helsinsski

dokument, Dokumentot od Kopenhagenskata sredba na

konferencijata za ccovecckata dimenzija, na

Konferencijata za bezbednost i

sorabotka vo Evropa i Pariskata povelba za nova Evropa.

        Niedna odredba na mehanizmite navedeni vo stav 1

nema da se tolkuva deka dava kakvi bilo prava da se

prevzemaat aktivnosti sprotivni na celite i principite na

Povelbata na ON ili Finalniot Helsinsski dokument

vkluccitelno i principot za teritorijalen integritet na

drzzavite.



                ccl. 10

        Uvereni deka razvojot na megjuccovecckite odnosi e

potreben zaradi unapreduvanje na razbiranjeto i

dobrososedstvoto megju nivnite dva naroda, stranite kje

gi pottiknuvaat kontaktite na site soodvetni nivoa i nema

da gi obeshrabruvaat sredbite  na nivnte drzzavjani vo

soglasnost so megjunarodnoto pravo i obiccai.



Megjunarodni multilateralni i regionalni insitucii



                ccl. 11

        Po vleguvanjeto vo sila na ovaa Vremena  soglasnost,

prvata strana se soglasuva da ne prigovara na prijavata

za cclenstvo i na cclenstvoto na vtorata strana vo onie

megjunarodni multilateralni i regionalni institucii i

organizacii vo koi prvata strana e cclenka, no prvata

strana go zadrzzuva pravoto da prigovara na sekoe

gorenavedeno cclenstvo ako i dokolku privremenoto

obrakjanje so koe na vtorata strana treba da i se

obrakjaat vo takvite organizacii i institucii se

razlikuva od ona navedeno vo rezolucijata 817 od 1993

godina na Sovetot na bezbednost na ON.

        Stranite se soglasuvaat deka postojniot ekonomski

razvoj na vtorata strana treba da se poddrzzuva preku

megjunarodna sorabotka i kolku ssto e toa mozzno preku

pobliski odnosi na vtorata strana so evropskata ekonomska

zona i Evropskata Unija.



Dogovorni odnosi



                ccl.12

        Po vleguvanjeto vo sila na ovaa Vremena soglasnost

stranite vo nivnite megjusebni odnosi kje se rakovodat od

odredbite na slednite bilateralni dogovori sklucceni

megju Socijalisticcka Federativna Republika Jugoslavija i

prvata strana na 18 juni 1959 godina:

        a) Konvencijata vo vrska so zaemnite pravni propisi,

        b) dogovorot vo vrska so reciproccnoto priznavanje i

sproveduvanje na sudskite odluki i

        c) dogovorot vo vrska so hidroekonomskite prassanja

Stranite vednass kje se konsultiraat so namera da se

skluccat novi dogovori vo znaccajna mera sliccni na

pogorenavedenite.

        Stranite megjusobno kje se konsultiraat so cel da gi

identifikuvaat i drugite bilateralni dogovori sklucceni

megju Socijalisticka Federativna Republika Jugoslavija i

prvata strana koi kej se smetaat za soodvetni vo primena

za nivnite vzaemni odnosi.

        Stranite mozzat da skluccuvaat dopolnitelni

bilateralni dogovori vo oblasti od vzaemen interes.

        Zemajkji go predvid faktot deka vtorata strana e

zemja bez izlez na more, stranite vo nivnite odnosi kje

se vodat po soodvetnite odredbi na Konvencijata na ON za

zakonot za morinjata kolku ssto e toa prakticcni

primenlivo i vo praktikata i pri skluccuvanjeto dogovori

navedeni vo cclen 12.



                ccl. 14

        Stranite kje go pottiknuvaat razvojot na vzaemnite

prijatelski i dobrososedski odnosi i kje ja zajaknuvaat

ekonomskata sorabotka vo site sektori, vkluccitelno i

upotrebata na vodite. Tie osobeno kje gi promoviraat vrz

reciproccna osnova patnite, zzeleznicckite, morskite i

vozdussnite transportni i komunikaciski vrski koristejkji

ja najdobrata tehnologija ssto e na raspolaganje i kje go

ovozmozzat megjusebniot tranzit na nivnite stoki niz

nivnite teritorii i pristanissta. Stranite kje gi

poccituvaat megjunarodnite pravila i propisi vo odnos na

tranzitot, telekomunikaciite, oznakite i kodovite.

        Za ovaa cel stranite se soglasuvaat vednass da

stapat vo pregovori nasocceni kon brzo sproveduvanje na

dogovorite vo sorabotka so gorenavedenite oblasti

vodejkji pritoa smetka za obvrskite na prvata strana ssto

proizleguvaat od nejzinoto cclenstvo vo Evropskata Unija

i drugite megjunarodni mehanizmi. Vakvite dogovori kje se

odnesuvaat na vizite, rabotnite dozvoli, osiguruvanjeto

so zeleni kartoni, vozdussniot tranzit i ekonomskata

sorabotka.



Ekonomski, komercijalni, ekolosski i pravni odnosi



                ccl. 15

        Stranite kje gi zajaknuvaat ekonomskite odnosi na

site polinja.

        Stranite posebno kje gi poddrzzuvaat razvojot i

sorabotkata na poleto na vlozzuvanje kapital, kako i

industriskata sorabotka megju prtprijatijata. Posebno

vnimanie kje se posveti na sorabotkata megju malite i

sredni kompanii i pretprijatija.

        Stranite kje ja razvivaat i podobruvaat nauccnata i

tehnicckata sorabotka kako i sorabotkata na poleto na

obrazovanieto.

        Stranite kje ja intenziviraat razmenata na

informacii na nauccnata i tehnicckata dokumentacija i kje

se stremat zaemno da go podobrat pristapot kon nauccnite

i istrazzuvacckite institucii, arhivi, biblioteki i

Zavrssni klauzuli

        Site razliki ili sporovi ssto kje se javat megju

stranite vo vrska so tolkuvanjeto ili sproveduvanjeto na

ovaa Vremena soglasnost mozzat da se podnesat od koja

bilo strana  do Megjunarodniot sud na pravdata so

iskluccok na razlikata navedena vo cclen 5 stav 1.



                ccl. 22

        Ovaa Vremena soglasnost ne e nasoccena protiv niedna

druga drzzava ili subjekt i ne gi povreduva pravata i

obvrskite ssto proizleguvaat od bilateralnite i

multilateralnite dogovori ssto se vekje vo sila, a ssto

stranite gi skluccile so drugi drzzavi ili megjunarodni

organizacii.



                ccl. 23

        Ovaa Vremena soglasnost vleguva vo sila i stanuva

polnopravna na triesetiot den od datumot na

potpissuvanjeto od pretstavnicite na stranite spored

dolunavedenoto. Ovaa soglasnost ostanuva vo sila se

dodeka ne se zameni so definitiven dogovor so toa ssto po

sedum godini sekoja od stranite mozze da se povlecce od

ovaa Vremena soglasnost so pismen ukaz ssto kje vleze vo

sila 12 meseci po negovoto dostavuvanje do drugata

strana. So ova se posvedoccuva deka stranite preku

nivnite ovlasteni pretstavnici potpissaa tri kopii na

ovaa Vremena soglasnost na angliski jazik ssto kje se

registrira vo Sekretarijatot na ON vo rok od dva meseca

od datumot na potpissuvanjeto ON.
