"The idea was to improve the human race, force the hand of evolution.
A secret government project to implant microchips in babies' brains.
Their intelligence was amplified, but their lifespan shortened.  Then
the order came down - bury the project, eliminate the witnesses.  Ed
Bellamy knows too much, so they framed him for murder.  He hit the
road with the only friend he's got left.  Maybe he can outrun them,
but he can't outrun his mind.  He's coming apart, dream by dream.  His
only chance of survival is to find Victor Heisenberg, the doctor who
put the chip in his head.  If he fails, or they catch him first, he
will be... Dead at 21."

Lisa Dean Ryan played Doogie Howser's girlfriend.

In the series opener, the victim of a government experiment to create
superintelligent humans learns the cause of the strange dreams he has
been having, and that he will self-destruct by his 21st birthday
unless he finds the scientist who "created" him by implanting a chip
in his brain.  He becomes a fugitive when he and Maria, a girl who
crashed his 20th birthday party, are accused of killing another
"cyb" actually shot by a government agent named Winston, who is
tracking down all the cybs and killing them.
