SUMMARY OF POLICE AFFIDAVIT
IN SUPPORT OF SEARCH WARRANT
FOR A.D.L. OFFICES

SFPD INSP. RON ROTH DECLARATION
IN SUPPORT OF SEARCH WARRANT (SW)

1:        [Roth's declaration is a good overview and summary of
the investigation to date.  As it is a summary in
itself, only the relevant highlights are included
herein.]  Roth reviews searches of ADL offices in L.A.
and S.F., and searches of Gerard (G) and Bullock's (B)
houses, etc.  Roth refers to FBI interviews with
Bullock which are included herein, SFPD interviews with
Bullock which are included herein, and SW's for Gerard
and Bullock's bank accounts.  Roth also refers to
interview with L.A. attorney Hochman, who paid Bullock.
Roth notes that Bullock was paid $169,375.00 by Hochman
for the ADL.  Roth also notes that he spoke to former
ADL employee David Gurvitz, who's interview is included
herein.  Roth also spoke to Tim Carroll, a San Diego
County Sheriff's detective, who also had contact with G
and B.

4:        Roth summarizes in the section entitled "Data Bases"
the information obtained from confiscated computers
from the residences of B and G, which were seized on
12/10/92.  B's data base was divided into four
categories: "Arab," "Pinko," "Right," and "Skins."  G's
computer was divided into five categories: "Arab,"
"Pinko," "Right," "Skins," and "ANC."  Roth notes that
B's computer contained 9,876 files, the majority of
which were individuals with addresses, sometimes a
physical description, and comments, including group
affiliations and meetings attended.  B's data base
included references to 1,394 drivers license numbers
and license plates.  G's data base contained many of
the same files as B's, along with several later
entries.  G's data base had 7,011 files, with 824
references to drivers licenses and license plates.
References were also found to FBI, CII and local rap
sheet numbers.  Lists of groups were also found in the
computers and are itemized as Exhibit I.  Roth
concludes that B and ADL had "numerous peace officers
supplying them with confidential criminal and DMV
information."

5:        Under the title "Trash," Roth refers to two documents
from B's computer which referred to "Christic" and
"Christ 2."  Those documents, dated May 1988 and
1/10/90, include the names and numbers of employees of
the Marin and SJ offices, along with correspondence,
interoffice notes, and check information.  These items
were apparently retrieved from the trash of Christic
Institute.

6:        Roth also analyzes the bank records of G and B.  Roth
notes that G received $10,500.00 cash from 1990 to
1992, which was the money G may have split with B from
the South African agents.  Roth also notes that Bullock
received $12,808.00 in money orders and cashiers checks
from 1985 to 1988.

7:        Under the title "Operation Evesdrop" Roth described B's
contacts with an ATF informant known as "Scumbag."
"Scumbag" was a "highly placed member" of WAR, and was
responsible for the hotline messages of WAR, and had
the access code which allowed him to hear all of the
recorded messages left on the WAR hotline.  B had a
number of documents referring to messages left on the
hotline, along with individual CDL, vehicle
registration info, and P.O. box info.  The document
also referred to a number supplied an "official friend"
who was believed to be law enforcement.  This info was

8:        Roth refers to material seized at the S.F. ADL office
with documents and reports referring to "Operation
Evesdrop."  Those include the same info taken from B's
data base.  ADL files also show a note on ADL
stationary from Richard Hirschhaut along with the names
of Irwin Suall and others.  Roth notes that B said that
he personally discussed "Operation Evesdrop" with
Hirschhaut and handed him the reports.

9:        Roth also refers to checks from a "secret fund" in an
L.A. bank which shows payments to B and payments for
expenses for the L.A. operation.  Roth concludes that B
was an ADL employee.  Roth notes that all salary checks
came from the N.Y. office of ADL and that there were
other informants in Chicago, St. Louis, and Atlanta.

10:       Roth summarizes info not found in the searches of the
ADL offices, such as employee records, phone records,
and info on AAADC.  David Gurvitz told Roth that
numerous files were kept on AAADC.

11:       Roth notes that no employee or tax records were found
to reflect that B was an ADL employee or that taxes
were paid by him or for him.

12:       Roth believes that B was an ADL employee for 25 years
and was paid each week by attorney Hochman, who was
reimbursed by the ADL.  Roth also believes that B had a
desk in the S.F. ADL office and received his
assignments from ADL director Rick Hirschhaut and N.Y.
head Irwin Suall.

12-16:    Roth summarizes documents expected to be found in
searches of the S.F. and L.A. ADL offices.

18-22:    Exhibit 1 - list of items Roth expects to be found in
L.A. and S.F. ADL offices.

28-33:    [This affidavit is a good summary of the investigation
to date and overview of the evidence seized from the
L.A. and S.F. offices of ADL, the residences of B and
G, and G's storage shed in Sausalito.  Only relevant
highlights are included herein.]

29:       Roth summarizes interviews with B which are included
herein.  Roth says that B and G's files include over
10,000 individual names and several hundred entries
which include confidential rap sheet and DMV
information.

30:       Roth refers to interview with B who says he was paid
$15,000.00 by SA agents and that he shared half of that

B to G which B said was a repayment of a loan to

47:       Carroll works with the San Diego SO's "Special
Investigation Division."  Carroll admits he has had
contacts with Sandy Gallant, Gerard, and Bob Hulsey.
Carroll refers to sharing info with G about a PFLP or
DFLP group connected with a San Francisco family.  That
was in 1985.  Carroll admits knowing B for five or six
years.  Carroll admits working with the San Diego ADL.
Carroll met B at conferences sponsored by the FBI in
Portland.  Carroll admits traveling to Israel on ADL
trip along with G, but not B.

52:       Carroll refers to B's letter to SA Consulate in L.A.,
and the FBI putting a mail cover on B's P.O. box.

54:       Carroll refers to informal relationship with B and
possibly G about passing information back and forth.

60:       B told Carroll that he had received files from SFPD
that were going to be destroyed.

EXHIBIT B - FBI INTERVIEW OF ROY BULLOCK

107-146:  [Lengthy and detailed FBI interview of B conducted on
1/22/93 and 1/26/93.]

107-110:  B recounts history of his relationship with ADL.  B
first conducted investigations for Indianapolis ADL
from 1954 to 1960, and the FBI.  B attended World Youth
Festival in Moscow in 1959, and continued
correspondence with American communists.  B provided
FBI with information on communist and right-wing
organizations.  In 1960, B moved from Indiana to So.
Cal.  B continued investigating for the ADL.  B began
to be paid at the rate of $75.00 per week, which
increased to the amount he was currently receiving of
$550.00 per week.  Payments were always designed to
disguise the ADL as the source.  Checks were paid to
him by attorney Hochman.  B was collecting information
on right-wing groups by attending their meetings and
corresponding with them.

110:      B provides ADL with written reports on his activities.
Reports go to the nearest ADL office, which reports
them to the ADL Hq. N.Y.  B says that person in charge
of "fact finding" is Irwin Suall.  B says he had
minimal contact with police agencies in So. Cal.  B
says that CIA contacted him once in Seal Beach in 1964
to talk to him about the Nazi party in British Guyana.

111:      B moved to S.F. in 1978 or '79.  B notes that there was
already another "fact finder" working in S.F. who had
been infiltrating the local Arab community, but he was
exposed.

112:      B investigates Arab groups including the AAADC on
behalf of the ADL.  B also investigated the National
Association of Arab Americans.  B writes reports to ADL
and refers to police sources as "official friends."

113:      B developed contacts with SFPD, including Gerard, after
a bombing case.  B related that he obtained information
on such groups as "No Business As Usual" and provided
that information with G, who worked with the SFPD
intelligence unit.

114:      G provided B with info including criminal history,
vehicle and drivers license information.  B estimated
that G gave him info on 50 drivers license and vehicle
registration checks.  G also ran a "lesser number" of

115:      G also gave B info from SFPD files including complete
files, police surveillance photos, and P.O. box holder
info.  In 1989, G gave B complete SFPD files on the
NSWPP, which were supposed to be destroyed.  G included
much of that info on his computer.

116:      B says that he got a list of names from the Arab
Palestine Fund, not from G but from an anonymous source
in Berkeley.  B also got information from the November
29th Committee on Palestine by taking trash from that
organization's office.  B admits that the files
recovered from his house were the ones that G gave him.
B recounts that it is a mistake to destroy files.

117:      B relates story about borrowing $5,000.00 from G and
repaying him that money with $500.00 interest.  B says
that they received money between 1987 and 1991 from
South African (SA) agents.  B relates that he warned
the SA Consulate in L.A. about speaking at a meeting in
Las Vegas organized by Liberty Lobby's Carto.  In 1987,
G called B to tell him that a SA agent wanted to meet
with him.  B and G met with the SA agent in his hotel,
who introduced himself as Mr. Humphries.  The SA agent
said he was interested in info on anti-apartheid
activities in the U.S.

118:      The SA agent offered to pay B $150.00 per month.  G was
present at this meeting.

119:      B began to send to the SA agent information on the S.F.
Anti-apartheid Committee and other info which B termed
"public source" info.  B says that the SA agent wanted
info on Melvin Belli, his wife, and Desmond Tutu.
There was a second meeting with the SA agent about six
months later, which G also attended.  The agent gave B
$500.00 cash.

120:      B says that he split the money with G.  B said that he
and G agreed that they would split the money from SA
equally in the future.  B continued sending reports to
the P.O. box the SA agent gave him.  Six months later,
B received another phone call from a new SA agent, who
identified himself as "Louie."  B met with Louie alone.

121:      "Louie" told B that he had another informant on the
west coast, a member of YAF, who had infiltrated
Technica.  Louie asked B for a report on Technica.

122:      B received $750.00 cash from Louie.  B continued to
meet with Louie from 1989 to 1991, and estimated that
there were six or seven meetings.  G was present at all
of the meetings except the first and last one.  B
estimated that they were paid $15,000 to $16,000 cash,
which B split equally with G.

124:      B recalls giving the SA agent reports on Kevin Danaher,
and that some of the reports on Danaher included info
from his trash.

125:      [FBI interview resumes on 1/26/93.]  B states that he
estimates that they had from 8 to 10 to 12 meetings
with the SA agents all in S.F.

127:      B states that most of the info was from public sources
such as local newspapers.  B relates how he provided
the SA's with a chart on the local anti-apartheid
groups.

anti-apartheid group.  B describes how he went over and

for a diagram of the office, but had second thoughts
because he was afraid that he would use it to

whom he obtained info which he forwarded to the SA's in
his reports.

that once he went to the CIA office in L.A.  B said
that when he was in the office, no one else was there,
he looked into a file cabinet, and saw a file on a
"well known left wing leader."

142:      B discusses how in 1990 he was contacted by an FBI
agent about "South African agents in the Silicon
Valley."  FBI agent Tang gave B a pager number to
contact her the next time B was contacted by the South
Africans.  The next time, B did page the FBI agent, but
she did not call him back in time.

143:      B said that the last time "Louie" called him, he said
not to bring G to the meeting.  Louie thanked B for his
efforts and paid him $1,500.00 cash.  B understood this
to be their last meeting.  B denied telling Louie about
his being contacted by the FBI.

144:      The FBI agent doing the interview then showed B a
letter to the South Africans, which referred to the FBI
agents, which had been retrieved from B's computer.

145:      B then stated that he never sent that letter to the
South Africans.


EXHIBIT C - SFPD INTERVIEW OF BULLOCK - 2/25 AND 26/93

?:        B first met G in 1986 at a meeting at the ADL office
with Sandy Gallant.  Three months later, he met with G
at the ADL office again with ADL director Hirschhaut.

153:      B describes contacts and exchange of information with G
while he was at the Intelligence Division.  B also got
to know S.G., who would call him.

155:      B describes getting CDL, DMV and P.O. box info from G.

157:      B got info from "quite a few" police agencies.  B
worked for the "Fact Finding Dpt." of the ADL.  B gave
G info less than 50 times on CDL, DMV and P.O. box
info.

158:      Criminal history info was not very often.  One example
was of the head of WAR, Carl Qualer [sic].

165:      B got info from G once on person who may have
threatened D. Gurvitz in L.A.

166:      That person's name was Francu.

170-173:  B discusses incident involving Rick Eaton where he and
Gurvitz may have "burned" him.  Eaton was an employee
of the S. Wiesenthal Center in L.A.

175:      B says that $5,500.00 cash payment to G was repayment
of a business loan to buy Japanese prints.

180-181:  B describes incident with skinhead Steven Charles,
whose apartment was "hit" one night by G.  B says they
brought all of the stuff to the PD, where they invited
him to go and look through all of the material.  He met
Sandy there.  B says that "Tom's boss was there, too."

182:      G gave B copies of some of the materials on Charles.  B
used that info for an ADL report.

185:      B got info on Charles from G and ATF.

189:      B says that he found G about anti-Hongisto leaflet
which appeared in the Castro with Hongisto's phone
numbers.  G sent his partner Fred Molat to take down
one of the leaflets in the Castro.

190:      B says that S. Gallant was in charge of the right-wing
desk at SFPD and would call him for information on
people.

193:      B says that Lou Ligouri [sic] from SFPD [?] came over
to the ADL office three or four times.  He also talks
about going through the trash of Carl Hohler [sic] and
retrieving anonymous letters, messages, etc.

198:      During the anti-Hongisto demos, G would call B, and B
would tell G about fliers which he found in the Castro,
info re demos, how many people to expect, etc.

199:      B describes going to an Act Up meeting at the Women's
Building after the Castro police sweep.  [Please note
he was spotted there by certain NLG members and
followed to his car.]

200:      B describes Rodney King protest being led by the BSU
from S.F. State.  B says that "leading column of the
BSU started by, and as soon as they passed me they took
out ball-bats and began smashing every car windshield
in a line down the street.  B says that he did not go
to any meetings planning those protests.  B describes
some meeting where he was denounced as a "Jewish spy"
by Steve Zeltzer.

201:      B says that he called G re an Act Up meeting, and G
said that he didn't want to hear about it.

202:      B describes meeting with FBI on 9/29 [?] when they
played a tape recording between him and G dealing with
some FBI confidential document on the Black Muslims.

206:      B describes infiltrating the CP and going to the 1957
Youth Festival in Moscow, when he gave the FBI a full
report when he returned.

208:      B describes meetings with FBI in S.F. which were
probably set up by G.

209:      FBI was interested in the RCP and "No Business as
Usual."  B went to some of their meetings in Berkeley.

210:      B wrote a report which was entitled "No Business As

them as a bunch of "gasbags and hot-air artists."  B
says that the FBI guys got a good laugh out of that
report.

211:      B says that he was paid $500.00 by the FBI for his
services by agent Frank Doyle.

215:      B describes going through the trash of a Libyan who
apparently lived in his neighborhood.

216:      B states that the FBI was interested in Technica.

223:      B says that he had a small desk at the ADL file room
where he kept hard copies of the file and a card file
index.

224-225:  B describes incident with ATF informant "Scumbag."
"Scumbag" was a "professional criminal" who had a long
record which the ADL didn't want to be associated with.
But it seems that the ADL still paid $300.00 for the
informant's information.

232:      B says that I. Suall knew that B was using "Scumbag" as
an informant.

239:      B describes going through the trash at the Christic
Institute.

240:      B describes how he "couldn't resist" going through the
trash of different groups.  Inspector Roth states that
"it sounds like a cop going by a donut shop."  They
both talked about what a cute name "Bad Cop No Donut"
is.

242:      B begins to describe his relationship with the ADL.  He
began his relationship with them in Indiana in 1954.

244:      B moved to So. Cal. in 1960 and started getting paid by
the ADL at $75.00 a week and now makes $550.00 a week.
He never had a job description and there were no
records kept.  He was paid through the mail by attorney
Bruce Hochman.

246:      B describes how he maintains the files for the ADL.

248:      B says that the only ADL people who had access to the
files were R. Hirschhaut and two Ast. directors.

251:      G brought B several boxes of files from the SFPD
Intelligence Division.  Two of those boxes contained
police files on the NSWPP.

252:      There was also a file on the Palestine Arab Fund.

256:      B refers to some file which had to do with the CHP
investigation of the PLO regarding staging auto
accidents.

1983-86 membership list from an anonymous source in

where he had a lot of files.  G also gave B police
surveillance photos, report on the PFLP, and a file on

261:      B then says that the CHP file and Arab Palestine files
came from the ADL office.  The American Nazi Party file
came from the SFPD.

264:      B says that he met with an IRS agent in the ADL office
and IRS offices regarding some right-winger by the name
of Roger Elvick.

266:      B describes going through trash cans with an ATF agent
at Hohler's house.  B says he was never paid by the
ATF.

272:      B describes 8/1/91 memo re S.F. skinheads where G
provided criminal history numbers, CII numbers, CDL
numbers, and vehicle reg info.

277:      B says that he paid "Scumbag" at least three times
probably $300.00 to $400.00.  B told I. Suall about
"Scumbag."

281:      B got the names in his files from left- and right-wing
journals, letters to the editors, radio and TV
stations, names from demonstrations.

trips to Israel for PO's.

agencies to share info.

342-348:  B discusses getting copies of FBI reports, including
reported Black Muslims from the L.A. ADL office.

350:      B does not believe that he received any of the SFPD
files on the DNC.

351-352:  B still received DMV info from G when he was in the
Gang Task Force.

355:      Insp. Roth tells B about a file found in the ADL office
about a "Arab citizen" who was detained by G last night
and his photos, fingerprints card, etc. ended up in the
ADL file.  B says that if those documents are in the
ADL file, then G "undoubtedly gave them to me."

League.  The briefcase contained numerous articles
including passports, IDs from El Salvador, Costa Rica,
Guatemala, Honduras, with Gerard's photos on them.  The
photos of "dark haired males" blindfolded and/or
chained to a chair.  One envelope also is labeled
"Interrogation Training Farm Prison 1984."  [See
newspaper article re Gerard's explanation for these
items - L.A. Times 4/27/93.]

EXHIBIT G - SFPD INTERVIEW OF DAVID GURVITZ - 1/28/93

377:      DG says he worked for the ADL in L.A. from March '89 to
10/9/92.  He was the fact finding librarian, who
maintained the files on west coast "extremist groups."
The also got copies of memos from Denver, Phoenix,
S.F., and Seattle.  His supervisors were Betsy
Rosenthal and Tzvia Schwartz.

378:      They had private mail drop for literature, went to
meetings, etc.

381:      I. Suall was national fact finding director for ADL.

382:      DG had a working relationship with B.  DG spoke to B on
the phone two or three times a week, and sometimes B
would go to L.A. to meet with him.

384:      DG would call B for info on individuals and sometimes
would give CDL info, CII number, and criminal history
number.

388:      DG refers to an informant by the name of "Scout" who
was the head of some skinhead group.  ADL was paying
"Scout" as an informant.

392:      ADL paid "Scout" $200.00 a week, which DG totaled up to
be $18,000 over two years.

408:      DG says he saw the report on the Nation of Islam at the
L.A. ADL office.

409:      He assumed it was from Betsy Rosenthal because there
was a memo attached to the report dated 1988 which was
from her to I. Suall, saying that she received it from
a "highly confidential law enforcement contact."

419:      DG says he had no relationship with the SFPD.

422-424:  DG discusses what he knows about B and G and the South
Africans.  B told DG that he told the SA's about the
FBI.  DG says that the ADL routinely collected info on
anti-apartheid groups in the U.S.

426:      B asked DG not to tell the FBI about the money from SA
because "it means a prison term."

427:      DG admitted that he lied to the FBI in the first
interview re B receiving money from SA agent Louis.

429-431:  FBI asked DG re questions re specific documents from a
computer.  DG admits that the L.A. ADL office has files
on Ron Dellums and Gerald Horne.

432:      DG admits writing reports re PFLP members who were
members of the Palestine 8.  Those reports were sent to
N.Y. and S.F.

433:      DG admits that the FBI [?] report on the Nation of
Islam was in the ADL files and that B. Rosenthal wrote
a memo that it had been obtained from "official
friends," which meant a law enforcement source.

434:      DG admits to receiving information from three L.A.
County Sheriff's deputies, Tom Greep, Jerry Whitfield,
and Ken Indick, but that B was his main source for
access to computerized law enforcement records.

I think that we all owe a big thanks to Yigal Arens for providing all

Normandeau Newswire readers may be the first to learn that requests have
been made of the various D.A.'s of NYC to look into ADL activities
within the five boros.

Irwin Saul who has been mentioned in the previous messages is believed
to work out of the NYC office of the ADL.

Yigal Arens is believed to be the son of former Israel Defense Minister
Arens.

Yigal Arens is believed to have initiated legal action against the ADL.

Via Internet email I may be getting more info on the ADL.

The Bronx County DA has stated that he does not feel that his office
should be involved. However, I have seen what appears to be a deposition
by a former Bronx political activists who alleges in this apparaent
deposition to hvae been victimized by the ADL.
