Since the Firearm Owners Protection Act of 1986, it is legal for
businesses to ship ammo directly to customers.  While most
wholesalers still require that you be an FFL, so as to not compete
with their dealer customers, a few now sell direct.

The companies require proof of age be on file with them before
your first order.  After you have that on file, you can just pick
up the phone & order ammo UPS COD.  They typically require that
you send a photocopy of your drivers license, along with a signed
disclaimer stating that you are not a convicted felon and you are
not breaking any local or state laws to purchase ammunition or
black powder firearms.

The current COD fee is $4.50, and increases periodically.
Typical shipping charges on a 1,000 round case of ammo is in the
$15-$20 range.  Some places take credit cards, so you can avoid
the COD fee.
