Use of this program requires Microsoft Windows 3.0 and a
compatible pointing device.  EGA or better video is required.
This program will only run in Standard or 386 mode.

The authors recommend that you experiment with small changes to
the various rates presented in the game.  The game is designed
so that changes you make have a gradual effect on outcome.  All
changes you make are inter-related and cause complex societal
ramifications.  No one combination of your selections can win
the game.
