Introduction

How this guide is organized:

     This guide is divided into four main parts:  A
table of contents followed by a long body of
descriptions and addresses; miscellaneous items
including non-governmental sources;  explanatory
material discussing decisions we made about guide
organization and information about how to use it
along with resources to check for help; and a
comprehensive index.  This index is an important part
of the guide.It is an alphabetical list of the specific
contents cross referenced to the broad resources in the
guide.

Acccess (caveats):

     It has been frequently noted that information on
the Internet is in constant flux.  Government sources
are relatively more stable, reliable, and plentiful
than information in many subject areas.  Still, users
need to maintain a dispassionate attitude and a
critical eye toward what is available.
     The Internets constant ebb and flow mean that
what exists one moment may disappear the next; and
that, happily, what does not exist one moment may
appear the next.  Evaluating currency is a constant
challenge and is something users need to undertake
themselves.
     Due to the web-like interconnectivity of Internet
resources, there are almost always several pathways to
any specific source of information.  In our guide, we
have tried to choose the least complicated, most direct
path that works.  Where feasible, we give alternative
paths.  Many of the sources in this guide are on
gophers.  Please remember gopher menus change at the
whim of the gophermeister; chances are the same
information is there under a different title.

     COMMENTS: The Commerce Business Daily announces
               opportunities to bid on proposals
               requested by the Federal Government.
               These pages are provided for free by
               CNS On-line Systems and Softshare
               Government Information Systems.  They
               will, for a fee, set up company profiles
               and automatically mail articles that
               match the company profile and include
               information about what previous awards
               have been granted from similar requests.
                    Users can search a one day or ten
               day index by keyword.  CBD is updated
               every business day.  Keyword searches
               return a list of CBD entries describing
               the project(s) being requested, amount of
               funding, and contact people.
                    This site also offers a list of toll
               free numbers for practically every
               airline in the world.  Search alphabet-
               ically.  Additionally, users can search
               the Harvard Business Review Index here
               and get a single, trial copy of the
               Internet Business Journal under the
               Economics menu (Commerce Business Daily
               is also under the Economics menu and the
               Enter the CNS Gopher menu).  This is an
               interesting site with diverse offerings.

  5.2 Economic Bulletin Board

     COMMENTS: Largely a subscription source.  Guests
               limited to 20 minutes and extremely few
               choices of files.  Guests may access
               the release dates calendar and
               search/download a very few guest
               available files.  Guest connection
               disallows access to GAO reports, TOPs,
               and the list of basic files. Subscribers
               to the fee-based version have access to
               over 700 files updated daily.  Although
               this is a direct access link, much of
               the same information is provided (with
               almost the same currency) through the
               University of Michigan's gopher which
               contains many downloaded files from the
               EBB and which does not limit connection
               time for guests.

                    Most of these files are presented
               in table format and are current. The U-M
               Library says the files are updated daily
               when possible. This service is provided
               voluntarily by the University of
               Michigan.  Some of the larger data files
               are compressed in MS-DOS specific
               format.  Files can be accessed with DOS
               machines from una.hh.lib.umich.edu in
               the /bin directory via anonymous ftp.
                
  5.4 Economic Conversion Information Exchange

     COMMENTS: This is a valuable resource for anyone  
               interested in defense conversion issues.

               President; Adjustment Programs and Laws  
               -- information on base clean-up, property  
               disposition and a defense conversion  
               bibliography; Contributed Experiences --  
               case studies of Nashua, New Hampshire and

               divides the U.S. into regions and for  
               each region includes employment by  
               industry and personal income and earnings

               phone and fax number and can search the
               Congressional Directory itself.  Very
               easy to use.

     COMMENTS: Several hundred thousand economic time
               series have been made available by the
               University of Maryland.  These include
               national accounts, labor information,
               price indices, current business
               indicators and industrial production.
               Certain information that can be updated
               from Commerce's Electronic Bulletin
               Board are updated within a few days of
               new data release.  These include the
               National Income and Product Accounts and
               the Business Conditions Indicators among
               others. Other files are updated less
               frequently, not less than once a year.
                    These are data files.  The
               procedures for downloading and reading
               them are complicated.  In order to use
               this information effectively, it is
               essential to read the README document,
               and within the Instructions
               subdirectory, the CONTENTS.DOC and
               GUIDE.DOC which give a detailed table of
               contents and instructions.
                
  7.2 New England Economic Data Center (NEEEDc)

     COMMENTS: This site contains everything from
               unemployment to housing to energy
               statistics going back to 1969 and the
               data are updated monthly.  The focus is
               mostly on New England but many files
               also include some national data.  It
               also has the gross state product data
               produced by the Bureau of Economic
               Analysis.  These files are fully
               compatible with Lotus 1-2-3 and Quattro.
               There are problems ftp-ing from this
               site using the "Fetch" client.  However,
               regular ftp works fine.  Login with
               "anonymous" and use your e-mail address
               as a password.  Directories include
               "bea" for Bureau of Economic Analysis
               Data, "fbb" for Federal Reserve Bank of
               Boston data.  Access the read.me file
               for information on analyzing data using
               Lotus and Quattro.

               topics.  We found most statistics to be

               data and then choose to be led through

               connected to GLIS through a DOS
               compatible PC using PC-GLIS software
               (information on how to get the software
               is provided) or via an X-window system.

E. Acknowledgements and Explanatory Notes
     Description:
This guide is the product of over 3 months of
searching/cruising the Internet from September through
December of 1993 (with updates through February of
1993).  We sought to include any major
sources of Government-published information that might
be of use to anyone interested or involved in business
or economics. Before and during this time, several
other government and economics guides came out, notably
those produced by Blake Gumprecht, Bill Goffe, and
Maggie Parhamovich.  We are indebted to these
individuals and have drawn on their work.  We have
sought to make our guide as comprehensive a source of
government business and economic information as we
could  and we include a few related useful non-
government sources too.  Still, there are, no doubt,
omissions.  We would appreciate suggestions about
additions that would be helpful and/or comments with
ideas for how this guide could be improved.
    In order to provide the most complete access to very
broad categories of information, we have found it
necessary to list multiple access points.  If URLs
differ, we have listed all versions we found.
Hopefully by sacrificing a bit of brevity we will
improve utility.

Who might find this guide useful:

We hope to make the information in this guide useful
and accessible to almost anyone with an interest in our
subject area.  By describing the resources in some
detail, a high school student doing a project on the
ramifications of NAFTA can find the full text of the
proposal as well as comments from the Whitehouse on it;
a local business person can look up the name and
address of her congress person; an economics professor
can find current economic conditions worldwide using
