  NAME RTCreate()


    ret = RTCreate();


  DESCRIPTION
    The default Create function tests to see if reqtools.library is open, if not
    then will open the library.


  NOTE
    If you wish to use this class under 1.2 or 1.3 kickstarts you will have to
    override this function to open the correct version of your library

    TRUE if success
    FALSE if failure to open correct version of library
