[The following is a transcript of a recorded phone message put 
out by a group in Chicago called "Citizens' Committee to Clean Up 
the Courts [CCCC]." (312) 731-1100 and (312) 731-1505.]

Hi! Sherman Skolnick, Citizens' Committee to Clean Up the Courts, 
9800 South Oglesby.

In most cities, the most important public official is not the 
mayor but, actually, the local prosecutor. He can keep his 
crooked business cronies from going to jail.

In Chicago, the Cook County state's attorney has been Jack 
O'Malley. Because of our popular cable TV show, we forced the 
authorities, in January of '94, to finally arrest Clifford 
Sugarman, a career criminal who has swindled people out of 
millions of dollars over the last 20 years around the nation! 
(And, he was not punished.)

For the last several years, he's been in Chicago.

Sugarman is a front for big-time crooked lenders and banks who 
steal back homes and businesses with Sugarman *falsely* claiming 
he'll help roll over or re-finance loans and mortgages. The re- 
financing, in fact, never occurs! Instead, he aids the banks and 
others to steal millions of dollars of property.

Sugarman has been a front for the LaSalle Bank of Chicago, the 
First National Bank of Chicago, Chicago Corp (which controls 
upwards of 100 Chicago-area banks), First Midwest Bank and 
Heritage Financial Services, Mercantile Bank of Indiana (owner of 
First National Bank of Illinois), *and* Israel government's Bank 
Leumi, their Chicago unit.

Although Sugarman handles millions of dollars and shuttles the 
loot out of the country with the aid of Bank Leumi and others, he 
has filed no income tax returns since 1985. He is a *protected* 
*criminal*, reportedly acting as an operative of the IRS and the 
FBI.

We confronted state's attorney O'Malley on a radio talk show:

  CLIFF KELLEY: Sherman, good morning. You're on with our guest, 
  Cook County state's attorney O'Malley.

  SHERMAN SKOLNICK: Yeah, good morning Mr. O'Malley. I'd like to 
  ask you, Mr. State's Attorney, why you have not been equally 
  diligent in prosecuting a career criminal, Clifford Sugarman, 
  whom you've had, who's been under arrest since January of '94. 
  And I've been in your office and told your top people that I am 
  concerned that you have a conflict of interest in that, one of 
  the situations involving Clifford Sugarman, the defendant, is 
  that he did some crooked deals with your law partners at 
  Winston & Strawn -- the chairman of that firm being, as you 
  know, Jim Thompson. And I don't notice you've disqualified 
  yourself in the case. He's a career criminal and he has 
  swindled upwards of 100 people out of homes, properties, and 
  businesses. And you took the least, minor matter, and you've 
  delayed prosecution from January until now! [That was in] 
  January of '94.
       I wonder: did you disqualify yourself in the case? And why 
  are you dragging your feet in prosecuting Clifford Sugarman?

  JACK O'MALLEY: I don't believe I've disqualified myself in the 
  case... I don't know what you're talkin' about.

  SHERMAN SKOLNICK: Your law partner, Gerald Munitz, was involved 
  in some deals where they apparently swindled the leasing 
  director of the Merchandise Mart, a Mr. Cady. All of these 
  things are...

  JACK O'MALLEY: Be assured that I just have no personal 
  knowledge.

  CLIFF KELLEY: He doesn't know what you're... You have a case, 
  evidently, that the state's attorney is unaware of.

  SHERMAN SKOLNICK: I brought this to the attention of your top 
  people, who wrote notes that say that they're taking it up with 
  you! I brought up the issue of whether you are or are not gonna 
  disqualify yourself in the case, because it involves your own 
  law practice!

  JACK O'MALLEY: I cannot respond to that. I have no personal 
  knowledge of it.

  CLIFF KELLEY: Would you check out Cliff Sugarman, Mr. O'Malley?

  JACK O'MALLEY: Yes. Yes.

  CLIFF KELLEY: Okay. Thank you, Sherman.


Sugarman's corrupt influence comes, in part, from his 
grandfather, Clifford Allen, a congressman from Tennessee on the 
House Banking Committee, tight with bankers and Al Gore's family. 
Sugarman and his gang specialize in stealing property from the 
bankruptcy courts. For example, they covered up a $2 million 
swindle of a Chicago-area businessman, and this was done by the 
law firms of Winston & Strawn and Jenner & Block, corrupting 
bankruptcy judge Robert E. Ginsberg.
