I am no longer distributing reqtools.library with ASTG.  You
still need ReqTools to use the prefs program, but that will soon
go away, too. If you do not have ReqTools on your system, you may
download it from many locations.  You need the 2.2C or later
archive to get the correct version of ReqTools.library.

I appologize for the inconvenience, but it's not fair to make
everyone else pay the frieght for a library that few do not have.
