The Records Declassification Division systematically reviews
security-classified documents accessioned by the National
Archives.  Under the terms of Executive Order 12356 on "National
Security Information," effective August 1, 1982, and the
implementation directive issued by the Information Security
Oversight Office, classified information accessioned by the
National Archives will be reviewed systematically before it
becomes 50 years old.  File series concerning intelligence
activities, intelligence sources and methods, and cryptology
dating after 1945 are not to be reviewed systematically before
they become 50 years old.  Priority for declassification review
is given to records of research interest and records containing
significant portions that are potentially declassifiable.

Researchers should address any questions about the records to the
unit holding them and should bear in mind that other restrictions
may prevent the release of some records even though they have
been declassified.

declassified in full and 25 pages were declassified in part.  The
newly declassified material is from the Psychological Strategy
Board Files and the papers of Leon H. Keyserling and John H.

For the second quarter of FY 94, the Eisenhower Library forwarded
to Washington 3,852 pages of security classified material under
provisions of the mandatory review program.  The library also
forwarded 5,915 pages of security classified material on civil
defense to the Federal Emergency Management Agency as part of a
declassification project.  The documents were from the records of
Dwight D. Eisenhower as President, White House Central Files
(Confidential File); White House Office, Cabinet Secretariat;
White House Office, Office of the Special Assistant for National
Security Affairs (various series); the White House Office,
National Security Council Staff (Executive Secretary's Subject
Series and OCB Central Files) and the White House Office, Office
of the Staff Secretary (Emergency Action Series).

The agencies returned 1,152 pages of declassified material, 479
pages of material declassified in part and 240 pages of exempted
material through the mandatory review program.  Openings of
interest through mandatory review included 14 NSC Summaries of
Discussion, 1953-57 (217 pages) from the papers of Dwight D.
Eisenhower as President (NSC Series); miscellaneous reports,
memoranda, and letters on Radio Free Europe, 1953-54 (90 pages),

Records of the District Courts of the United States (Record Group
21, 171 cubic feet).  Admiralty, civil action and criminal case
files, 1961-67, from the U. S. District Court for Connecticut
(accretions to previous holdings) and a name index to litigants
in law cases heard in the Federal courts at Hartford, 1878-1923.

Records of the Forest Service (Record Group 95, 2 cubic feet). 
Scientific research files from the Durham, NH, Forestry Research
Station, 1947-67.  They cover studies in such subjects as timber
management, wildlife habitat, insect and disease control,
watershed management, forest fires, public health and pollution

Records of the Public Building Service (Record Group 121, 30
cubic feet).  Original architectural drawings and blue prints of
significant Federal buildings in New England such as the Customs
House in Providence, RI; the John F. Kennedy Federal Building in

research, development and manufacture and are accretions to

General Records of the General Services Administration (Record
Group 269, 4 cubic feet).  These Real Property Case Files, 1967-
68, are accretions documenting the sale or donation of Federal
surplus property to state or local governments or individuals. 
The properties include former military installations, public
housing projects, veterans' hospitals, Nike missile sites and
other lands, some of which became state parks and national
historic sites.  The case files consist of memoranda, cost
estimates, plot plans, newspaper clippings, appraisal reports,
bids, photographs and copies of legal documents such as deeds. 
There is also correspondence between various officials and

The Papers of Thor M. Smith, staff member, Public Relations

primarily to his work with the Public Relations Division of
SHAEF, 1944-45.  The collection includes his 201 file, 1942-63;
his diary, June-Sept 1944; and his letters home to his wife,
1944-45.  Post-war material includes his correspondence with
Dwight D. Eisenhower and others who had served at SHAEF.  Most of
the material concerns his relations with press correspondents who
were assigned to SHAEF.  Especially well documented is the
incident where Edward Kennedy of the Associated Press prematurely
released news of the German surrender on May 7, 1945.  Also
included in the collection are books, magazines and other printed
material; several photographs and tape recordings; and artifacts

Papers of Virgil L. Couch, Director of Industrial Preparedness
and Security, Federal Civil Defense Administration and successor
agencies, 1956-72 (12 cubic feet).  The bulk of this collection
spans the years from 1951 to 1972 when Mr. Couch served in the
U.S. civil defense program.  By the time he retired Mr. Couch had
earned the title of "Mr. Civil Defense."  The collection is
primarily made up of printed or mimeographed materials relating
to the civil defense programs of the three agencies for which Mr.
Couch worked.  Also included are articles, speeches, notes,
memoranda and correspondence by Mr. Couch on a variety of civil

Secretary's Series, 1962-67 (6.5 cubic feet).  The Secretary's
Series consists of two subseries, a subject subseries which
covers the years 1964-65, and a correspondence or reading
subseries, 1962-67, comprised of carbon copies of outgoing
correspondence of President Eisenhower.  The Secretary's Series
may have been created in order to have readily available certain
important materials frequently needed by President Eisenhower

that contains extensive documentation on Mr. Wheeler's careers in

A deed for his papers was received from Nicholas Katzenbach,

In the National Security Files of the Presidential Papers of John
F. Kennedy, 29 folders containing recently opened documents
relating to U.S. nuclear testing were made available in the
following series: Departments & Agencies, Subjects, Meetings &
Memoranda and the Carl Kaysen file.   

The Library has produced and made available a list of documents
declassified as a result of mandatory review activity during
1993.  It is available on interlibrary loan or may be purchased
for $6 by contacting the Library's archival Foreign Policy Unit.

Presidential Recordings:  An updated Kennedy Presidential
Recordings preliminary finding aid has been created, combining
many of the features of earlier efforts to describe this
collection with new material, an index and information on the
status of specific recordings.

John F. Kennedy Assassination Records Collection Act.  In
continued compliance with the 1992 Act, 4,500 pages of Robert F.
Kennedy's Attorney General desk diaries, telephone logs and
telephone messages were photocopied and sent to Washington for
inclusion in the National Archives Assassination Collection.

Papers of Ellsworth Bunker, Ambassador to Italy, 1953-56 (5 cubic

Recordings and transcripts of conversations and meetings that
relate to the Kennedy assassination.  Duplication and review of
additional recordings were completed for the following periods: 
January, February and September 1964; December 1966 through
January 20, 1969.  All of the December 1963 telephone
conversations, as well as those selected conversations dealing
with the assassination from these later periods, were opened for
research on April 15, 1994. 

Oral history transcripts of Morris Abram, a Georgia lawyer active
in civil rights issues, who was appointed U.S. representative to
the United Nations Commission on Human Rights in 1965.  Material

Papers of John E. Robson, 1966-1993 (14 cubic feet and 4 oversize
scrapbooks).  The material spans Mr. Robson's careers in OMB and
as Undersecretary of Transportation and Administrator of the
Urban Mass Transportation Administration during the Johnson
Administration, and as Chairman of the Civil Aeronautics Board in
the Ford Administration.  Included is material related to wage-
price controls, the Cost of Living Council, the Economic Summit
on Inflation, the Ford economic program and especially airline
deregulation.  Also included are materials from the Nixon
Administration, Reagan-Bush Presidential transition, and Mr. 
Robson's service on the Aviation Safety Commission and the
National Commission to Ensure a Strong Competitive Airline
Industry.  The bulk of the collection consists of chronological
files, correspondence files, speech and testimony files and
scrapbooks. Material unprocessed.

The Research Interviews of Christopher Lamb, scholar, 1980 (2
audio tapes).  The interviews were conducted by Lamb with William
Colby and Brent Scowcroft, as part of research for his book,
"Belief Systems and Decision-Making in the Mayaguez Crisis."

Accretion to the Papers of H. Guyford Stever, 1987-93 (25 cubic
feet).  Director of the National Science Foundation, 1972-76;
Director of the White House Office of Science and Technology
Policy, 1975-77; and science consultant, 1977-present.  The
materials pertain to Mr. Stever's professional activities during
the period 1987-93, with organizations such as the Carnegie
Commission on Science, Technology and Government, and Woods Hole;
his business/consulting activities; and fusion research issues.

Accretion to the Papers of Robert T. Hartmann, 1941-92  (10 cubic
feet).  Counsellor to the President, 1974-77.  The materials
relate to Mr. Hartmann's long career and association with Gerald
R. Ford.  Included are materials related to Mr. Hartmann's World
War II naval service, his journalism career with the Los Angeles
Times and his role as senior advisor and speechwriter for Mr.
Ford as congressman, Vice-Presidential nominee and former
President.  Material unprocessed.  

Accretion to the Papers of Gordon Vander Till, 1960-68 (75 pages
and more than 100 still pictures).  Director of Congressman
Ford's Grand Rapids Office, 1969-74.  The material is related to
the Ford for Vice President Committee, 1960, and also includes
black and white photographs, 1965-68.   Material open.

Accretion to the Gerald R. Ford Materials duplicated from other
Presidential Libraries (2 audio cassettes and 90 pages).  
Recordings of 24 selected telephone conversations between
President Johnson and various individuals, including one between
Bill Moyers and Eugene Rostow, concerning the formation of the
Warren Commission.  One conversation is between President Johnson
and Gerald R. Ford, and Ford is mentioned in other conversations.

Also included is a transcript of the recordings, a narrative
description of the collection and a copy of the inventory of all
conversations released for November 1963.  Material open.   

File segment of the Papers of Arthur Burns   (3 cubic feet).
Chairman of the Federal Reserve Board, 1972-77.   The segment
includes transcripts of all Federal Open Market Committee
meetings, March 1976-March 1978, and background papers and
briefing materials for the February-May 1976 meetings.  

The White House Social Office Central Files, 1974-77 (337 cubic
feet).  The material consists of the filing system shared by the
White House East Wing staff, who assisted Mrs. Ford and the Ford
children in their public activities.  Included is a Subject File,
Name File, and Bulk Mail File.  The bulk of the material consists
of correspondence with the general public, concerning views on
public issues, expressions of support or criticism, holiday
greetings, invitations, schedule requests and plans, and
assistance requests and offers.  Access is limited to advance
requests for specifically identified files in limited quantities.

On January 3 the Library opened for research 14 White House exit
interviews that had been conducted by National Archives and
Records Service staff during the Carter Administration.  Eighty
of the 164 interviews are now available for research.  Additional
interviews will be opened as review and reproduction of the
audiotapes are completed.

The Library also opened for research an oral history interview
conducted with Rosalynn Carter in December 1974, while she was
First Lady of Georgia.  The interview was conducted by Joyce
Gallagher of the Georgia Department of Archives and History.
