CONSPIRACY:
THE INVISIBLE SECOND RUNG OF GOVERNMENT

An Investigation and Discussion of that Part of the United
States Government Which We Did Not Elect, Which Is Not
Accountable, Which Is Unconstitutional, Which Is Engaged In
Unlawful and Unconstitutional Activity, and Then Hides Behind
the National Security Act of 1947

CITATION AND SUMMARY OF SOURCES

(continued)

19. Milan, Michael, The Squad, New York, New York, Shapolsky
Publishers, Inc., 1989. Milan is a former OSS member, later
recruited by J. Edgar Hoover to serve in Hoover's private
execution squad. Summary: Tells Milan's personal story, his
first-hand knowledge of the alliance between U.S. Government and
organized crime, his part in the hit team that mopped up
"embarrassing" witnesses to the JFK assassination, murders
ordered directly by Hoover, and Hoover's personal friendship with
Meyer Lansky and Frank Costello, organized crime figures.

20. Summers, Anthony, Official And Confidential: The Secret
Life of J. Edgar Hoover, New York, New York, G. P. Putnams &
Sons, 1993. Anthony Summers is an investigative journalist.
Summary: Documents Hoover's being blackmailed by organized
crime. Meyer Lansky and Frank Costello, organized crime figures,
had compromising photos of Hoover engaged in sex with minor boys.
Documents Hoover's having dressed in drag, attended and
participated in drag orgies, and had a long time homosexual
relationship with his lover and co-worker at the FBI, Clyde
Tolson.

21. Fonzi, Gaeton, The Last Investigation, New York, New York,
Thunder's Mouth Press, 1993. Fonzi is an award-winning
investigative journalist. Summary: This former federal
investigator for the House and Senate Select committees on
Assassinations breaks his oath of silence to document the
intentionally distorted priorities, manipulations, deliberate
distortions of evidence, refusals to hear testimony of key
witnesses, avoidance of their legal duty, and deliberate
exclusion of new evidence in the JFK assassination case by these
Senate and House committees. He documents his discovery of new
evidence of conspiracy and tracking relevant witnesses only to
find them suddenly dead under mysterious circumstances. Documents
verified and repeated connections between Lee Harvey Oswald and
CIA Chief of Western Hemisphere Division, David Atlee Phillips.

22. Zerbel, Craig, The Texas Connection, New York, New York,
Warner Books, 1991. Zerbel is a researcher and author.
Summary: Documents involvement of LBJ, Dallas Police, and Texas
oil men in the conspiracy to assassinate JFK and its subsequent
cover up.

23. Greider, William, Who will Tell the People: The Betrayal of
American Democracy, New York, New York, Simon & Schuster, 1992.
Greider is an award-winning political author and journalist.
Summary: Sweeping and meticulous documentation of corruption in
the democratic process, how plutocracy has come to replace
democracy, the contempt most politicians have for the citizenry
of the United States, and an expose of why the citizens' worst
suspicions are well founded.

24. Morrow, Robert D., First Hand Knowledge, New York, New
York, Shapolsky Publishers, Inc., 1992. Morrow is a former CIA
agent. Summary: Documents his personal experience and first hand
knowledge of CIA involvement in the conspiracy to assassinate
JFK, alliance between CIA and organized crime, Hoover's and LBJ's
complicity with organized crime and assassinations, Nixon's
ordering CIA to engage in political assassination, direct orders
from the CIA Chief of Covert Operations for involvement in the
conspiracy to assassinate JFK, and E. Howard Hunt's role.

25. Gross, Martin L., The Government Racket, New York, New York,
Bantam Books, 1992. Gross is an author, educator, editor, and
political reporter. Summary: Exposes specific areas of
government abuses of public money, revealing a pervasive and
presumptuous mindset in Washington that the public purse has no
bottom (institutionalized greed).

26. Bamford, James, The Puzzle Palace, New York, New York,
Penguin Books, 1982. Bamford is an attorney and investigative
writer. Summary: Documents historical disregard for the law, yet
with no accountability, by the National Security Agency, whose
budget dwarfs the CIA's. Documents that the Freedom of
Information Act contains a loophole which allows the NSA non-
compliance. Documents NSA's ever-widening surveillance technology
that has been used on the American citizenry. If ever turned
around and used in a massive way against the American people,
there would literally be no privacy left, such is their massive
technological capability. It would be total, absolute, and
complete tyranny. Evidence that agents are ordered to illegally
scan intercepted telegrams and phone calls between private
individual citizens and between large commercial companies,
keeping a special watch for dozens of names of big companies,
details of commodities, and gas.

After the Church Committee began to investigate the intelligence
agency abuses of the 1960's and 1970's, a "super hush-hush
surveillance court" was instituted to judicially review the NSA
requests for black bag operations. In the entire history of this
court it has never denied a request (except one), thereby
appearing to function as a mere rubber stamp for the NSA.

The one exception is even more frightening. "When the Reagan
administration came into office, however, the Justice Department
argued that the power for foreign intelligence black bag jobs was
vested not in the court, but in the inherent authority of the
President." The court agreed, and in rejecting the request, was
saying "all subsequent surreptitious entries need no court
authorization, only presidential approval."

The Foreign Intelligence Surveillance Act, an attempt to curb
abuses, "has enough loopholes and exceptions to render it nearly
useless."

Another attempt to curb abuses is an "executive order that was
designed more to protect the intelligence community from the
citizens than citizens from the agencies. In addition, because
it is an executive order, it can be changed any time at the whim
of a President, without so much as a nod toward Congress."

Documents NSA attempts to halt private research and academic
research into security measures for the public and for private
business messages.

The NSA attempts to misuse the vague, overly broad International
Traffic in Arms Regulations to attempt to stifle public writing
or speaking regarding codes or code breaking, "a chilling
prospect clearly at odds with the First Amendment and one as yet
untested by the Supreme Court."

A more than 30 year veteran of NSA indicated that although
originally NSA was oriented strictly toward diplomatic messages,
in later years, the emphasis has been on exploiting the economic,
commercial messages. This NSA access to "secret inside
information on business transactions and corporate dealings
presents tremendous temptations...as detection is almost
impossible."

27. Burnham, David, A Law Unto Itself: The IRS and the Abuse of
Power, New York, New York, Random House, Inc., 1989. Burnham is
an investigative reporter who also broke initial stories from
Frank Serpico and Karen Silkwood. Summary: Documents
incompetence, venality, ruthlessness, smugness, and abuses of the
Internal Revenue Service. It's regulations and computers are so
complex, not even its own agents understand them or control them.
Cites specific examples wherein IRS authority has been utilized
by its own managers and agents, as well as those outside the IRS,
for purposes of revenge, threat, and strong-arming. Documents
how and why it successfully operates outside the bounds of
accountability. Other governmental agencies, charged with the
responsibility of overseeing the IRS, manifest a historical fear
of blowing the whistle on IRS abuses, lest the IRS come after
them.

28. Marcinko, Richard and Weisman, John, Rogue Warrior, New
York, New York, Simon & Schuster, Inc., 1992. Marcinko is a
retired Navy Commander and Founder of the Navy Counterterrorist
Unit Seal Team Six. Weisman is an author and biographer.
Summary: Documents that during his tour in Cambodia commanding a
Seal team, his experience of visiting legislators, instead of
behaving like a fact-finding mission, behaved shamefully.
"Embassy secretaries told stories of congressmen fondling them,
or worse, raping them - without any recourse. The political
officers and consuls each had their stories, too, about pulling
this congressman or that senator out of jail in Hong Kong or
Caracas or Warsaw." What it amounted to was congressmen taking
vacations paid for by the taxpayer, wherein they would make
purchases of gold or other gifts and then smuggle it home on
their Air Force jet. The most often asked question was where
they could buy some great sex.

Documents how Marcinko was assigned to lead a Seal Team to test
the "vulnerabilities of [U.S.] base installations, command and
control facilities, operations centers, and naval assets" using
smoke grenades and umpires to decide kills, wounded, and
explosions. Base commanders were "briefed in advance on
precisely which targets we would hit, and when we would hit them,
so they could beef up security." The point was to help each base
improve security measures in light of terrorist activity. What
his Seal Team managed to accomplish included: Placing
"explosives inside the air intakes of half a dozen F-18 fighter
jets;" blow up Pt. Magu's main radio antenna such that, in
effect, they had killed police command and control functions;
exploding the "main HQ building, the power generating station...,
weapons locker, and the fuel depot; exploded the SWAT team's
emergency response truck;" exploded a weapons carrier full of 500-
pound bombs near the President's Air Force One jet; kidnapped a
Navy Admiral in Italy; made their way onto Naval base and into
the command center, forcing the Admiral to show them the
operational codes; assassinated officers.

The top Navy brass decided to get rid of him because of their own
embarrassment. According to the General Accounting Office, after
a two-year witch hunt, the Navy brass spent 600 man-years and
roughly 60 million dollars to investigate him - and came up with
nothing. Naval Security and Investigative Command never charged
him with any impropriety. He was later set up and framed on
conspiracy charges, convicted, and sentenced to twenty-one months
in prison and a $10,000 fine. During a five-day furlough from
prison, he was approached by a spook from a U.S. government
intelligence agency who requested his help prior to the war with
Iraq in identifying, verifying, and eliminating certain military
targets in Baghdad and breaking into key installations.

He is now living in Washington, D.C. "where he is CEO of SOS
TEMPS, his private security consulting and special investigations
firm whose clients are governments and corporations."
