ISS:Legislation on Abortion 1986

   This is a reprint of The Life Advocate, a newsletter published by
The Christian Action Council of Southern California dated October 8,
1986.

   FEDERAL LEGISLATION

   NATIONAL UPDATES

   On September 17, William Rehnquist was confirmed as the 16th Chief
Justice of the Supreme Court to replace retiring Warren Burger. Antonin
Scalia was confirmed as the 106th associate justice. Both justices are
noted for their conservative stand on constitutional interpretations,
thusly leading the way for two more steps towards overturning the 1973
Roe vs. Wade decision.

   The Hyde Amendment was approved in its' original form (without the
threatened rape/incest exception) by the Senate. This amendment
prohibits federal funding of abortion except for the life of the mother.

   The Senate voted to continue abortion funding in the city of
Washington, D.C. California Senators Cranston and Wilson both voted to
continue the funding.

   Announced on September 17, the Department of Health and Human
Services has changed a requirement in the Title X guidelines which
previously required that all Title X grantees must refer for abortion.
New guidelines require only that agencies refer in cases of
endangerment to the mother's life. The significance of this change lies
in that Title X funding is a primary source of federal money regarding
family health issues. Heretofore, pro-life agencies who would not refer
for abortion were barred from access to this money.

   STATE LEGISLATION

   GOVERNER VETOES SCHOOL CLINIC BILL

   Governor Deukmejian wrapped up the 1986 legislative session with a
pro-life/pro-family vetoe.

   AB4328 only required the signature of the governor for it to become
law. AB4328 would have provided for our tax dollars ($300,000) to pay
for school health clinics which would provide access to contraceptives
and abortion referrals to children in junior high and high school. For
those who believe that contraceptives might not be such a bad idea for
teens, please bear in mind that since contraceptives have been provided
so readily through Planned Parenthood and other government funding
sources, that teen pregnancies have increased, thereby negating the
belief that knowledge and accessibility to birth control by teens will
cut the number of teen pregnancies. Sexually transmitted diseases are
also on the rise.

   Please send letters to Governor Deukmejian thanking him for his
support...and remember this at the polls in November.

   We can make the difference!

   The California State Legislature will reconvene on December 1, 1986.

   PRO-LIFE HOTLINE TO BE IMPLEMENTED

   As a side result of raising funds to advertise on KBRT, an all state
"800" pro-life hotline will be implemented during the second week of
October, if Congress is still in session and pro-life issues are
pending. The number is 1-800-992-VOTE. If the hotline is not
implemented at this time, please watch for announcements in future
newsletters.
