This game should come with the following three files:

readme.txt - what you are reading now
spcwrz.exe - the game, for the Windows environment
spcwrz.hlp - the help file

To install the game, copy spcwrz.exe and spcwrz.hlp into a directory.
Then start Windows, and use the New... command from the File menu of
Program Manager to make a new program item.  From the Program Item
Properties dialog box, select the Browse button.  Then select the
spcwrz.exe file from the file selector dialog.  Then select OK from
the Program Item Properties dialog box.  Now you should have the
spcwrz.exe icon on your Windows display.

To play the game, just double click on its icon.
