NOTICE

Usage: /NOTICE <nickname> <text>

Smiilar to /MSG, /NOTICE is usually used by Bots or clients being
controlled by scripts.  /NOTICE messages must never be responded to by
an automatic reply.  See /MSG for syntax examples.
